The focus on the relationship between sustainable development, regionalism and clusterisation of economy formed a scientific interest of the present paper. Based on a questionnaire filled in by a sample of managers from 3 cluster-oriented regions of Russia, the perception of business strengths and weaknesses and the assessment of the external environment were investigated and paralleled with the main causes for the success of clusters or underutilization of the clusters integrated benefits. The efficiency of a region’s cluster-type development was linked to optimization of resources potential and national industrial complex enlargement, growth of market infrastructure, recruiting qualified personnel, attracting small and medium-size innovative businesses, and collaborative engagement of all entities participating in the strategic alliance within a cluster. The purpose of this research was to identify key factors of successful clustering of an economy based on experience of foreign clusters and leading clusters of the Russian economy, and to stimulate the influence of innovative clusters on regional social-economic development in Russia. The research methodology is based on the cluster concept of regional management and numerous case-studies that describe the cases of high-tech clusters nationally and internationally. Conclusions of the study give a plausible picture of the level of development, interrelated with the quality of business strategies in the measured regions, and ask for a comparative analysis of more Russian regions. The present study contributes to the government body of regional management to approach sustainable development of social-economic systems and increasing entrepreneurial activity in the regions of the Russian Federation. Members of the Civil Air Navigation Services Organisation have committed themselves to measure and improve safety culture within their organizations by 2013 ( CANSO, 2010 ). This paper attempts to offer support to air navigation service providers that have already implemented a standardized safety culture survey approach, in the process of transforming their safety culture based on existing survey results. First, an overview of the state of the art with respect to safety culture is presented. Then the application of the CANSO safety culture model from theory into practice is demonstrated based on four selected case studies. Finally, a summary of practical examples for driving safety culture change is provided, and critical success factors supporting the safety culture transformation process are discussed.

This study aims to identify the dominant factors of the successful implementation of benchmarking on the performance of contracting companies and test the significance of the application of benchmarking on the performance of contracting companies. The research sample was saturated samples of 65 qualified contractor companies. The method and type of research used were correlational methods of multiple regression analysis using SPPS. The results of the study concluded that 1.Benchmarking significantly influences the performance of contracting companies in the Blitar City DPUPR; 1. The ranking of success factors for the Blitar City contractor companies in the process of implementing benchmarking (1) planning, (2) data collection, (3) acception and action and (4) analysis; 2.Benchmarking has proven to significantly improve company performance as measured by increasing (1) Corporate Finance (2) Company productivity, (3) DPUPR Consumer Satisfaction, (4) Community Satisfaction, (5) Quality of the company's construction technical personnel, (6) Satisfaction employee work, (7) Project acquisition rate in one year, (8) Effective completion of construction work, (9) Construction product quality.
