Dear readers,The year 2017 marks the 55th anniversary of the Journal of Information & Communications of the Ministry of Information and Communications, and the 18th anniversary of its scientific publication – the Research and Development on Information and Communication Technology (RD-ICT) journal. Again, the purpose of RD-ICT is to provide a forum for researchers and professionals to disseminate original and innovative ideas in the fields of information technology, communications and electronics in Vietnam and worldwide.Without kind support and invaluable contribution of readers and authors, and hard work of the anonymous reviewers and editors under the former editorship of Prof. Nguyễn Thúc Hải, Prof. Trần Văn Lộc and Prof. Nguyễn Cảnh Tuấn, RD-ICT would not be what it is today – a total of 37 issues in Vietnamese and 14 issues in English.To contribute to the development of research in Vietnam, toward standard practices, high quality and international visibility, RD-ICT has been taking measures by following current practices of prestigious international research journals. In this editorial, we would like to inform you some of the things we have been doing lately.Since June 2014, RD-ICT has applied online journal management and publishing, thanks to the well-known open-source Open Journal System of the Public Knowledge Project, which is used by thousands of online scientific journals worldwide. The editorial board of RD-ICT is currently being extended to include international prominent scientists, thus forming a team of international associate editors, under the complementary technical editorship of Prof. Đỗ Ngọc Minh (University of Illinois at Urbana-Champaign, United States), Prof. Nguyễn Hoàng Hà (University of Saskatchewan, Canada) and Prof. Nguyễn Linh Trung (Vietnam National University, Hanoi). Each submission is now assigned to an associate editor who then coordinates the review process and makes editorial decision.For improved paper quality in terms of organization and presentation, authors are guided to good practice of technical paper writing. Editing of advertising for publication in Pediatrics begins in the office of the Executive Director, to whom all such copy is regularly submitted. Some advertisements are stopped there as clearly unacceptable; others, considered questionable, are sent to appropriate members of the Editorial Board and to the Editor for additional opinion. These procedures have their effects. Thus, the Executive Director reported to the Editorial Board at its October 25, 1965, meeting that in the 12 months ending June 30, 1965, 25 advertisements were rejected (as compared to 20 during the previous 12 months).

This paper provides a bibliography of the 1994 journal literature for adsorptive and membrane-type separations. The references are taken from the 45 most important chemical engineering journals. This paper provides an update to the literature as provide in previous bibliographic papers (Ray 1990a, 1991, 1994, 1995). A bibliography of the chemical engineering journal literature from 1967–88 has been published by the author (Ray 1990b), and can provide access to a wider range of topics. A complete bibliographic listing of the chemical engineering journal literature from 1989 to 1995 (with subsequent six-monthly updates) is available on a CD-ROM database and full details can be obtained from the author. The papers included here have been divided into the following subject groups: theory; design data; adsorbents; PSA and cyclic systems, and applications; liquid-phase adsorption; ion exchange, chromatography, etc.; membranes; and membrane-type separations.


The paper presents a design and development of a multi-station automated hand-washing system (MSAHWS) that could be integrated into overall solution strategies for combating the threat of SARS-Cov-2 infections and minimizing the health and economic devastation the virus spread can inflict. The researchers seek to create a system that uses a single micro-controller and caters to several users, each of them being served independently of each other. The MSAHWS development follows a four-part methodology: formulation of the sanitary, operational, manufacturing and economic requirements; design, modeling, and simulation of the micro-controller-based control system; MSAHWS hardware prototype development; and system test and data collection. The MSAHWS design and development focuses on a double-station system that uses a single Arduino Uno, an ultrasonic sensor for each station, 4 FET’s, 4 liquid pumps, a water tank, a soap reservoir, a power supply and a frame to house the system. The non-contact system eliminates possible viral transmission from one person to another via the hand washing machine yet ensures the required cleanliness of the hands. The system is first simulated in PROTEUS to test its functionality and responses based on the demanded or required criteria. A prototype is then built to test and verify the system’s actual operation and responses and thence to make the necessary adjustment of parameters to realize an acceptable performance level. Tests show that all the requirements are met. Photos of the built and tested prototype, a diagram of the initial system design concept, a screen capture of the control system software model, a schematic diagram of the control system, a sketch with dimensions of the hand washing machine frame or housing, and the flowchart on which the Arduino script is developed. The operation and user-interaction of the actual system is also described. The control system program is written such that the resulting hand washing activity complies with the WHO standard on hand washing duration and makes entirely possible a complete and hygienic hand washing activity with soap and water. The system is envisioned for strategic deployment in public and private areas like public markets, banks, hospitals, schools, offices, residences, and many others.
