Research by teachers and students at a university is closely related to the quality of the institution. Scientific journals in Indonesia at the international level are still low, including publications in periodicals (scientific journals) that are indexed in international reputable indexers. The management of scientific journals in order to achieve the target of becoming a nationally accredited scientific journal or even becoming a journal of international repute requires an effective and efficient journal management and management system based on the instruments and qualifications required by national journal accreditation institutions such as ARJUNA and reputable international indexing institutions. JPGT will try to meet the criteria for international journals, namely by having reviewers from at least 4 countries and papers published from at least 2 countries. The plan after obtaining national accreditation is to be indexed with international reputation.

The purposes of this research are to find out a) the strategies in human resources development to improve the quality of Postgraduate lecturers at IAIN Curup, (b) supporting factors, and  (c) the obstacles of human rights development. Using qualitative research method, the data were collected through interviews and documentary study. The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.

Virtual education is distance teaching in which teachers and students are in different places but can be connected to each other via the internet network. The virtual education system is divided into two, namely Learning Management System (LMS) and virtual classes. One of virtual education is video conferencing (vicon). A fully capable network is required to comply with Quality of Service (QoS) standards for real-time applications. This study analyzes the QoS of vicon features in LMS at the University of Nasional that is BigBlueButtonBN. Based on the QoS parameters obtained 25% throughput, 100% packet loss, 84.75% delay, 37.5% jitter and 58.5% MOS. Based on the bandwidth requirements of each parameter, the results are 61.2% or 27.9411MB. Resumo: O presente artigo retrata através de uma revisão bibliográfica as fragilidades das publicações científicas nos dias atuais, bem como o impacto das publicações brasileiras a nível mundial. Tem como objetivo identificar os indicadores de qualidade que as entidades recomendam às publicações científicas em âmbito nacional e internacional como: Qualis, ISI, SciELO, agências de fomento e autores da literatura. O trabalho também ressalta a importância de se avaliar os periódicos científicos on-line como forma de manutenção da qualidade, e recomenda um formulário de avaliação para o mesmo. The work also observes the importance of on-line scientific journals evaluating with the quality of maintenance of way and recommend an evaluation form for it. This study aims to develop a model of dashboard information system to improve the quality of scientific journal management. The method used to develop the model of the dashboard is prototyping. The dashboard was also developed using the Pivot Table, Histogram/ Column Chart, Line Plot/ Line Chart, and Area Chart approach. For case study, the information displayed in the dashboard which from data recorded in the MAVIB Journal. The information used includes information about the score of articles that have been received, website visitor in the form of a summary report View Page Statcounter. It can be downloaded in Excel form. The Prototype Dashboard Information System and the addition of Additional Menu in OJS were made using figma, so that it becomes an illustration for designing and updating the appearance of OJS website pages. The information displayed in the dashboard is used to make decisions in order to improve the management of scientific journals. The results show that the dashboard model successfully displays strategic information, tactical information and transactional information. This information can be used by journal managers to make decisions in improving the quality of journal management.

Scientific production in the field of Psychiatry is growing exponentially, as reflected by the number of scientific journals now available. Current strategies to objectively estimate the quality of a specific publication are mostly based on indexation and citation criteria. The concept of impact factor, a measure of the frequency with which an article has been cited in a particular period, is key to understanding the way journals are evaluated. The recent indexation of Revista Brasileira de Psiquiatria in the two major medical databases has increased the journal's visibility, as indicated by the rising number of citations received over the last years. As researchers' scientific productivity measures are largely associated with citation indices of journals in which manuscripts are published, it is essential that Revista Brasileira de Psiquiatria continues to attract high quality, innovative articles, with the ultimate goal of providing state-of-the-art continuing medical education for mental health professionals.

The government has initiated the accreditation of journals as publication media to improve the quality and quantity of research in Indonesia to have competitiveness against international publication media. As one of the scientific journals, the OPSI Journal has just received a Sinta 3 rating in journal accreditation. To improve the quality of the journal, it is necessary to evaluate the usability level of the OPSI Journal website so that the strategies that must be used in improving its quality can be identified. The usability level evaluation is carried out using the System Usability Scale (SUS), which has many advantages. The evaluation was carried out on users of the OPSI journal website categorized into four groups: reviewers, authors, editors, and readers. Based on the results of the research conducted, it was found that the highest usability value was in the author group, and the lowest was in the editor group.

What is the problem? • Weak editorial policy: most of scientific medical journals in Kazakhstan do not have their own website and do not support open access to their content that makes difficulties in acceleration of the circulation of scientific knowledge; low level of peer review or its complete absence; frequent violation of the principles of publication ethics; • Poor quality of the content of issues of domestic scientific medical journals: low level of scientific significance of published articles, which are not always relevant for the international scientific community and are little cited; low proportion of English-language articles, as well as insufficiently high level of their style and grammar; • Absence of a comprehensive and dynamic system of expertise, monitoring and certification of scientific medical journals, standardization and regulatory control of editorial and publishing activities in general. Policy options Option 1. State support for the promotion of Kazakhstani scientific medical journals into international scientometric databases by: - development of a program for the development of scientific medical journals in Kazakhstan with a clear funding mechanism; - development and implementation of specific measures to increase the demand for developing Kazakhstani scientific medical journals among domestic scientists (stimulating the development of highly cited research projects; revising the requirements for awarding academic titles in favor of domestic scientific journals; increasing the number of points awarded for articles published in domestic journals during rating assessment) ; - development of effective mechanisms to attract reputable foreign scientists as authors and reviewers for Kazakhstani scientific medical journals; - creation of an association of editors of scientific medical journals in Kazakhstan and systematic training of members of the association on best practice in publishing. Option 2. Intensive development of scientific medical journals in Kazakhstan in accordance with the main international publishing standards at the level of the publishing house-owner, by: - creating your own website for a medical scientific journal that meets the basic international requirements; - introduction of a system of double "blind" reviewing; - strict adherence to the principles of publication ethics. Option 3. Creation of an integrated and dynamic system of examination, monitoring and certification of scientific medical journals, standardization and regulatory regulation of editorial and publishing activities at the level of the Ministry of Education and Science of the Republic of Kazakhstan, by: - the introduction of a comprehensive and dynamic system of examination and monitoring of the activities of scientific, including medical, journals (as an option, on the basis of the National State Book Chamber in close cooperation with subdivisions of state governing bodies in charge of the development and quality of science at the national and sectoral level, and also with associations of scientific journal editors; close cooperation of the team implementing the program for the development of scientific journals in Kazakhstan with the Content Selection Advisory Board of the Scopus team; - joint responsibility of all participants in the publication process (editorial offices of journals, authors and organizations - universities, scientific organizations, etc.) for the preparation of high-quality manuscripts and the development of scientific medical journals in Kazakhstan. Policy options realization perspective Abovementioned three policy options are mutually supportive. Combined realization of these policy options will raise domestic medical scientific journals to a qualitatively new level. An article in a scientific journal is the key element of modern scholarly communication system, in which scientific journals act as conductors of national science and researchers to the international level. Integration of Russian scientific journals into the global knowledge system and improving their competitiveness are necessary conditions for improving the competitiveness of Russian science itself.Today, we see a low quality of Russian scientific periodicals with an excessive number of journals. The highly competitive environment and the total use of bibliometric approaches in the research and assessment of science born unfair race for indicators, developing imitation science.The study aims to analyze, determine and propose solutions of topical issues of Russian scientific journals. The article is a case study of the oldest monthly scientific and production journal “Occupational Safety in Industry”. The transformation of the work of the editorial board is considered within the 2016–2019 period. We analyze the history of formation, development and the common problems of restructuring the activities of the editorial boards that have occurred in recent years.It is shown that the formalization of scientometric indicators and their impact on funding cause a sharp increase in the number of authors with multiple affiliations. In general, the use of bibliometrics in Russia has generated a number of systemic risks that threaten the development of national science.The study formulates the tasks and nearest prospects for the development of scientific journals as the basis for a changing scholarly communication system. It is necessary to develop the qualitative scientometrics with new scientometric indices and qualitative author-evaluating indicators (with more precise scientometrics, new tools will appear, including those for identifying dishonest scientists).To improve the evaluation system of Russian scientific journals, we propose: improving the generally accepted scientometric methods taking into account Russian specifics and introducing a system for assessing and monitoring the quality of Russian scientific journals, combining the use of bibliometric information and independent expert evaluation. The creation of high-quality scientometrics is possible with the use of artificial intelligence systems.The proposed steps will build a self-regulatory ecosystem on the Russian space of scholarly communication with well-functioning high-quality expertise, which will determine the future of scientific journals.

ABSTRACT In this review article, the nature and uncertainties of the impact factor (IF) of scientific journals is discussed. Based on the citations of articles published in a journal during a given number of years, the impact factor has been used for purposes as different as that of evaluating the scientific journal, to helping to evaluate individual scientists, and as a tool for librarians to select journals for their collections. Many factors have been described which can influence the numerical value of the IF. Since the variability of the citation patterns in various scientific disciplines varies very much, caution is advised when using the IF for interdisciplinary comparisons or evaluations. As for the attempts to increase the IF, the opinion of the author is that the increase in quality of a scientific journal is the only true way for increasing the IF. The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.
