<p>This paper aimed at investigating opportunities and challenges of women’s participation in decision making as little attention was given to opportunities and challenges of women’s participation in decision making at local level. There are few researches on opportunities and challenges of women’s participation in decision making at local level and more focus on opportunities and challenges of women’s participation in agricultural, economical, educational and leadership. The purpose of the study is to explore challenges that women face in their decision making and reflect on the opportunities that are being undertaken by stake holders and local government. A qualitative research method utilized in the study to get an in-depth understanding of the phenomenon. The researcher used case study research design which helps to deeply study a phenomenon. The researcher then employed thematic analysis to come up with findings and discussion. Purposive and referral chain sampling techniques have also been employed in the study. The finding of the study is based on semi-structured-interviews and Focus Group Discussion (FGD). Empirical data gathered through interviews and FGD in Debre Tabor City Administration. The research findings indicated that women faced a number of constraints to participate in the decision making at a local level. These constraints were cultural beliefs, illiteracy and low level of education, economic and financial problems, religion, nature, household activities, negative perception of the society, men oppression and chauvinism, lack of confidence and interest among women and weak bureaucracy. Within those challenges, there were opportunities which enabled and designed to maintain women toward the decision making participation. Those opportunities were international law and convention, constitutional and different legal orientation, packages, programmes, policies and initiatives, different governmental structure of women, education, training and awareness, preparation of periodical meeting, economic empowerment and the quota system. The study recommends the creation of an enabling environment for women’s decision making ability empowerment.<b></b></p>

Establishing a local government institution in appropriate tire can easily help to get the utmost benefit of decentralization in Bangladesh. In this paper, village has been identified as an important tier to fulfill the objectives. Analysis of the historical development of local government in Bangladesh has been taken into concern to prove the fact. This paper especially focuses as well recommends establishing local government at village level which is the lowest tier of administrative decentralization in Bangladesh. Village government can also be the best tier to practice local level democracy and can ensure effective participation in decision making and also in implementing other activities related to villagers.

Abstract We evaluate the implications of women’s participation in domestic decision-making on diets and investments in human resources in Ethiopian rural households. We create a metric to capture intra-household decision-making, which we use to estimate a positive association between women’s participation in decision-making and household-level dietary diversity. Moreover, we find that an increase in women’s participation in intra-household decision-making is associated with higher financial investments in human resources.

Although Swedish local government shares a set of traits that are common to all other European local government systems, it stands out, in many respects, as unique. The particular combination of local responsibility for costly tax-financed national welfare policies, strong and mainly nationally organized political parties at local level, consistent decision-making collectivism, and a type of representative democracy that leaves little room for means of direct democracy make Sweden different. These features are intertwined, reflecting core values of the Scandinavian welfare model. Although many of them have been challenged during recent decades, popular support for the welfare system remains strong.

Abstract: Decision Against Women's Participation In The Democratic local government management. There have been many studies and settings on the relation of women to decision-making in a government organization. It also encouraged the International in 1995 in the World Women's Conference in Beijing fourth, which resulted in a recommendation by the mention of the Beijing Platform for Action. This declaration has prompted action plans in various countries, including in Indonesia, including to target the achievement of women's representation in Parliament 33.3 percent. Such a declaration of some of the ways that women can participate in decision making. The position of women in parliament is believed to affect directly to influence the established law. Abstrak: Partisipasi Perempuan Terhadap Pengambilan Keputusan DalamPenyelenggaraan Pemerintah Daerah Yang Demokratis. Telah banyak kajian danpengaturan mengenai relasi perempuan dengan pengambilan keputusan dalam suatu penyelenggaraan pemerintahan. Hal itu didorong pula secara Internasionalpada tahun 1995 dalam Konferensi Perempuan se-Dunia keempat di Beijing,yang menghasilkan rekomendasi dengan penyebutan Beijing Platform for Action.Deklarasi ini telah mendorong rencana aksi di berbagai negara, termasuk di Indonesia, di antaranya untuk menargetkan pencapaian keterwakilan perempuan di Parlemen 33,3 persen. Pencanangan yang demikian merupakan sebagian carasupaya perempuan dapat turut serta dalam pengambilan keputusan. The Institute for Governance and Policy Studies, in partnership with Victoria University of Wellington’s Health and Wellbeing distinctiveness theme steering group, hosted a symposium on ‘The Four Wellbeings for Local Government’ on 26 February 2019. The symposium heard brief presentations from eight invitees from local government, central government, the private sector and NGOs: Justin Lester, Lyn Patterson, Karen Thomas, Peter McKinlay, Wayne Mulligan, Meg Williams, Danielle Shanahan and Suzy Morrissey. Inspired by these addresses and by the ensuing discussion, this article considers what the reintroduction of the ‘four well-beings’ into the Local Government Act might mean for local decision making.

The chapter provides analysis of obstacles for the introduction of direct citizen participation in the decision-making process at the local self-governments in Latvia, as well as intents of national government to widen participative democracy by formalization of consultation mechanisms. Within the scope of this study, participation is seen as an interaction form of relationship between citizens and a local government. The highest form, according to Arnstein's gradation theory of a ladder of citizen participation, refers to the participation degree called partnership, delegated power, and is described by Teorell as a citizen voice in the government. Situation and perspective of local government referendums are analysed. Consultation is implemented at the level by involving the residents in the work of local government commissions and implementing public deliberations. Administrative territorial reform, performed by 2021 elections, will decrease the number of local governments to a third of their current level.
