The transport market of operator companies of various forms of ownership in Ukraine is constantly evolving, but the tasks associated with the selection and implementation of the priorities of the development of the transport market, the provision of railway services by the carriers - owners of rolling stock, are not fully resolved. There is no regulatory framework that determines the procedure for choosing the priorities of transport market development, their status is not defined, the relation of the selected priorities with the budget of Ukraine is not defined. Therefore, the task of improving the mechanism for selecting scientific and technological priorities for the development of these processes is relevant.

Abstract The article proposes a method for determining the rational motion intensity of specific train traffic flows on railway transport corridors with account for balance of expenses on traction resources and cargo owners. A mathematical model based on stochastic optimization is developed, which allows to optimize, in the conditions of risks, the interval between trailing trains on the railway lines taking into account the limited resources of the traction rolling stock, the capacity of the stations and freight fronts at the cargo destination point. Solving this mathematical model allows to find a balance between the expenses for movement of train traffic flows from different railway lines to their terminal reference station and the expenses of a consignee, subject to the limitations of the technological logistics chain in cargo transportation. For the solution of this mathematical model, a Real-coded Genetic Algorithm (RGA) was used.

The process of electrification of the Polish railways took place from 1936 till early 1990s. Despite the political constraints of the post-war times, the decisions on electrification of particular sections of the railway network were usually based on economic factors. In 1970s and 1980s so called electrification thresholds were used to justify the need for electrification of railway line in question. They took into the number of tracks (single-track lines, double-track lines), terrain conditions (flat terrain, upland terrain) and the traffic structure (the share of passenger traffic) into account. In the framework of National Railway Program till 2023 (KPK) the realization of electrification projects have been undertaken again. The present paper deals with importance of the operational criteria in the decision-making concerning justification of electrification of railway lines. These criteria include the shortening of the journey times on particular sections, shortening of stops on the stations with the change of the type of traction, the savings of train operating companies resulting from the traction unification (change of demand for rolling stock and for workshops for its servicing), improvement of reliability and punctuality of services.

Potential fire on board of the passenger train creates risk for passengers health and passengers life. Using non-flammable materials for producing Electric Multiple Units (EMUs) is not considered to be sufficient as passengers are carrying different types of materials as their luggage and belongings. In case of fire on board of the train, the EMU should stop in a place which is appropriate for passengers evacuation and fire fighting. Not all places along railway lines are considered to be appropriate for such purpose. Especially stopping in tunnels is considered inappropriate. Meanwhile the amount of tunnels on the Polish railway network is growing significantly. This requires application of the Technical Specification for Interoperability regarding Safety in Railway Tunnels (TSI SRT) and set of fire standards EN 45545. Using those requirements is associated with putting tunnels and rolling stock into service under railway interoperability directive 2008/57/WE. Additional analyse is however necessary from operational safety point of view due to growing amount of tunnels and growing diversity of rolling stock. Paper proposes conducting risk analyse in accordance with common safety method for risk evaluation and assessment based on a dedicated European Standard EN 50533 which defines requirements regarding running capability in case of fire on board of the rolling stock. Paper analyses applicability of that approach for group of tunnels and rolling stock fleet comprising different types of rolling stock including Electric Multiple Units.

The greatest prospects associated with transnational rail freight are determined by the use of containers. In Russian publications, the development of containerized cargo transportation is mainly considered by analyzing the general laws of functioning of international transport corridors. At the same time, aspects affecting infrastructure diagnostics and analysis of the throughput capacity of sections of the railway network are not considered.The purpose of the study was to identify the characteristics of freight flows in the direction of the EU—EAEU—PRC, to identify infrastructure barriers that slow down the acceleration and increase in the volume of container railway freight transportation, as well as to develop a set of measures aimed at improving the competitiveness of container railway freight transportation along the transport corridors of the Russian Federation.In the course of the study, infrastructural diagnostics was carried out, which revealed a number of barriers that did not allow realizing the growth potential of transit container cargo transportation.To remove infrastructure barriers, it is necessary to implement a number of measures, the key of which are measures to increase the capacity of infrastructure at border crossings, increase the speed of trains along the railway networks of JSCo RZD, develop terminal and logistics centers that provide a wide range of services for consignors and consignees.The development of container rail freight is a strategically important area for the Russian Federation. The well-coordinated work of Russian Railways with private investors and the state in the framework of expanding and modernizing the terminal infrastructure, as well as increasing intermodal interactions, is able to overcome the existing infrastructure barriers and ensure the growth of container transit in the required volumes.

Fitting platforms of variable freight storage lengths are used for transportation of rails and other cargo up to 25 m long. The use of innovative fixation for transportation on the fitting platforms contributes to enlargement of the range of cargo transported on such rolling stock and establishes conditions for safe transportation of such cargo.To evaluate the effectiveness of the arrangement of long cargo transportation on the fitting platform, this study examines two 25 m long rail transportation options. The transportation option involving two coupled 14.62 m platforms, when the cargo is fixed on the coupled platforms with the standard method is the basic option. The new option involves transportation of the 25 m long rails using 80-feet fitting platforms 25.62 m long at the coupling axes and multiway fi xation sets. A calendar year is assumed as the estimate period. The transported volume is assumed equal for each option, under considering the operating conditions of the calculation unit — one coupling of universal platform (or one 80-feet fitting platform), reducing the financial results to a ton of transported cargo. The value of the annual economic effect for the freight owner (Eyearown) is determined as the change of the freight owner’s expenses due to usage of the new option relative to the basic transportation option.The economic assessment of the transportation is performed considering the interests of each member of the transportation process and tested based on specific data. The results demonstrate the effectiveness of implementation of the technical and technological solution under consideration.
