The article is devoted to the investigation of the current state of legal regulation of provision of agricultural workers with personal protective equipment, analysis of legislative novelties and highlighting the main disadvantages in this area with the formulation of proposals for their elimination. It is defined that the legal framework for provision of workers of agricultural enterprises with personal protective equipment (hereinafter - PPE) is currently being updated, primarily due to Ukraine’s international and European integration obligations to adapt domestic legislation in this area to international requirements. It is proved that the main positive innovations are: the introduction of a combination of the mandatory minimum provision of workers by PPE with the possibility for the employer to decide on the provision of workers by PPE overtime; giving priority to means of collective protection over PPE; specification of the rights of workers to participate in resolving issues related to the their provision of PPE; regulation of the procedure for selecting PPE by the worker in excess of the established minimum norms. A number of measures are proposed to promote the practical implementation of the provisions of the Minimum Safety and Health Requirements for the use of personal protective equipment in the workplace: development of recommendations for employers to assess occupational risks in the workplace; provision of advisory services in the field of risk assessment at workplaces and on the selection of PPE above the established norms (such services may be provided by the State Labor Service of Ukraine); provision of workplace risk assessment services by the State Labor Service or other entities (this is especially relevant for small agricultural enterprises). A proposal was made to introduce incentives for employers to provide employees (including agricultural enterprises) with PPE by establishing the dependence of the amount of contributions for compulsory state insurance against accidents at work and occupational diseases on the level of occupational injuries / diseases at the enterprise. Every production process in a company is inseparable from all the dangers of disease and occupational accidents for workers. So in a company it is necessary to implement occupational safety and health in order to reduce and prevent occupational diseases and accidents. In carrying out occupational safety and health at PT Pantja Simpati, PT Pantja Simpati has several problems that can cause illness and work accidents such as unavailability of personal protective equipment, non-functioning air vents, employees smoking in the production room, employees drinking in the production section. part. areas, fire fighting equipment lacks lighting, damaged ceilings or roofs, untidy cables, and slippery production floors. Ways to avoid work accidents such as providing PPE and APAR, repairing damaged equipment, and taking firm action against workers. <p>The article evaluates the issue of work at heights in industry and reports statistics on fatal accidents at work, the source of which is a fall from above. It also deals with the assessment of the state of personal protective equipment already in use - for example, safety and working ropes and other accessories contaminated with facade paints, lyes, acids or mineral oils and their misuse and dangerous use. The state of the assessed personal protective equipment used was assessed in a test facility on test machines, where the safety of these devices was verified under certain conditions. The article also mentions the issue of inadequate training and training of high-level workers and the lack of training centers that carry out such training.</p>

The article is devoted to the analysis of the current state of the legislation of Ukraine in the field of hydraulic reclamation of lands, as well as to highlight the prospects for the development of legal support of the outlined sphere of public relations. It is established that hydraulic reclamation of lands contributes to increasing soil fertility, increasing productivity and sustainability of agriculture, creating a guaranteed food fund of the state. However, in recent years, the effectiveness of hydraulic land reclamation is declining, due to a number of reasons of objective and subjective nature: insufficient logistics and shortcomings in the operation of hydraulic structures, deterioration of ecological and reclamation of agricultural land, lack of interest and responsibility land users. These factors include incomplete use of scientific developments, insufficient information support, imperfect and outdated legal framework. Given the great importance of hydraulic land reclamation for the development of agriculture in the country, these relations require proper legal regulation. It is concluded that the problems of combating desertification, resource and food security of the state in years with adverse weather conditions, water supply of agriculture cannot be solved only by organizing land reclamation, because this problem is complex. In order to achieve the goals of the Irrigation and Drainage Strategy in Ukraine for the period up to 2030, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of irrigation and drainage restoration in Ukraine within the framework of the identified priority areas. Abstract Background Farmers in the U.S. and in Europe are at a high risk for injury and illness. Farmers have an increased risk of respiratory disease, noise-induced hearing loss, skin disorders, and eye injuries. Many of these health risks can be prevented or reduced through proper use of personal protective equipment (PPE). However, studies show low compliance of PPE use among farmers. The purpose of this study was to identify barriers to wearing PPE, and current health and safety training as potential targets for future intervention, in farmers in Nebraska, Lithuania, Latvia, and Slovenia. The European Cooperation in Science and Technology and the Central States Center for Agricultural Safety and Health collaborated on this study. Methods We administered a 7-item questionnaire to 57 farmers in Nebraska (n = 10), Lithuania (n = 22), Latvia (n = 10) and Slovenia (n = 15). The farmers primarily grew crops (corn, soy) and some raised livestock. Results We found that gloves, respirators, and safety glasses were the PPE most commonly worn; use of face shields were only reported in Nebraska and Lithuania. Only 45% reported wearing PPE always when they needed them. In Nebraska and Latvia, most farmers reported not wearing PPE because they are not readily available although they have them on the farm; in Lithuania and Slovenia, farmers cited time to don PPE and discomfort as primary reasons. The percentage of farmers who reported receiving training on the selection, use, and maintenance of PPE varied widely-13% in Nebraska, 14% in Lithuania, 40% in Latvia, and 67% in Slovenia. Farmers purchased PPE over the internet, supermarkets, and agricultural cooperatives. Conclusions This study provided an opportunity to understand current perceptions of PPE use and challenges, among a cross section of farmers in the U.S. and Europe. We recommend enhancing training through creative modules to address the needs of farmers. Key messages By identifying why farmers do not always wear PPE, we can design effective interventions to overcome this barrier; by knowing where they purchase them, we can provide education at these venues. This study is a joint collaboration between U.S. and European researchers. This global cooperation has highlighted some similarities but also differences within European countries.

K3 program aimed to provide security for employees in carrying out their work and reduce company costs. If work accidents and illness arise due to work relations, occupational safety and health (K3) must be a top priority in all companies in order to achieve satisfaction. The purpose of this study was to find out the description of the level of workforce satisfaction with the K3 program in the AMP (Asphal Mixing Plant) section of PT. Kerinci Development in 2017. The design of this study was descriptive. The population is all labor in PT. Prima Pembangunan Kerinci AMP section with 30 samples. The method of sampling with total sampling technique, the study was conducted in March - August 2017 and the research instrument using a questionnaire. Based on the results of the study as many as 13 workers (43.3%) were not satisfied with work safety and as many as 17 workers (56.7%) were not satisfied with the work health of the K3 program in the AMP (Asphal Mixing Plant) PT. Prima Pembangunan Kerinci in 2017. It is hoped that the company leaders will conduct routine health checks every month and also leaders pay more attention to employee safety by providing training on awareness of using personal protective equipment and introducing personal protective equipment and ways of using it, so that employees can use at any time in the event of a work accident.
