In achieved the development in rural area, there needs to be empowerment of the rural community. The success of rural community empowerment is determined by the existence of a capable change agents to help communities improve their own strength. Desa Kaliabu, Central Java became one of the villages that succeeded in community empowerment by the utilization of Information and Communication Technology (ICT) due to the existence of change agents. Methodically using qualitative research method, this study describes the role of change agents at Desa Kaliabu in community empowerment by the utilization of ICT. This study reveals that change agents in Desa Kaliabu have educational, technical, representational, and facilitative roles and skills. Educational roles are owned consisting of Consciousness-raising, informing, and training. The technical roles consist of the ability to use computers and financial control. Meanwhile the representational roles consist of advocacy, networking, and sharing knowledge and experience. While facilitative roles seen from the existence of personal communication, utilization of skill and resources, social animation, and mediation.

The advancements in technology were breath taking during the last decades while all our surroundings cover with an application of technology. Simultaneously information and communication technology (ICT) has been covered all stages of businesses, Social life and education. It was inevitable to taking place in our learning teaching environments. The Interactive board (IB)also is one of the most important elements of above-mentioned advanced technology. This study aims to expose the attitudes and perceptions of10th grade students and belief of teachers in the “SEMA FOUNDATION” educational institutions schools operating in Albania, regarding the role of active board usage on learning during the lessons hours. In order to accomplish this goal, a survey was administered.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.

In the last few decades, Information Technology has transformed the entire world into a village, known as Global Village, as proposed by Marshal McLuhan. ICT has increased its influence in every field like the education sector, defense sector, technology etc. In the 21st century, information and communication technology (ICT) has become an important and integral part of most educational organizations throughout the world.. The use of ICT in classroom teaching and learning processes has become indispensable as it gives teachers and learners the opportunity to operate, store, control and retrieve data in addition to promoting self-regulated and active learning. (Ali, Haolader & Muhammad, 2013) Today we are dependent on technology and the role of ICT is increasing day by day and is believed to be a new normal. In order to promote utilizing the available resource made in any library information has to be taken to the door step of a clientele a such information and communication technology will serve as a catalyst in doing that. This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.
