The article features problems of modernization of Russian education and proposed solutions to problems and offers solutions. It offers possible direction of education system development and analysis of existing methodological approaches to the concept of "universal competence". It focuses on the concept of "competence" and "universal competence" in the system of modern education. The technology of formation of universal competencies through educational activities is described, together with experience in the implementation of educational activities in higher education institutions aimed at competence approach. The article features generalized theoretical and empirical experience of higher education institutions to allocate a system of universal competence. We outline a set of core universal competencies required for successful professional and personal fulfillment of a specialist in the humanities, including Department of Psychology graduates. The basic components of the system of universal competence include personal characteristics and the ability to implement the acquired skills, knowledge and experience. The article offers a number of types of educational activities, in which universal competence can be formed. It was found that in the framework of the educational work at the university it is necessary to form the universal competence of the student, not only through training activities, but also through a system of different activities throughout the training period.

Diponegoro University is one reputable university belonging to Indonesia. This state university is located in Semarang, Central Java Province. Global dynamics have also colored its journey in implementing its traditionally assigned three missions: teaching, conducting research, and providing public services. These make this university highly confident heading to become a research university. A research university is a step to take that the university has its competitiveness to compete with the others in the world. There are some Higher Education-rankings institutions which evaluate all Higher Education Institutions in the world, such as Quacquarelli Symonds (QS) World University Rankings, Times Higher Education (THE) University Rankings, 4 International Colleges and Universities (4ICU), and Academic Ranking of World Universities (ARWU). Meanwhile, the ministry which has the function to make coordination with higher education institutions in Indonesia has also conducted higher education institutional ratings, primarily for Indonesian internal needs. The criteria of a research university refer to those evaluated by the higher education institutional ratings in the international level. A research university is a new paradigm which encourages a higher education institution in Indonesia to become highly confident to globally compete with the others in the whole world.

The purpose of the article is the need to develop a concept for the formation of communication using parser programs in the personnel department of higher education to improve educational activities. Methodology. In the process of research the methods of informology and social communication, logical-dialectical method of cognition, methods of system analysis, abstractions were applied, which allowed to reveal the content of implementation of parser programs; to analyze the use of parser programs in higher education institutions on the example of Vasyl' Stus Donetsk National University. Scientific Novelty. The necessity of introduction and use of parser programs in higher education institutions is substantiated. The use of Google Spreadsheet in the human resources department of the university as an information retrieval system and text-digital database to improve the educational activities of higher education institutions has been studied. Conclusions. Analyzing the communications of the institution of higher education, it is necessary to name their main directions: communication between the organization and its external environment; communication between management levels and departments; communication manager-subordinate; communication between the leader and the working group; informal communications. The purpose of using parser programs in higher education institutions is primarily to increase the efficiency of the educational process, improve service and reduce costs in the data processing. The use of parsing in the personnel department of a higher education institution is multifaceted. Today, parser programs perform parsing, lexical, automated analysis, process many information requests, parse documents, extracting from there the necessary and useful user data. The Google Spreadsheets parser program aims to use the latest information and communication technologies that help improve management, improve employee interaction, and promote social innovation.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

Theoretical and practical bases for forming professional competencies of higher education training applicants through participation in volunteering. It is indicated that the process of professional training in the higher education establishments should be aimed at the formation of a competitive specialist, taking into account the needs of employers and the realities of today.  Volunteering is presented as an important resource for development and education of the specialists of different specialties because from the one hand volunteering allows to get general competencies and from the other hand it allows to gain the necessary experience in the future professional activities even during training process. The wide use of volunteering as a trend of educational work in higher education institutions will contribute to the formation of a coherent and harmonious personality and professional. The experience of usage of volunteering as a field of educational work in higher education institution on the example of the State Technical University “Azov State Technical University” is analyzed. The use of a new tool in the educational process - the diary of volunteer practice - is analyzed. The results of the conducted sociological research - through the method of interviewing of the applicants of higher education - according to the effectiveness of the organization of volunteer practice are presented. Volunteering can increase students' motivation to learn vocationally-oriented disciplines, but under the conditions of properly organized and controlled process of volunteeing. Therefore, higher education institutions need to develop and implement new forms of work that will be perceived and performed by the students. This will enhance the competitiveness of professionals in the labor market.

The multicultural and diversity management (MDM) encompasses acceptance and respect, recognition and valuing of individual differences of the university stakeholders. This study determined the perceptions of the academic managers/ leaders towards multicultural and diversity management in a higher education institutions. This quantitative descriptive research determined the perceptions of 100 purposively selected academic managers/ leaders of selected higher education institutions in the Philippines. The researcher-designed questionnaire was administered online using Google Form. Data were analysed using frequency, percentage distribution, mean, and rank. The majority of the respondents belonged to the age group of 41- 50 years old. The respondents were dominated by males and were single. In terms of highest educational attainment, the majority of the respondents have a master’s degree with 1- 10 years of work experience. The majority of the respondents were Coordinators/Program Chairs who were Regular/Permanent employees. On the basis of the findings of the study, it can be gleaned that the majority of the respondents believed that multiculturalism and diversity management (MDM) in higher education institutions should be integrated with the human resources programs to improve the lenses of equality in the universities and colleges as a workplace. Most of them believe that the MDM program prepares employees for higher diversity in their team, as such; it helps in welcoming recruits with diverse backgrounds into the academic community and promotes a positive organizational culture. Respondents also believed that multicultural and diversity management in Higher Education Institution is one of the best ways that university employees and students can become accustomed to other cultures, nonjudgmental, respectful, and accepting of differences, receptive to different ways of thinking.

BACKGROUND AND OBJECTIVES. The strategy of innovation development in Ukraine envisages the creation of innovative ecosystem of higher education institutions. Analysis of the current state of interaction between science, business and the state in Ukraine shows that most of the technologies and developments created as a result of scientific and technical activities of higher education institutions have not yet been implemented in the real economy. Communication interaction between representatives of higher school and enterprises involves the initiation of the innovation ecosystem. Practical implementation of conceptual model of Hackathon-ecosystem of technology transfer in higher education institution will allow to move to a new level of innovative development of higher education institution.METHODS. The study used: the DFD method for constructing a context diagram and diagram 1 level of functioning of the Hackathon ecosystem of technology transfer in higher education institution; information and technological approaches to the project management of HETT creation in the university to ensure effective management of project data flow; qualitative and operational communication between the project stakeholders.FINDINGS. The developed conceptual model of Hackathon-ecosystem of technology transfer in higher education institutions allows to take into account the specifics of functioning of higher education. The proposed block diagram of the initialization project of the creation of the Hackathon-ecosystem of technology transfer consists of 7 stages, which allows to take into account the specifics of the university. The optimal composition of stakeholders of the Hackathon-ecosystem of technology transfer in higher education institutions is defined: initiator, manager, team, customer, curator, owner, competitors, sponsor, authorities, community groups, consumers, organizations, suppliers and contractors.CONCLUSION. Practical implementation of the developed conceptual model of Hackathon-ecosystem of technology transfer in higher education institutions allows to generate ideas in accordance with market requirements and implement the most effective; to determine the needs and interests in establishing cooperation between representatives of higher education and business; to determine the compliance of the prototypes created with the needs of stakeholders and will provide feedback regarding the functioning of Hackathon-ecosystem of technology transfer.


The paper deals with the methodological principles of the dual education development in the hotel and restaurant business considering the modernization paradigm. The preconditions for the formation of dual education systems in different countries suggest that such an approach should be more appropriately applied to practically oriented specialties. Analysis of the advantages and disadvantages of existing dual education systems offers an opportunity to suggest ways to modernize them in the conditions of the information society development. The paper proposes a system of principles (general and specific) on which the cooperation of higher education institutions and hotel and restaurant business should be based. The stages and methodological approaches to the analysis of hotel and restaurant business modernization processes in the context of the formation of a dual education system are substantiated.

The article raises the issue of interaction of higher education institutions with territorial communities in the conditions of decentralization. foreign experience of interaction of higher educational institutions with territorial communities are disclosed. The features of interaction of higher educational institutions with territorial communities in foreign countries are characterized. It has been established that the use of the positive foreign experience of interaction of higher educational institutions with territorial communities is promising for Ukraine. Ensuring cooperation between the university and local communities involves certain forms of interaction The authors identified the main forms of interaction between a higher education institution and territorial communities of the socio-economic development of territorial communities; of the cultural and sports life of the community; of Education; of cooperation of the university with local authorities; volunteer activity. Interaction of territorial communities and higher education institutions is the way of important changes in communities, educational institutions and society in general, which is the main advantage of business associations.

Purpose The purpose of this paper is to focus with the university-based business plan competition (BPC) and proposes how the theory of effectuation might inform a new model. Such a purpose is timely given the under-challenged nature of the BPC methodology. Design/methodology/approach Extant literature pertaining to business planning and the business plan within entrepreneurship education and effectuation is reviewed; numerous conceptual issues which undermine BPC provision in its traditional form are then identified. In response to these identified issues, a series of principles which could underpin the introduction of an effectuation-led business coopetition (EBC) are outlined. Findings Strong emphasis on business plan production within a conventional BPC model raises questions about its capacity to release the entrepreneurial potential of the higher education institution student and provide them with an authentic and relevant entrepreneurial learning experience. Through using the ideas of effectuation to rethink provision, the action of business plan production can usefully be replaced with the action of business implementation. As well as facilitate a beneficial shift from competition to coopetition-based entrepreneurship education. Originality/value This paper valuably critiques the efficacy of a commonly employed yet under-challenged methodology for entrepreneurship education; the BPC. The propositions offered can guide competition provision in a more authentic, realistic and relevant way that is potentially better suited to inspiring and supporting entrepreneurial new venturing amongst students and graduates now rather than in the future. The paper thus has practical value to those designing and delivering competition-based entrepreneurship education.
