The article presents an analysis of publication activity in the field of data governance based on the Russian Science Citation Index and Scopus database. This area is relevant in application for leaders of digital transformation, for whom it is important to form a data infrastructure, support their error-free, unambiguous, and introduce definitions of terms. The paper presents a retrospective analysis of the intensity of publication and presents the authors and titles of articles with the highest citations. The article presents an analysis of publication activity in the field of unmanned aircraft systems based on the Russian Science Citation Index. This area is one of the growth points of FutureSkills competencies, therefore, the study of scientometric parameters is extremely relevant. The main publication centers, universities and institutes and scientific articles that have the highest citations and citations were obtained as the research objectives. The paper presents a retrospective analysis of the intensity of publication and presents the authors and titles of articles with the highest citations. Additionally, the main areas of application of quadcopters are considered. Key words: aeronet, unmanned aerial systems, quadrocopters, analysis of publications, research centers.

В работе предпринята попытка наукометрического анализа развития области управления знаниями на материалах Российского индекса научного цитирования (РИНЦ). Динамика числа публикаций по управлению знаниями, содержащихся в РИНЦ, рассматривалась в сопоставлении с динамикой аналогичных публикаций в базах данных Web of Science, Scopus и ScienceDirect. Показано, что наблюдаемая положительная динамика мировой публикационной активности по проблемам управления знаниями и онтологическому проектированию коррелирует с динамикой развития мирового рынка управления знаниями. Статистика публикаций РИНЦ свидетельствует о том, что наиболее обсуждаемыми в научной печати являются решения с использованием онтологических моделей. Тенденция к снижению частоты встречаемости терминов управление знаниями и онтология в заглавиях публикаций и ключевых словах предположительно объясняется тем, что публикации по управлению знаниями и онтологиям становятся все более сфокусированными на решении технологических проблем, что влияет на терминологический состав заглавий и ключевых слов. На основе анализа данных РИНЦ построены топ-списки наиболее продуктивных организаций и авторов публикаций по управлению знаниями и онтологиям The aim of the paper is to analyze the publication activity of the Russian writing authors and research organizations published in the field of knowledge management. The study was analysed bibliometric methods, statistical analysis, and analytical tools provided by the Russian Science Citation Index (RSCI), SCOPUS, Web of Science, and Science Direct. Overall, the study accounts for 363695 SCOPUS documents, 111015 Web of Science documents, 41546 Science Direct documents, and 27072 RSCI documents. The dynamics of the number of publications in the RSCI was compared with the dynamics for Scopus, Web of Science, and Science Direct publications. It was found out that the positive dynamics of the world publication activity on knowledge management problems correlates with the dynamics of the world knowledge management market. It has been shown that the RSCI publications that use solutions based on the ontological models were among the most discussed. The greatest publication activity in the field of knowledge management and ontological design is demonstrated by Universities and research institutes located in Moscow and St. Petersburg, but also in Ulyanovsk, Samara, Yekaterinburg, Novosibirsk and Tomsk. The most cited authors are working in the A.P. Ershov Institute of Informatics Systems (Novosibirsk), the Samara National Research University, and the Ulyanovsk State Technical University. An analysis of the RSCI citation indexes have showed that the fundamental works of Russian scientists devoted to the scientific and methodological foundations of knowledge management and published in the period from 1992 to 2008 are still in demand today.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.

The article presents the events that took place last year in the world of Russian scientific publications. There is a slow slide towards paid access of some academic journals turned in open access in 2018. The European Union has announced plan "S" for the mass transition of scientific journals to open access. New models of the scientific publication are introducing. Reporting on publications requested by the Ministry of education and science in 2019 does not take into account the size of the readership of the article. Neither the Ministry of education and science, nor the Higher Attestation Commission (HAC) does not encourage publication in the public domain. In Russian Science Citation Index began the fight against widespread fraudulent trade in references to the article, but the HAC is not interested in this activity. A proliferation of contradictory the term "self-plagiarism" has spread. This label is widely stigmatized authors and journals for repeated publications.

Following the scientometric indicators of scientific activity (publication activity, citation index and Hirsch index) in the information security in the current decade the areas of research and also Russian scientistsleaders, whose results of scientific activities are in high demand have been identified. Those areas include the application of methodological analysis in security research, methods for assessing inconsistencies in the data protection tools, the ways to improve the LTE network stability against destructive cyber-attacks, early warning systems for computer attacks, the use of big data technologies in the information security field etc. The author notes some specifics in the dynamics of the Russian scientists’ publication activity in 2012 – 2019 as well as citation and relevance of their scientific activities results. The analysis was carried out using the RSCI database (Russian science citation index). Further development of the information flow research analysis in the field of information security using the RSCI database will allow identifying Russian organizations and leading scientists in the main modern information protection areas: Intrusion Detection Systems (IDS systems); identification and authentication of access subjects, including using modern biometric methods and security tools; confidential Data Leakage Prevention systems (DLP systems; cryptographic information protection (including in the field of quantum cryptography); information security management systems.

Based on information from open sources, a table was compiled reflecting the indicators of 128 full members of the Russian Academy of Education (RAE) in the Russian Science Citation Index (RSCI). The main results are given in a condensed form and compared with the results of a similar study performed several years earlier. The conclusions and features of the RSCI as an analytical tool are discussed.

Objective assessment of the results of scientific work, including the possibility of using the bibliometric (statistical, mathematical) assessment of publication activity, citation and, ultimately, the prestige of scholars, has been the subject of wide speculation in recent decades. The article presents the materials of a bibliometric analysis of publication activity and citation of well-known modern linguists, based on data from the Russian Science Citation Index. The article deals with bibliometric analysis of publication activity and citation rate of 25 contemporary Russian linguists according to the Russian Science Citation Index. The paper touches upon the ranking of Russian linguists by the number of publications and citations. This research examines the factors affecting citation rates: high prestige of relevant journals and publishers, involvement in leading research areas, carrying out scientific inquiries in top universities and academic research institutes.
