This article deals with the public attitude toward the economic reforms of 1989–1990, specifically, the citizens’ suggestions on how to improve the country’s economy. The author analyses previously unpublished letters written by Russian citizens and addressed to the country’s leaders (Boris Yeltsin and Mikhail Gorbachev) or sent to Soviet newspapers. To investigate people’s mental attitudes, the article focuses not only on social polling, but also on emotions, feelings, and thoughts shared by the letterwriters. The author of this article maintains that many citizens feared that the country would be swept away by the avalanche of capitalism and were prejudiced against perestroika-induced innovations. Habitual mental attitudes were undermined by the cooperative movement and private entrepreneurship. Various unrealistic and paradoxical suggestions were not infrequently made by the letter-writers who knew very little, if anything, about market economy. The majority of people suggested that command economy with its bureaucratic flavour should be improved. The analysis shows that Russian citizens’ mental attitudes were predominantly shaped by the notion of a bipolar world, as well as by Vladimir Lenin’s teaching about the socialist state and its role in the accounting and control over the Soviet state. The letters demonstrate that Russian citizens hoped to upgrade the Soviet economy through improvements introduced into the system of accounting and control, through harsher regulatory measures imposed on the economic system, as well as through rationing and strictly supervised distribution of goods. Many people believed that socialism was inviolable and that the Soviet economy could be improved by means of administrative reforms.

The reduction of equipment costs encourages the diffusion of photovoltaic micro-generation, however, proper regulatory measures should be implemented to facilitate self-production dissemination and to promote the emergence of new electricity markets which integrate prosumers. The specific form of these markets will depend on the level of prosumers’ self-sufficiency and the type of grid to which they will be connected. Unfortunately, Spain has been an example of resistance to micro-generation deployment. However, some things have started to change recently, albeit only to a certain extent. This article explains the key elements of the latest regulation of photovoltaic micro-generation in Spain and, through a stylized model, describes the economic behavior of prosumers in such a regulatory framework. It is concluded that this regulation only encourages prosumer plants which are strictly focused on self-sufficiency because it discourages exports and limits capacities and this regulation discourages the smart renewal of the distribution grid because it prevents prosumers from participating in the electricity market. It is recommended that the aforementioned regulatory limits be removed and pilot experiences for the market participation of prosumers be promoted by creating the appropriate technical and regulatory conditions, for example, at the municipal level.

A complete understanding of the occurrence of microplastics and the methods to eliminate their sources is an urgent necessity to minimize the pollution caused by microplastics. The use of plastics in any form releases microplastics to the environment. Existing policy instruments are insufficient to address microplastics pollution and regulatory measures have focussed only on the microbeads and single-use plastics. Fees on the use of plastic products may possibly reduce their usage, but effective management of plastic products at their end-of-life is lacking. Therefore, in this study, the microplastic–failure mode and effect analysis (MP–FMEA) methodology, which is a semi-qualitative approach capable of identifying the causes and proposing solutions for the issue of microplastics pollution, has been proposed. The innovative feature of MP–FMEA is that it has a pre-defined failure mode, that is, the release of microplastics to air, water and soil (depending on the process) or the occurrence of microplastics in the final product. Moreover, a theoretical recycling plant case study was used to demonstrate the advantages and disadvantages of this method. The results revealed that MP–FMEA is an easy and heuristic technique to understand the failure-effect-causes and solutions for reduction of microplastics and can be applied by researchers working in different domains apart from those relating to microplastics. Future studies can include the evaluation of the use of MP–FMEA methodology along with quantitative methods for effective reduction in the release of microplastics.

Increasingly noticeable environmental and risk problems have made more and more companies and regulatory agencies realize the importance of environmental, social, and governance (ESG) activities. However, on the question that whether ESG activities have promoted or reduced firm performance, there is still no consensus. Especially for China, a representative country in emerging markets whose corporate ESG activities are still in their infancy and related systems and regulatory measures not complete, its theoretical and practical circles more urgently need to know an accurate answer to this question. Therefore, this article takes China’s Shanghai and Shenzhen A-share listed companies that have ESG rating data from 2015 to 2019 as samples and finds that corporate ESG activities have a significantly negative impact on firm performance. Further research finds that compared with state-owned enterprises and environmentally sensitive enterprises, non-state-owned enterprises and non-environmentally sensitive enterprises provide stronger evidence to support the above conclusions.

Abstract Background The present study sought to analyze smoking prevalence and smoking-attributable mortality estimates produced by the 2017 Global Burden of Disease Study for Brazil, 26 states, and the Federal District. Methods Prevalence of current smokers from 1990 to 2017 by sex and age was estimated using spatiotemporal Gaussian process regression. Population-attributable fractions were calculated for different risk-outcome pairs to generate estimates of smoking-attributable mortality. A cohort analysis of smoking prevalence by birth-year cohort was performed to better understand temporal age patterns in smoking. Smoking-attributable mortality rates were described and analyzed by development at state levels, using the Socio-Demographic Index (SDI). Finally, a decomposition analysis was conducted to evaluate the contribution of different factors to the changes in the number of deaths attributable to smoking between 1990 and 2017. Results Between 1990 and 2017, prevalence of smoking in the population (≥ 20 years old) decreased from 35.3 to 11.3% in Brazil. This downward trend was seen for both sexes and in all states, with a marked reduction in exposure to this risk factor in younger cohorts. Smoking-attributable mortality rates decreased by 57.8% (95% UI − 61.2, − 54.1) between 1990 and 2017. Overall, larger reductions were observed in states with higher SDI (Pearson correlation 0.637; p < 0.01). In Brazil, smoking remains responsible for a considerable amount of deaths, especially due to cardiovascular diseases and neoplasms. Conclusions Brazil has adopted a set of regulatory measures and implemented anti-tobacco policies that, along with improvements in socioeconomic conditions, have contributed to the results presented in the present study. Other regulatory measures need to be implemented to boost a reduction in smoking in order to reach the goals established in the scope of the 2030 United Nations Agenda for Sustainable Development.
