The goal of Higher Education Commission is to develop and implement quality across all university activities and making it compatible with international practices. The faculty is required to have ability in designing, maintaining and updating curricula, when measuring the quality of an institute or of teaching; designing syllabus is the basic required skill. This study aims to analyze perception, syllabus designing skills and practices of faculty members in universities. This research is quantitative, structured questionnaire and document analyses were used for data collection. Results showed faculty have no related training; rules for designing syllabus are not followed. It is recommended that training sessions should be organized to developing syllabus designing skills of university faculty. Standard guidelines should be developed by quality assurance bodies.

Quality of higher education institutes determines the future of any nation. Higher education commission (HEC) has strived hard to elevate the standards of higher education in Pakistan but desired results have not been redeemed. This article endeavors to highlight barriers in the implementation of quality assurance mechanism devised by HEC and higher education institutes (HEIs) to improve quality of both teaching and research. Data were collected from 204 Government sector and 205 faculty members of private sector universities in the Punjab Province and the Capital Islamabad. T-test for independent sample was applied to find the dissimilarities in the views of government sector and faculty members of private universities about hurdles in the quality assurance procedure adopted by their respective universities. It was revealed that inconsistent policies, ambiguous targets and lack of training regarding quality assurance practices were main hurdles.

System devised by the Higher Education Commission (HEC) for Higher Education Institutions (HEI) aims to promote innovation and develop human capital. The efficiency of the system is ascertained if it could help in recruitment and retention of faculty members. Therefore, the study of faculty members' perspective on HEC’s Faculty Appointment Criteria (FAC) is needed to determine whether it motivates and facilitates them. This study reports the faculty’s perspectives on FAC. This qualitative interpretive phenomenological study gathers data using a semi-structured questionnaire for interviewing. The analysis reveals that the criteria do not cover the overall performance of faculty members and is only based upon minimum qualification, duration of service and number of publications. There is a dire need of reviewing the current appointment criteria and for that the involvement of all stakeholders is suggested to devise a profound scheme for better human resource development at HEIs of Pakistan.

Roles of administrators are often overlooked when discussing the quality of online education. Administrators have long asserted the pivotal influence on school policies, faculty members’ morale, and learning atmosphere. This chapter examines the challenges administrators face in ensuring the quality and viability of online programs. In the chapter, we suggest that the responsibilities of an effective higher education administrator encompass roles as strategic planner and manager, effective motivator, aggressive promoter, and strong supporter of others. We also put forth recommendations for administrators that might help them improve the quality and success of online programs.

Higher education commission of Pakistan is trying hard and strongly emphasizing to streamline the universities to adopt quality assurance and enhancement mechanism to improve the quality of Tertiary education and research. For this specific purpose, Higher Education Commission (HEC) has established Quality Enhancement cells (QEC) in public sector universities of Pakistan. The main purpose of these cells and centers are to enforce sound standards in higher education quality criteria in Pakistan. This paper would provide an insight about how to recognize the progress of Quality Enhancement Cells as per expectations and what measures are being taken to face the challenges for assuring and enhancing the quality of education in different institutions. This qualitative research study addresses and highlights the current status of quality enhancement in Tertiary Education of Pakistan with special reference to progress, issues and expectations in new era, together with this research paper also investigate the perspectives of Head of department and students regarding quality enhancement cells and quality of services, their working in universities for the sake of quality education. This paper mainly aimed to look into, Students teacher perspectives about quality enhancement in universities, Major success and issues for working and implementation of quality enhancement criteria in universities and Major expectations regarding quality enhancement in universities of Pakistan. The paper is based on the review of literature and interviews from 20 Head of Departments and 40 students from four public sector Federal universities to investigate the perceptions and expectations, progress and issues about quality enhancement mechanism and services in universities of Pakistan. The paper recommends that Quality Enhancement Framework should have following five foundations. Ownership of Quality and benchmarks, Enhancing the quality of student learning outcomes ,Involvement of all associated people ,awareness of International points of view, Independence, and association .

The article outlines the conceptual framework for adapting Ukrainian higher education to the Standards and Recommendations for Quality Assurance in the European higher education area. The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

Quality, as we know so far, was originally developed in the manufacturing industry. In the area of higher education, the adoption of quality control has been superficial and diluted by the exercise of academic . Further, the prevailing culture of universities is often based on individual autonomy, which is zealously guarded. Thus, it is usually difficult to apply the features of quality to higher education considering the fact that quality requires. However, the quality of higher education is very important for its stakeholders. Notably, providers (funding bodies and the community at large), students, staff and employers of graduates are. The most commonly grouped dimensions of quality are product, software and service. In the changing context marked by expansion of higher education and globalization of economic activities, education has become a national concern with an international dimension. To cope with this changing context, countries have been pressurized to ensure and assure quality of higher education at a nationally comparable and internationally acceptable standard. Consequently, many countries initiated “national quality assurance mechanisms” and many more are in the process of evolving a suitable strategy. Most of the quality assurance bodies were established in the nineties and after a few years of practical experience, they are rethinking many issues of quality assurance. At this juncture where countries look for experiences and practices elsewhere, the experience of India has many valuable lessons and this report is an attempt to share those developments..

Purpose After the “quantity era,” today higher education has entered into the “quality era” and as “the gate keepers of quality,” quality assurance agencies (QAAs) are playing more and more irreplaceable important roles and their social status are becoming more and more prominent. However, how to guarantee the quality of the QAAs? Who can review the QAAs? The purpose of this paper is based exploration of these questions. Design/methodology/approach Following the founding of the European Quality Assurance Register (EQAR) for Higher Education, the Asia Pacific Quality Register (APQR) became the second in the international quality assurance (QA) networks to implement QA register, in 2015 with initiative of Asia-Pacific Quality Network. Findings This paper first retrospects the history and process of APQR, and subsequently the implementation of APQR is described in detail from the two aspects of the criteria and the procedure, and at the end, the paper concludes with a summary of the three characteristics of this first formal implement of APQR: APQR is an international register open to all the QAAs; APQR emphasizes characteristics evaluation of diversity; and APQR highlights the combination of quantitative assessment and qualitative assessment. Originality/value Today on the international stage of QA, APQR has emerged as “the watchman of quality” in the Asia-Pacific region as counterpart of EQAR in Europe. How far away does such newly emerging form of guaranteeing the QAAs’ quality go forward, what is its future prospects and other concerning issues, are some of the question that need enthusiastic attention and contribution.

Employee engagement is an important factor to be considered while developing any kind of business strategies and it plays an important role in improving overall performance of an organisation. As the importance of employee engagement in service sector has increased to a great extent now, it becomes necessary to know how it works for the benefit of organisation and how it contributes for the success of the organisation. The main objective of the study is to know the commitment and engagement of teachers at higher education level. It is very much important to know the level of commitment and engagement of teachers or faculty members that leads to development of the students and also the institution. The study is empirical in nature and the data is collected from primary sources. The findings suggest that there is a higher-level engagement and commitment among the faculty members for the organisations they work for. Higher level of engagement leads to the development of the institution.
