In the recent literature, the strategic relevance of ports has improved, and this paper provides a comparative analysis of 24 European ports. The port performance has been evaluated considering data envelopment analysis and Shephard’s distance function. This latter approach offers an alternative method to address a significant restraint of the standard Stochastic Frontier when the model needs to consider multiple outputs. From a policy point of view, the conclusion could offer valuable insights to support policy measures targeted to expand port efficiency. The findings obtained from the analysis reveal that several contextual indicators must be included in benchmark analysis.

Main directions of tax legislation development are considered in the article from the point of view of relevancy of zero tax rate implementation and tax refund. Special emphasis is placed on the problem of tax refund delay that undermines the competitiveness of the export sector of economy. Comparative analysis of VAT refund mechanisms in different countries and Russia with respect to effectiveness of tax administration has allowed to formulate some hypotheses concerning relevant parameters of refund and test them with the help of various methods and models.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

The measurement of terminal productivity is the issue of extreme importance to both terminal owners and management and customers. As the sector of transport is highly intensive in terms of investments into the infrastructure, the productivity of a terminal may play a crucial role in competing with other terminals. Productivity is defined in terms of inputs and output. The majority of the available studies, wherein this issue is addressed, are generally focused on the determination of functional dependence between inputs and output using the method of regressive analysis. The present article provides an insight into the Data Envelopment Analysis method as a tool for measuring productivity. This technique enables a rather accurate evaluation of terminal productivity by means of comparative analysis, which, in fact, appears to be the only feasible alternative in cases where statistic data required for performing regressive analysis is lacking.

The article provides a comparative analysis of existing software products and libraries that allow the design of multi-agent systems for diagnostics and maintenance systems for modern cars. The authors substantiate two main shortcomings inherent in all products - analogues: the need for high qualification of the user as a software code developer, and low performance of intelligent methods in the structure of agents, which worsens their performance. Both manufacturers and car owners are objectively interested in the widespread use of telematics systems for monitoring the technical condition of cars. Predictive diagnostics gives them access to a huge amount of information about all the nuances of car operation, wherever they are, during the entire service life. The application of this approach using a multi-agent system (MAS) will allow taking the next step in this direction. Information from the connected vehicles goes to the main server. Systematization and analysis of data make it possible to establish the causes of malfunctions, identify patterns of their occurrence and make further predictions. Purpose of the work: to perform a comparative analysis of existing software products and libraries that allow the design of multi-agent systems. The topic of the work is disclosed on the example of the analysis of software tools for the development and design of MAS at the present stage. There are a number of systems and libraries on the market designed for the development of multi-agent systems. These Case - systems are suitable for the development of multi-agent systems of any direction, that is, they are universal from this point of view. Therefore, for us it is a universal application tool for the automotive industry. Ultimately, the work performed a comparative analysis of existing software products and libraries that allow the design of multi-agent systems. The analysis revealed two main drawbacks inherent in all products - analogs: the need for high user qualifications as a developer of software code, and low indicators of the possibilities of introducing intelligent methods into the structure of agents, worsens the indicators of their work.

This paper presents the results of a comparison of the technical efficiency of innovation approach in Canada to approaches in 41 other countries. Data Envelopment Analysis was used to investigate this subject. Results of simulation experiments were used to anticipate possible general suggestions regarding policy measures that may be considered when exploring means to improve Canadian performance. Data from the World Competitiveness Yearbook and European Innovation Scoreboard were used. Oslo Manual definition of innovations was used. Enablers (context) — difficult to change country characteristics that may impact upon technical efficiency — were entered into the examination. A qualitative overview of the Canadian perspective to innovations supplements the quantitative portion of the presentation. It is observed that return to scale and congestion issues dominate considerations on technical efficiency of innovations. Wealthier countries seem to be less technically efficient in innovations than not so rich ones. Canada operates under Decreasing Returns to Scale. Congestions seem to be the main contributor to inefficiencies. Suggestions regarding the betterment of technical efficiency of innovations in Canada are presented here. Attention was drawn to several questions for further studies on the subject and their importance clarified.
