Achieving competitive advantage in a dynamic environment requires firms to exploit their current capabilities and explore new opportunities through innovation. Organizational learning theory refers to these two types of focused learning activities as exploitation and exploration, and jointly as ambidextrous learning. Suppliers can play an important role in the learning process. This research focuses on the role of strategic and operational information sharing between buyers and suppliers in promoting ambidextrous learning. Based on a survey of supply chain managers in U.S. manufacturing firms, the findings indicate that sharing operational information promotes exploitative performance, while sharing strategic information promotes exploratory performance. Both exploitative and exploratory performance improvements positively relate to the buyer’s financial performance, but these relationships are moderated by the buyer’s product innovation strategy. Exploratory performance is particularly important for firms pursuing a high innovation strategy to maximize financial performance.

During the early stages of ship design a set of requirements needs to be identified, accounting for financial and technical feasibility, and operational effectiveness. This process of requirements elucidation creates a need for information regarding various design alternatives and their effect on the feasibility and effectiveness of the design requirements. When one considers internal layout and process driven ships, ships where the arrangement of spaces has a strong influence on the effectiveness of the ship's operational processes, a gap in available methods has been identified. This paper proposes a method based on queueing networks that allows a naval architect to study the effects of different arrangements on the execution of various sets of operational processes. Using this model a better understanding of the interaction between the ship's arrangement and its operational processes can be obtained. This understanding can improve the requirements elucidation process and can lead to the development of better design requirements.

Abstract With its Judgment of 27 November 2019 in Case T-31/18 Luisa Izuzquiza and Arne Semsrott v European Border and Coast Guard Agency (Frontex), the Court of Justice of the European Union opened a new chapter in the elaboration of the two seemingly antagonistic interests enshrined in Regulation (EC) No 1049/2001 of 30 May 2001 regarding public access to European Parliament, Council and Commission documents: the public’s fundamental right to transparency versus the public’s interest as regards “public security”. Focusing on the evolution of “public security” in the EU since 1993, this case note analyses the CJEU’s balancing of these principles, its increased scrutiny of Frontex administrative decisions, and the extent to which Frontex had to justify its denial to grant access to documents through the lens of the management of sensitive operational information. This examination puts the judgment in the context of the ongoing situation in the central Mediterranean and, by providing detailed insights on the underlying operational considerations, shows that the fundamental and wide-reaching right to transparency has to be balanced with the need to protect crew and vessels and the implementation and enforcement of the Frontex mandate. While continuing established case law in its use of the public security exception (a so-called absolute exception that is not subject to an overriding public interest test), in this case the CJEU subsumed, for the first time, individual subjective rights and legal interests under public security. This article argues that this amounts to the individualisation of public security. As pointed out by Frontex in its written and oral defence, the CJEU thus opened the door to extending the scope of public security to also include other groups of people in the government’s continuous and exclusive de jure and de facto control. The conclusion from the Frontex Case is thus that protecting life at sea and ensuring effective border surveillance are two sides of the same medal as they have a common aim: combatting human smugglers, traffickers in human beings and other criminals and safeguarding life, safety and physical integrity of law-enforcement crew and migrants alike.

Abstract The presented paper proposes a method of adaptive control of the metal cutting process based on the analysis and interpretation of recorded sound for the identification of the cutting process. The presented research results clearly demonstrated the efficiency of using the sound generated during cutting by CNC lathe 16 K20T1 for the adaptive metalworking control. The sound makes it possible to control the accuracy of the workpiece part geometry and the surface quality in the online mode. The online mode also makes it possible to make an informed decision about a timely interruption of the cutting process or the continuation of the process in the altered modes for its successful completion. As the research results presented in the paper show, there is a close correlation between the sound generated by cutting and the roughness of the surface being machined or the degree of wear of the cutting tool. The correlation between the sound and roughness of the machined surface is 0.94, whereas between the sound and wear of the cutting tool is 0.93. The paper aims to use the generated sound as operational information needed for adaptive control of the metal processing process and timely monitoring and diagnostics of the condition of processed materials using the precision index, newly introduced as the machining quality index.

Abstract In this paper, an expert information system for assessing the technical condition of a power transformer is developed. The system will work on the basis of the fuzzy logic device, and provide operational information about the state of the power transformer. The paper uses fuzzy inference algorithms. The R programming language is used to write a program that uses fuzzy logic. We analyzed the data of chromatographic analysis of gases dissolved in oil, as well as the data of thermal imaging images, identifying the most heated points in power transformers. A database of fuzzy logic rules has been formed. Several examples of defuzzification of the results obtained by the center of gravity method are given. As a result of the program, a three-dimensional graph was obtained that characterizes the surface of the fuzzy output. The developed software package allows you to detect defects in working electrical equipment at an early stage of their development, which not only prevents a sudden shutdown of production as a result of an accident, but also significantly reduces the cost of repairing equipment and increases its service life

Differentiation and individualization of school physical education allows one to take into account the features of each child, its existing experience and level of achievements, interests and inclinations. To organize a differentiated approach during a teacher of physical culture, operational information on the physical state of students of a particular class is required. The purpose of the work is to analyze the physical condition of children 7-8 years for planning physical activity during exercises. Methods of research: analysis of scientific and methodological literature; Pedagogical observation and experiment; testing; Methods of mathematical statistics. Organization of research. The research was conducted on the basis of School No. 66 of the Dnipro. 125 children 7-8 years have participated in the study. The processing of test results was carried out using the KIFZOS Computer Program. Research results. The age of 7-8 years is the most calm period in the development of children, during which there is a smooth change in the structures and functions of the organism. However, despite the slowdown in growth rates, the length of the body in girls and the boys increases more intense than body weight. The body proportions are changing, the volume of the chest increases, that is, there is a "pulling" of the body. A clear difference between boys and girls in anthropometric indicators almost not observed. The general assessment of the level of health of children under the method of G. L. Apanasenko allowed to distribute examined schoolchildren to 3 groups by levels of somatic health. Most children belonged to the group "Patients". Among boys, low level of physical fitness is observed more in children for 8 years - 63.0% (7 years - 33.3%). High levels are not fixed. Among girls, low levels of physical fitness had 29.4% - 7 years, 14.3% - 8 years. High levels were observed in 7.1% of girls 8 years. Conclusions. Thus, an individual assessment of the physical state of school-age children allows you to determine the means and methods of development of motor qualities, taking into account sensitive periods and age-sexual characteristics of students. The obtained data indicate a low level of physical condition of children, which determines the use of a differentiated approach in planning physical activity. Prospects for further research. We plan to develop exercises for increasing the level of physical status of schoolchildren who can be used when working on-line.

Despite all the advantages, shopping centers belong to the facilities with a high risk of emergencies, such as fires. These objects are exposed to natural emergencies, and pose a threat due to possible acts of terrorism and human factors. The purpose of this study is to simulate a fire and develop measures aimed at eliminating it. Modern technological solutions play a crucial role in ensuring the safety of shopping centers. An emergency situation (ES) occurs unexpectedly and develops spontaneously. It is necessary to act quickly and accurately. To carry out rescue and other urgent operations during the elimination of consequences, operational information on the facility and the adjacent territory is required.

Investment processes, being an integral part of the market economy, have a significant impact on macroeconomic indicators, tax potential, financial stability, economic growth, competitiveness of the investment object, the region and the state as a whole. Therefore, such economic categories as "investment", "investment attractiveness", "investment climate" are of interest as an object of research for many theoretical scientists and practical economists. To a large extent, ensuring the economic security of the country is characterized by the creation of an effective system for organizing control over financial activities in the state, which limits the outflow of capital from the national economy. In this regard, a comprehensive solution to the legal, political and administrative task of protecting national interests is required. The priority in the national security system is the economic security of the state, characterized by the presence of a steadily developing economy. The key indicator of the "economic health" of the state is the presence of a favorable investment climate, which is characterized by the ratio of investment attractiveness and investment risks, which is manifested in the scale, structure and dynamics of investment processes. Current trends that indicate instability, unfavorable market conditions and lack of transparency in investment activities in the Russian context confirm the relevance and timeliness of this study. A great deal of operational information exists in the form of text. Therefore, extracting operational information from unstructured military text is of great significance for assisting command decision making and operations. Military relation extraction is one of the main tasks of military information extraction, which aims at identifying the relation between two named entities from unstructured military texts. However, the traditional methods of extracting military relations cannot easily resolve problems such as inadequate manual features and inaccurate Chinese word segmentation in military fields, failing to make full use of symmetrical entity relations in military texts. With our approach, based on the pre-trained language model, we present a Chinese military relation extraction method, which combines the bi-directional gate recurrent unit (BiGRU) and multi-head attention mechanism (MHATT). More specifically, the conceptual foundation of our method lies in constructing an embedding layer and combining word embedding with position embedding, based on the pre-trained language model; the output vectors of BiGRU neural networks are symmetrically spliced to learn the semantic features of context, and they fuse the multi-head attention mechanism to improve the ability of expressing semantic information. On the military text corpus that we have built, we conduct extensive experiments. We demonstrate the superiority of our method over the traditional non-attention model, attention model, and improved attention model, and the comprehensive evaluation value F1-score of the model is improved by about 4%.
