The article presents a strategic approach to the formation of financial sustainability of higher education institutions (HEIs), aimed at its development. It is determined that financial sustainability in the context of the strategy of the development is provided by the current solvency, as well as the created financial space, which contains two interrelated components: current (operational) financial space as financial opportunities created by exceeding the university income (for functioning), as well as strategic financial space as financial opportunities created by exceeding the income of the university its necessary expanses for the development. The indicators of financial stability have presented, which are taken into account during the financial management and setting appropriate strategic objectives that allows to assess the gap between the declared goals of the development strategy and financial opportunities, to make decisions about the optimization of operating and investment activities of HEI.It is proposed that operating financial space is also evaluated on the basis of its characteristics, such as: diversification of funding sources and revenues, their stability and flexibility of use. To maintain the financial sustainability of the university, it is also important to increase the profitability of educational programs and educational activities. It is justified that profitability maintains the financial sustainability of the HEI, thatmakes the increasing the profitability of educational programs and educational activities an impotent issue of financial management. Margin of safety in the income of the special fund from the main activity relative to the break-even point by the number of students of the university (faculty) one of the crucial profitability indicator, that requires appropriate managerial accounting system.

The transfer of institutions of higher education of the Ministry of internal Affairs of Russia to the format of a distance learning model has led to significant changes in the actual, representative, technical nature in the field of educational, methodological and didactic support for the entire process of educational activities of the universities. The article discusses not only basic questions of the content of educational-methodical and didactic providing of distance teaching, but also specific features and problems, that arise in connection with the transformation of the process of development of all educational programs implemented by the University of the MIA RF in remote mode.

One of priority problems of modernization of system of the higher education in Russia is overcoming the disproportions revealed during different years of monitoring of activity of higher education institutions, reduction of the contents, structure of vocational training of shots, technologies of realization of educational programs in compliance with requirements of employers and also taking into account the forecast of labor market, welfare and economic development. All this is possible at the stage of development of the higher school on condition of introduction of new mechanisms of management of the higher educational institutions based on formation and increase of their reputation, care of higher education institutions of the reputation responsibility.

The introduction of innovations in the financial management of higher education institutions (hereinafter – HEIs) is taking place along with other changes in the educational and scientific field and is an important issue today. One of the innovations is the Procedure for the formation of minimum tuition fee for higher education on the basis of indicative ownership, which extends to 38 most popular specialties. The influence of state regulation of the minimum level of the cost of paid educational services for specialists training in some popular specialties on the formation of the financial potential of HEIs is investigated in this paper. The amount of tuition fees for students and indicators of the admission campaign in 2020/2021 academic year of some state HEIs in Lviv region is analyzed. Comparing them with the data of previous academic year, we can see that in HEIs where the cost significantly increase due to the indicative cost use, the number of entrants to the paid form of education are reducing. For comprehensive vision, considerable attention is paid to the national demographic and political situation, as well as to the approaches to higher education funding. The level of actual budget expenditures for the preparation of one applicant for higher education in different state HEIs is analyzed. It is revealed that entrant's demand directly depends on the cost of education. And the financial potential of HEIs which is formed, in particular, through paid educational services depends on the number of enrolled students who will study at the expense of individuals and legal entities. We believe that while forming the price offer and establishing the final cost of training specialists in all specialties in HEIs, in addition to considering all costs of providing services, it is necessary to take into account the situation on the market of educational services and analyze supply and demand for each specialty. It is concluded that the continued application of regulation rules of a reasonable price for education will contribute to the development of competitive educational environment, increase the responsibility of participants in the educational process, and will contribute to financial stability of HEIs.

The article features problems of modernization of Russian education and proposed solutions to problems and offers solutions. It offers possible direction of education system development and analysis of existing methodological approaches to the concept of "universal competence". It focuses on the concept of "competence" and "universal competence" in the system of modern education. The technology of formation of universal competencies through educational activities is described, together with experience in the implementation of educational activities in higher education institutions aimed at competence approach. The article features generalized theoretical and empirical experience of higher education institutions to allocate a system of universal competence. We outline a set of core universal competencies required for successful professional and personal fulfillment of a specialist in the humanities, including Department of Psychology graduates. The basic components of the system of universal competence include personal characteristics and the ability to implement the acquired skills, knowledge and experience. The article offers a number of types of educational activities, in which universal competence can be formed. It was found that in the framework of the educational work at the university it is necessary to form the universal competence of the student, not only through training activities, but also through a system of different activities throughout the training period.

The purpose of the article is to consider possible ways to improve the effectiveness of student-oriented education in Russian universities through strategic interaction with the basic principles of their life. It is well known that the involvement of students in the management of higher education institutions (HEIs), their active participation in determining the individual trajectories of their professional training increases the motivation of students, and therefore the quality of education. To do this, it is necessary not only to fix the principles of student self-government in the local regulations of the University, but also to build mechanisms for implementing these principles. In particular, this can be expressed in the structure and content of educational programs developed in accordance with educational standards, consisting of a mandatory part and a part formed by participants in educational relations. Project-based learning will help bridge the gap between theory and practice in teaching students. Inclusive education should be provided not only with infrastructure, but also with special training of teachers and the inclusion of specialized adaptation modules in educational programs. To ensure quality control of students ' knowledge, the professional level of teachers and the organization of the educational process, intra-University quality management systems for training specialists are being created.an important element of this system should also be the structure of student self-government. It is also necessary to understand that student-oriented learning is not limited to the educational process, but covers the organization of campus life, the possibility of self-realization of students in various public organizations, in creative teams, i.e. it is inextricably linked to the entire system of principles, goals, priorities - the Living Values of the University. In the context of improving the competitiveness of education in Russian universities, the article identifies and justifies ways to improve the effectiveness of student-oriented learning. In particular, there was a high demand for the possibility of students influence on their individual learning paths, self-realization through participation in projects, both in the educational process and in public life. The research uses the results of sociological research based on surveys of students and teachers, including online surveys, as well as the practice of organizing the educational process and extracurricular activities in Russian universities. The results obtained can be used to further improve the development strategies of higher education institutions, including to increase their attractiveness for foreign students.

Analyzed the institutional and organizational support of educational activities of higher education institutions in Italy in the specialty “Tourism”, which is the key to the successful functioning of educational activities. The regulatory legal acts of Italian higher education institutions included in the Shanghai Academic Ranking of World Universities (as of 2020), including the legal framework of the Italian higher education system, statutory and intra-university documents, and the like, have been investigated. The institutional and organizational support of the educational activities of Italian higher education institutions is characterized and their features are revealed. The goals of educational programs in the specialty “Tourism” of each of the rating higher education institutions are clarified and the analysis of the main professional orientations of the graduates of the corresponding universities is carried out. The purpose of the article. Highlight the institutional and organizational support of educational activities of Italian universities, which train specialists in «Tourism», by solving problems on the analysis of legal documents of such free economic zones, presentation of institutional and organizational support of educational activities and identifying their features. The study used theoretical and empirical research methods, including: analysis of the implemented statutory documents in the Italian higher education system; analysis of the peculiarities of the autonomy of Italian universities; comparison of the legal basis for the educational activities of Italian universities. Thus, it was found that the institutional basis of the educational activities of the Free Economic Zone of Italy in public and private ownership are the statutory documents and internal university regulations, which are based on regulations approved by the Italian government. Such documents in each of the five free economic zones are SAPIENZA Università degli Studi di Roma “La Sapienza”; University of Roma Studies «Tor Vergata»; University of Genoa Studies; University of Perugia Studies; Università degli Studi di Catania – became: university statute; regulations on administration, finance and accounting; general organizational provisions of the university; code of ethics; rules of conduct for employees; educational regulations of the university, etc. In the case of the structural units of the Italian Free Economic Zones, they are largely identical, comprising the Rector, the Academic Senate, the Board of Directors and the Administrative Departments, and are funded by tuition fees and financial assistance from public and private universities from the Italian Ministry of Education. (Ministero dell'Istruzione, dell'Università e della Ricerca – MIUR) and the Ministry of Economy and Finance of Italy (Ministero dell'Economia e delle Finanze). As for the peculiarities of educational training «Tourism», their goals, requirements and professional orientation are more identical in all free economic zones – is the training of highly qualified personnel in the field of tourism, on entry, the presence of a document of complete secondary education and the possibility of further employment in tourism enterprises. own business, etc.

Public and private education can unlock different doors and help to flood the country with a rising power, sunlight and sustainable development. Hence, this paper argued that there is a need to sustain both public and private higher education. Financial difficulties restrict private higher education from balancing their budget and maintain a balance between a quality education and maximization of shareholders wealth. This paper outlines and analyzes a critical business model for higher education institutions, Dhofar University and Majan College, both of which are publicly traded in Muscat Securities Market. Both the educational institutions are critically examined from profitability, liquidity, long term solvency and asset management perspective using appropriate financial ratios. Five year forecasts of financial statements up to 2021 are estimated to evaluate the financial stability of the two educational institutions. The paper uses Monte Carlo simulation technique to examine the issue of financial sustainability. Overall the finding shows positive financial results for Majan College compared to Dhofar University. The key take away from the analysis is that educational institutions should be funded primarily by equity and not by debt to survive, sustain and provide high quality education.

The article covers the possibility of establishing resource centers in higher education institutions for teaching people with disabilities and health limitations. The implementation of the project «Monitoring, research and information support of activities provided by the regional resource centers of higher education for people with disabilities" is considered. The university has developed a model of information-analytical guidance to educate people with disabilities with the help of regional resource centers of higher education for people with health limitations. A number of measures for establishing educational activities at the university are presented. The main effect of the organized events by the resource training and methodological center is considered. It is the involvement of all participants of the process at all its levels in the problem of inclusive higher education. Priority activity areas of the resource training and methodological center of Minin University are highlighted. The results of the inclusive higher education on the base of Minin University were summed up.
