The population of Gorontalo city is likely to increase because it is the provincial capital which is the center of economy and business. The increasing number of people is increasing the potential for landfill. some people who are less aware of cleanliness will dispose of garbage indiscriminately if they do not know the nearest landfill from their home. Garbage buildup will pollute the environment so that it can interfere with public health and can also cause problems in the future such as flood disasters. Today's problems are often solved by the use of technology, especially information and communication technology. Waste processing can most likely be overcome by using information and communication technology through high mobility media such as smartphones. Today's thriving smartphones are smartphones with android operating systems. Android smartphones besides having high mobility, also have very useful features such as google maps and GPS. Google maps and GPS features can collaborate in an android app program creation. Application program creation is designed using android and PHP programming languages collaborated with MySQL databases as data container media. The application program will be made reliable to solve the problem of waste processing by utilizing Google maps as a means to see landfills (TPS) and GPS as a means to detect the position of people or places that have garbage. Designed applications are expected to provide information on the nearest landfill (TPS) in the area where people live so that there is no garbage buildup, problems in the future such as health problems and flooding

We are witnessing the emergence of an information and communication technology (ICT)-enabled platform capitalism in which traditional corporations are being displaced. Railing against traditional firms to rescue capitalism would, under these circumstances, seem like misdirected effort. The “working anarchies” (e.g. Uber, Wikipedia) and “pop-up firms” (e.g. Vizio) of this new world use “labor on demand.” Here too there is risk that platform owners exploit their power and become rapacious. Yet, ICT can enable platform capitalism to create community-based, locally controlled alternatives to corporations and states. Cooperatives and democratic software platforms (e.g. Linux) must be important business forms in the future.

Relation between e-Government and social media is an inseparable relationship. The purpose of e-Government who wants to improve public services, with the help of information and communication technology. The best solution is using social media. In Indonesia, e-Government is a concept that is implemented not only by the central government, but also by regional/local governments. Right now, many local governments in Indonesia already implemented e-Government. However, not all of Indonesia local governments that implemented egovernment have a social media-based e-Government application. There is a chance that a certain city/regency at Indonesia using same social media-based e-Government application. If the application is seen in terms of features, each application also has different features combination, which are the strengths and the uniqueness of each application. In this study, there are 9 applications that examined from 9 cities / regency in Indonesia. The purpose of this study is to analyse the relation between e-government and social media, in terms of using social media features and identified features that exist in each e-Government application that examined from 9 cities / regency in Indonesia with Systematic Literature Review. The feature found will be categorized with feature functionality categorization: Identity, Conversations, Sharing, Presence, Relationships, Reputation, and Groups. Each feature found can be having more than 1 feature functionality. The result of this study can be used as an indicator about features available at social media-based e-Government application and this study can be used to be a comparison or references for making another social media-based e-Government application in the future

Small and Medium Industry is the program and policy of the Local Government of Gorontalo Province to achieve development goals in the field of economy, especially related to the development efforts of small and medium industry sectors (IKM). The Cooperative, Industrial and Trade Office of Gorontalo Province desperately needs accurate data information for the search and determination of small and medium industry locations and also in terms of regional development planning and spatial arrangement, but in reality, to obtain data and information on the spread of Small and Medium Industry spread almost throughout Gorontalo province is very difficult, this is due to the absence of an information system that handles this. The Government's current geographic information system cannot access the search and location of the Small and Medium Industry. The expansion of the area that occurs in Gorontalo Province from 6 districts, the addition of fickle regions and addresses can confuse and make it difficult for local people or tourists outside Gorontalo province to get information about the small and medium industry in Gorontalo Province. The lack of information to the public about the location of Small and Medium Industry locations in Gorontalo province can make it difficult to conduct cooperation that can drive the regional economy. Information search and access user information and communication technology through high mobility media such as smartphones. The 21st Century has observed an increase transformation based on economy and social patterns. The challenging of education is now prepared for the future, not for the present. This article is intended to see the future existence of the institution of information center and library as an institution that will continue to exist even if the information could be found by the community easily through the development of information and communication technology. In the present, people can access information through any approach in the world's information network known as the internet. Moreover, if in the future the ability of people to choose the type of information needed better. Therefore it becomes a matter as how the prospect of information center and library in the development of Information and Communication Technology (ICT). <p class="Abstrak">Organizing online counseling is very helpful and possible to be developed in the world of guidance and counseling, especially in Indonesia. Although now specifically in Indonesia, there is no ethic that regulates but the existence of this media can support the implementation of guidance and counseling widely to improve the competence and efficiency of service for alleviating the problems faced by clients. Use and utilize information and communication technology.  The availability of formal institutions that will train these skills. And also specifically can be included in a special curriculum with regard to Information and communication Technology in guidance and counseling. And also hopefully in the future there will be the establishment of specialized counseling institutions that deal with specific issues online counseling and e-counseling services in general.</p><p class="Abstrak"> </p>
