English
Agribusiness regional development program carried out by the government does not empower farmers. This is due to limited community involvement in planning and implementation of the program. This paper is aimed at contributing policy recommendations on agribusiness regional development concepts in order to improve community involvement. One of the concepts is one village one product movement model. This model is initiated by the local community and facilitated by the government. Three principles of this model development are development of local specific commodity with international competitiveness, decisions and initiatives carried out by local community, and human resource development.

The purpose of this research is to find out the effectiveness of the Program of "Appraisal List of Officers Personnel Assigned in the Indonesian Navy (Dapen Persmil TNI AL)" at the Office of the Navy Personnel Service, Jl. Cilangkap Jakarta. Officers' assignments are not enough if they are not supported by the awareness of the leadership of the Navy to totally touch on human resources management, especially at Navy Officers and not merely a rhetoric. However, the implementation of the assignment of Navy officers experienced problems related to the attitude and behavior. Therefore, in reality the implementation of the program of Dapen Persmil is not in accordance with the career development program for the Navy personnel launched by the Armed Forces Commander in 2016 until 2017 in the Principal Commands of the TNI Commander's policy on enhancing the professionalism of soldiers through assignment, education and training, fulfillment of equipment, and soldier rights are managed with a good management system. Based on scientific literature, this research is a evaluation program study and the evaluation model. Data obtained through observation instruments, interviews, and documentation as well as using descriptive survey research methods, by means of explanotary and qualitative approaches. On the basis of the principle of model development, the effectiveness of the program, it is hoped that Navy Officers assigned to the Navy will no longer cause problems in their assignments but can develop skills and professionalism in order to improve work optimization. Keywords: human resources management, the program of Dapen Persmil TNI AL, evaluation program, Indonesian National Navy

Kata kunci : Gossypium hirsutum, aksesi, toleransi, salinitas, vegetatifTolerance of 60 Cotton Accessions to Salinity Stress atVegetative Stage

ABSTRACT

Extension of cotton development program outside Java potentiallyfaces salinity problem, and therefore, in order to start the cotton breedingprogram for saline resistant varieties, it is required accurate information onresistance level of cotton accessions in the germplasm collection. Sixtycotton accessions have been tested for their tolerance in 10 g/l NaCl incomplete randomized design with three replications. The experiment washeld at the Breeding Laboratory of the Indonesian Tobacco and FiberCrops Research Institute from August to October 2007. Observations weremade on the number, length, and weight of root, as well as length andweight of shoot. Experimental result showed that root and shootparameters observed up to 28 DAP were not consistent for screeningcotton accession tolerant to salinity. There are three intolerant accessions, namely NF-SC 1, NF-SL 2, and Tamcot SP-37. In addition, there are fiveaccessions tolerant to salinity namely KPX 22, NH 38, Ngwe Chi 1, Dora11, DP-NF-3, BRI 1, and DPX 7062-5228.

Key words: Gossypium hirsutum, accessions, tolerance, salinity, vegetative

The performance of a capped plasticity model is evaluated with respect to Boston blue clay. Computed and measured responses are compared for laboratory stress paths and boundary value problems involving construction of highway embankments. It is shown that simplifying assumptions in the model development may lead to difficulties in calibrating the model for general stress paths. The chief model limitations are the use of a circular deviatoric plane and the assumption of symmetry about the hydrostatic axis. However, given the simplicity of the model, it performs well if the limitations are recognized. Key words: cap model, soil plasticity, finite element, embankment analysis.
