Research in the smart city domain is characterised by distinct multidisciplinarity. The reason for this is the broadness of the domain, classified into six key categories: smart governance, smart people, smart living, smart mobility, smart economy, and smart environment, all focal points of research in separate scientific fields. Also, many researchers argue about the best approach and steps in the development of smart cities highlighting different technological, economic, or sociological aspects of research. This paper aims to explore and clarify the differences in smart city research from two different perspectives - information systems and management. Abstracts from almost 5.000 papers from the WoS database and more than 7.000 papers from the Scopus database were downloaded and analysed. Publications categorised into two perspectives were then analysed descriptively, including data about the number of papers, year of publication, and country of publishing. Furthermore, automated text mining procedure was performed for additional interpretation of attributes and occurrences from the two observed perspectives. The use of six smart city categories as keywords within each set was also analysed and visualised. The results indicate clear differences in both research approaches and research subjects between the two perspectives.

The primary objective of the work is to analyze the largest Polish cities in terms of the smart city indicators, which currently form one of the most important models of development. Special attention was paid to smart and sustainable solutions for public transport and infrastructure. An MCDM (Multiple Criteria Decision Making)/MCDA (Multiple Criteria Decision Analysis) method was used. First, the selected method (PROMETHEE) allowed to indicate the smartest and least smart cities with respect to six main dimensions: smart economy, smart people, smart governance, smart mobility, smart environment, and smart living. Secondly, the PROMETHEE method allowed compilation of a final ranking, taking into account publicly available indicators of the smart city concept. Finally, 43 smart city indicators that are available in public statistics were proposed. In addition to the primary goal of the study, i.e., diagnosis of Polish cities in terms of the global concept of smart city, a critical analysis of the availability of necessary statistical indicators was also carried out, indicating potential directions for database development.

A smart city is one that is highly developed, innovative, environment-friendly, and incorporates relevant aspects of the economy, technology, mobility, quality of life and other aspects that contribute to the well-being of its residents. To achieve the status of a smart city, several requirements, criteria or indicators need to be considered. Strategic decisions by planners of a smart city play an important role in determining how the city uses resources and opportunities through the harnessing of modern technology to build a framework of innovation that nurtures a healthy society in an economy that is dynamic and environment-conscious. Smart cities focus on various elements of humanity, learning, the environment, technological infrastructure, social development, and urban growth. The aim of this study is to examine these requisites of a smart city, and to use the Analytic Hierarchy Process (AHP) methodology in assigning weightage to each element that is considered essential to its development. Smart environment and smart mobility were found to be the top two important factors in the successful building of a smart city. The actual values that shape smart cities are based on a balance of factors such as smart environmental practices, smart governance, smart living, smart mobility, smart people, and smart economy. These principal key elements work together to exploit the technologies that help bring about the realization of a smart city.

The main aspects of building a smart city according to Frost and Sullivan in 2014 are smart governance, smart technology, smart infrastructure, smart healthcare, smart mobility, smart building, smart energy and smart citizens. The smart city's purpose is to form a comfortable, safe city and strengthen its competitiveness. Based on these indicators, Taipei City can become one of the cities with the best Smart City implementation globally. This article uses a qualitative approach with literature review techniques in data collection. This study's findings indicate that the Smart Education, Smart Transportation, Smart Social Housing and Smart Healthcare policies are essential policies in supporting the successful implementation of smart cities in Taipei City. The four main pillars in implementing smart city in Taipei City have integrated Artificial intelligence and big data in smart city governance in Taipei City.

Abstract. ICT is one of the technological enablers of a smart city which facilitates the developments in various sectors of the community such as in governance, transportation, education, safety, tourism, and communication. Development of smartphone applications have directly contributed to areas of smart living, smart people, smart governance, and smart mobility as it provides several features catering digital services in the city and flexible utilization of the city services. However, smart city development is not merely the creation of digital services for the citizens but instead involves a two-way communication between the government and citizen’s collaborative processes and digital participation. The purpose of this paper is to provide a framework for a mobile tool wherein people can easily access the most essential everyday city services and in the same manner provide the city authorities to gather relevant information from the application through review of literature and other relevant documents.

Cities are futures' crucial elements, playing an important role in economics, social and environmental. As closer to individuals, cities face some challenges in terms of problems caused through the rapid urbanization process. Hence, governments and public agencies at all levels should use smart techniques including technology for sustainable development, better quality of life for citizens, and finally, an efficient use of scarce public resources. In this sense, Turkey plans to apply a smart city concept in Turkish cities as worldwide and published 2020-2023 National Smart Cities Strategy and Action Plan document with four strategic goals, nine targets, and 40 actions. This chapter aims to reveal the institutional, fiscal, and social challenges on smart governance, which is the most important dimension of smart city, for Turkey. In this respect, there are some challenges on smart governance in Turkey in terms of legislation, institutional, transparency and accountability, participation, e-democracy, and citizens.

A pragmatic and polity-focused solution for governing a smart city in the direction of sustainability is still missing in theory and practice. A debate about whether a smart city is a pragmatic solution for modern challenges or just a technology-led urban utopia is entangled with the vexed issue of governance. While ‘smart governance’ has drawn unprecedented interest, the combination of its conceptual vagueness and broad applications couple with a lack of focus on its underlying international and local political paradigms have raised concerns about its utility. This study contributes to restoring attention to the original concept of governance, its differences with governing and government, and the potential challenges resulting from its functionality in its real, multi-layered, and complex contexts. This paper explores the intellectual connection between governance and smart cities, from both an empirical and a conceptual/analytical perspective. From the empirical side, we examine which actors, processes, and relational mechanisms at different levels that have had an impact on the initiation of smart cities in three Norwegian cities: Trondheim, Bergen, and Bodø. We illustrate how the structural sources of the interests, roles, and power in smart city initiatives have caused governance to emerge and change, but have also affected the goals designed by specific actors.

Twenty first century cities encounter many problems regarding transportation, governance, information technology, environment, resources. Smart cities are needed and already booming all over the world. The concept of Smart Cities needs to be defined. The Smart City model by Giffinger et al (2007) is useful in this respect. It discerns six topics: smart living, smart governance, smart economy, smart mobility, smart environment and smart people. This article focuses on the consequences of smart cities for universities. They can teach their students specific competences in e.g. Information Technology, Urbanisation, Smart Cities and Sustainability. They can do research in such areas. But: "The centrality of "žsmart citizens"Ÿ, rather than "žsmart cities"Ÿ, can be easily overlooked." (Slovava and Okwechime, 2016). Smart Cities can only function, if their citizen become smart. For universities that means teaching general competences to all students like problem solving, creativity, flexibility and critical thinking. Crucial is knowledge and skills regarding sustainability. For that matter, the university will need to be an example to be credible. Actually, universities need a paradigm shift: from control and continuous improvement to commitment, a preliminary stage to real breakthrough. The stage the university is in can be measured with the Emergency Model (c) (Van Kemenade, 2017). The instrument can also point out what still needs to be done to achieve the breakthrough that is needed for universities in times of Smart Cities.

The word “Smart Cities” is the new buzzword in every corner of the world. Many countries across the continents are trying to plant new smart cities or in the conversion process of existing cities. Bali (Indonesia) also seems to be in a conversion process of its Brown Field Cities. This research manuscript attempts to explore the Bali (Island) as a Smart Island regarding Smart Environment, Smart Economy, Smart Governance, Smart Mobility, Smart Living and Smart People dimensional perspective. This research manuscript has adopted a triangulation method for thematic narration since the study is qualitative and case study. The study explored that still Bali/Balinese cities is/are still baby stepping of smart cities plantations. There needs to be lot of work has to be done to become Smart Bali Island. The findings will help the Bali government to understand how far they could become full-fledged Smart Island by providing the Quality of Life to citizens and economic development of Bali

The smart city concept is used as tool by local and municipal governments to deliver benefits relating to people, government, economy, mobility, environment and living. By embedding technologies and the internet of things in the city's infrastructure, smart cities aim to generate insights that drive local improvements and accrue to a global level. The smart city is also viewed as a transformative lever for government. As cities move beyond smart city pilot showcasing projects, they face the challenge of embedding smart city initiatives in business-as-usual. Despite ambitious goals and high stakes, little is known about the work that leaders perform in undertaking this transformation. This study explored the leadership practice of smart city leaders in Denmark, Holland, USA, Australia and New Zealand. We focus on how leaders drive transformation from showcasing to becoming a sustainable smart city, and the challenges faced. As result we present a framework of six barriers to overcome and five enacted leadership roles to transform the city of today to a future sustainable smart city. We use institutional logics as a lens to discuss and explain the challenges faced by city leaders and their critical role as innovation agents and boundary spanners in smart city transformation.
