The article presents the events that took place last year in the world of Russian scientific publications. There is a slow slide towards paid access of some academic journals turned in open access in 2018. The European Union has announced plan "S" for the mass transition of scientific journals to open access. New models of the scientific publication are introducing. Reporting on publications requested by the Ministry of education and science in 2019 does not take into account the size of the readership of the article. Neither the Ministry of education and science, nor the Higher Attestation Commission (HAC) does not encourage publication in the public domain. In Russian Science Citation Index began the fight against widespread fraudulent trade in references to the article, but the HAC is not interested in this activity. A proliferation of contradictory the term "self-plagiarism" has spread. This label is widely stigmatized authors and journals for repeated publications.

The article analyzes the state and level of theoretical elaboration of the issues of pedagogy of the postmodern era in the Russian scientific literature. Based on the analysis of the content of publications posted in the Russian leading bibliographic resource - bibliographic database of scientific publications “The Russian Science Citation Index» – the ratio of publications devoted to the problems of postmodernism in non-pedagogical and pedagogical discourse is revealed. There are established the main clusters, which include publications on general problems of postmodern pedagogy, problems of meta-postmodern pedagogy and anti-pedagogy. The interpretive approach allows us to prove that in Russian pedagogy, critical and analytical consideration of foreign pedagogical arrays dominates. At the same time, there are first attempts to determine the author's position on the creation of Russian postmodern pedagogy, which at present is not completely methodologically entrusted. The arguments used by the authors to substantiate postmodern pedagogy are very exotic and fully correspond to the principle “Anything goes”, which is a methodologically regulating postmodern pedagogy.

The article presents an analysis of publication activity in the field of data governance based on the Russian Science Citation Index and Scopus database. This area is relevant in application for leaders of digital transformation, for whom it is important to form a data infrastructure, support their error-free, unambiguous, and introduce definitions of terms. The paper presents a retrospective analysis of the intensity of publication and presents the authors and titles of articles with the highest citations. The article presents the analysis of the development of the ideas of L.S. Vygotsky’s school using the example of the publications in the international scientific journal “Cultural-Historical Psychology” (for the period 2005 through 2016). Over the period from 2005 to the end of 2016, 595 articles of 524 authors from 32 countries have been published in the journal “Cultural-Historical Psychology.” The study of the subjects of the articles published in the journal was held within the framework of the following criteria: scientometric publication indicators; group of authors; themes of the publications; relevance of the articles for their readers. The research uses the following sources: Russian Science Citation Index (RSCI); repository data of the psychological editions of PsyJournals.ru; report data on the activities of the journal “Cultural-Historical Psychology.” The citation frequency of the journal’s publications peaks in 2007, 2009 and 2006. Empirical findings comprise major part of the publications. The most developed areas are the studies of speech and thinking, personality, and communication.

Relevance and purpose. Entrepreneurship in the Russian Federation, focusing in its activities on the implementation of the principles of the Islamic economy, has great potential for implementation in everyday practice and further development. However, insufficient theoretical elaboration of the problem, the lack of terminological unity in the interpretation of definitions, the imperfection of legal regulation and the almost complete absence of the practice of creating and successfully functioning entrepreneurial structures do not allow us to talk about such entrepreneurship as a fait accompli. The purpose of the study is a literary review of bibliographic sources on the Islamic economy, aimed at introducing the terminological certainty of definitions and determining the possibility of using entrepreneurship in the Russian Federation that focuses on the implementation of the principles of the Islamic economy. Methods and materials of the study - cabinet analysis of studies on the Islamic economy presented in the bibliographic database of scientific publications of Russian scientists “Russian Science Citation Index”. Results of the study: the content of the concept of “Islamic economy” is disclosed, the restrictions on the use of the concept of “Islamic business” in the Russian Federation are identified, the concept of “entrepreneurship in the Russian Federation focusing on the implementation of the principles of the Islamic economy” is clarified, the features are identified, the possibilities for its development in of Russia.

Altmetrical indicators are characterized in brief; their advantages, disadvantages and applicability in assessing periodicals are examined. The authors attempt to define the significance of library journals based on the alternative metrics of views and loadings. Essential data are obtained from Russian Science Citation Index database. The selection of publications under examination is substantiated. The low-cited publications and those RSCI provide insufficient data on, were not considered. The comparison is made; the mostly cited, viewed and loaded journals are identified for the years 2013-2017. The key study tasks are to identify citation, view and loading level for each journal; to reveal correlation between loadings and citations and to evaluate its closeness. The main advantages of altmetrical indicators are: responsiveness, open access, wide coverage of sources. The reasons are discussed why the high-cited publications correspond to the limited number of loadings. This correspondence enables to suggest that the higher the number of loadings, the more significant it is. The authors suggest using number of loadings to reveal the most authoritative publications when developing library collections. They also suggest that the role of altmetrics will be increasing.

The article represents two methods of estimating publication citations based on information-analytical systems «Map of Russian science» (IAS MRS) using analytical tools of this system to evaluate research significance of scientists. These techniques are advisory in nature and exemplified by two researchers, who publish the most actively in journal «Scientific and Technical Libraries». They can only be used for the analysis of citation of verified scientists in IAS MRS. The paper gives a comparison with the IAS Russian Science Citation Index. The advantage of the first technique is obtaining data to study the researcher profile in detail. The bibliometric analysis of an individual approach, in contrast to the comparative approach of the second technique is not directed to get the characteristics of «more, less, equal», but to study bibliographic information about publications obtaining not quantitative but qualitative data.The comparative-analytical method has a statistical character showing a quantitative picture, which is the information basis for further bibliometric analysis and getting new qualitative results.

The article presents an analysis of publication activity in the field of unmanned aircraft systems based on the Russian Science Citation Index. This area is one of the growth points of FutureSkills competencies, therefore, the study of scientometric parameters is extremely relevant. The main publication centers, universities and institutes and scientific articles that have the highest citations and citations were obtained as the research objectives. The paper presents a retrospective analysis of the intensity of publication and presents the authors and titles of articles with the highest citations. Additionally, the main areas of application of quadcopters are considered. Key words: aeronet, unmanned aerial systems, quadrocopters, analysis of publications, research centers.

В работе предпринята попытка наукометрического анализа развития области управления знаниями на материалах Российского индекса научного цитирования (РИНЦ). Динамика числа публикаций по управлению знаниями, содержащихся в РИНЦ, рассматривалась в сопоставлении с динамикой аналогичных публикаций в базах данных Web of Science, Scopus и ScienceDirect. Показано, что наблюдаемая положительная динамика мировой публикационной активности по проблемам управления знаниями и онтологическому проектированию коррелирует с динамикой развития мирового рынка управления знаниями. Статистика публикаций РИНЦ свидетельствует о том, что наиболее обсуждаемыми в научной печати являются решения с использованием онтологических моделей. Тенденция к снижению частоты встречаемости терминов управление знаниями и онтология в заглавиях публикаций и ключевых словах предположительно объясняется тем, что публикации по управлению знаниями и онтологиям становятся все более сфокусированными на решении технологических проблем, что влияет на терминологический состав заглавий и ключевых слов. На основе анализа данных РИНЦ построены топ-списки наиболее продуктивных организаций и авторов публикаций по управлению знаниями и онтологиям The aim of the paper is to analyze the publication activity of the Russian writing authors and research organizations published in the field of knowledge management. The study was analysed bibliometric methods, statistical analysis, and analytical tools provided by the Russian Science Citation Index (RSCI), SCOPUS, Web of Science, and Science Direct. Overall, the study accounts for 363695 SCOPUS documents, 111015 Web of Science documents, 41546 Science Direct documents, and 27072 RSCI documents. The dynamics of the number of publications in the RSCI was compared with the dynamics for Scopus, Web of Science, and Science Direct publications. It was found out that the positive dynamics of the world publication activity on knowledge management problems correlates with the dynamics of the world knowledge management market. It has been shown that the RSCI publications that use solutions based on the ontological models were among the most discussed. The greatest publication activity in the field of knowledge management and ontological design is demonstrated by Universities and research institutes located in Moscow and St. Petersburg, but also in Ulyanovsk, Samara, Yekaterinburg, Novosibirsk and Tomsk. The most cited authors are working in the A.P. Ershov Institute of Informatics Systems (Novosibirsk), the Samara National Research University, and the Ulyanovsk State Technical University. An analysis of the RSCI citation indexes have showed that the fundamental works of Russian scientists devoted to the scientific and methodological foundations of knowledge management and published in the period from 1992 to 2008 are still in demand today.
