Climate change is a systemic issue embedded in and interconnected with the social and economic makeup of a city. Building urban climate resilience requires innovative, collaborative solutions that hinge upon the openness and availability of current and contextual data. Open data tools, in stimulating information sharing, civic engagement, and innovative products, can contribute to climate change planning, building lasting resilience. Through an exploratory research methodology, this paper explores 17 international use cases, providing a basis for the implementation of open data tools in the realm of urban climate resilience, through the following five themes: 1) risk and vulnerability assessment; 2) the inception of initiatives; 3) diverging approaches to preparedness; 4) community mobilization; and 5) mitigation and adaptation. This research aims to spark a dialogue on the intersection of open data tools in urban climate resilience strategies, demonstrating open data as an appropriate tool to cultivate shared understanding and collective action.

Climate change has multifaceted aesthetic dimensions of legal significance. Global warming alters the aesthetic properties of nature, and further aesthetic changes are precipitated by climate mitigation and adaptation responses of impacted societies. The social and political struggles to influence climate change law are also influenced by aesthetics, as environmental activists and artists collaborate to influence public opinion, while conversely the business sector through its marketing and other aesthetic communications tries to persuade consumers of its climate-friendly practices to forestall serious action on global warming. This article distils and analyses these patterns in forging a novel account of the role of aesthetics in climate change law and policy, and it makes conclusions on how this field of law should consider aesthetic values through ‘curatorial’ guidance.

Abstract In The Choice Theory of Contracts, Hanoch Dagan and Michael Heller state that by arguing “that autonomy matters centrally to contract,” Contract as Promise makes an “enduring contribution . . . but [its] specific arguments faltered because [they] missed the role of diverse contract types and because [it] grounded contractual freedom in a flawed rights-based view. . .. We can now say all rights-based arguments for contractual autonomy have failed.” The authors conclude that their proposed choice theory “approach returns analysis to the mainstream of twentieth-century liberalism – a tradition concerned with enhancing self-determination that is mostly absent in contract theory today.” Perhaps the signal flaw in Contract as Promise they sought to address was the homogenization of all contract types under a single paradigm. In this Article, I defend the promise principle as the appropriate paradigm for the regime of contract law. Along the way I defend the Kantian account of this subject, while acknowledging that state enforcement necessarily introduces elements — both normative and institutional — for which that paradigm fails adequately to account. Of particular interest and validity is Dagan and Heller’s discussion of contract types, to which the law has always and inevitably recurred. They show how this apparent constraint on contractual freedom actually enhances freedom to contract. I discuss what I have learned from their discussion: that choice like languages, is “lumpy,” so that realistically choices must be made between and framed within available types, off the rack, as it were, and not bespoke on each occasion. I do ask as well how these types come into being mutate, and can be deliberately adapted to changing circumstances.

This study evaluates the pattern of a nighttime climate index namely the tropical nights (Tmin ≥ 20ºC) during the 21st century in several different sized cities in the Carpathian Basin. For the modelling, MUKLIMO_3 microclimatic model and the cuboid statistical method were applied. In order to ensure the proper representation of the thermal characteristics of an urban landscape, the Local Climate Zone (LCZ) system was used as landuse information. For this work, LCZ maps were produced using WUDAPT methodology. The climatic input of the model was the Carpatclim dataset for the reference period (1981–2010) and EURO-CORDEX regional model outputs for the future time periods (2021–2050, 2071–2100) and emission scenarios (RCP4.5, RCP8.5). As results show, there would be a remarkable increase in the number of tropical nights along the century, and there is a clearly recognizable increase owing to urban landform. In the near past, the number of the index was 6–10 nights higher in the city core than the rural area where the number of this index was negligible. In the near future this urban-rural trend is the same, however, there is a slight increase (2–5 nights) in the index in city cores. At the end of the century, the results of the two emission scenarios become distinct. In the case of RCP4.5 the urban values are about 15–25 nights, what is less stressful compared to the 30–50 nights according to RCP8.5. The results clearly highlight that the effect of urban climate and climate change would cause serious risk for urban dwellers, therefore it is crucial to perform climate mitigation and adaptation actions on both global and urban scales.

This chapter examines the impact of climate change and ocean acidification on the oceans and their implications for the international law of the sea. In particular, it assesses the implications of rising sea levels for territorial sea baselines, the seawards extent of maritime zones, and maritime boundaries. It also considers the restrictions placed by the UN Nations Convention on the Law of the Sea (LOSC) upon States in pursuing climate mitigation and adaptation policies, such as attempts to ‘engineer’ the global climate by artificially enhancing the capacity of the oceans to draw CO2 from the atmosphere. The chapter analyzes the role of the LOSC, alongside other treaty regimes, in addressing the serious threat of ocean acidification.

Climate resilience is an important mix of climate mitigation and climate adaptation designed to minimize current and future disruption while promoting opportunity. Given the importance of the regional and local arena for consideration of impacts of climate change trends and needs for climate action, climate resilience in one community, Duluth, Minnesota, is considered. At the core of this project is the climate resilience question: what can we currently be doing in our communities to prepare for projected climate change while simultaneously improving life for current residents and visitors? Given the growing importance of outdoor recreation and nature-based tourism in Duluth, the role this sector may be able to play in climate resilience is considered. Using action research methodology, the research process of adjusting, presenting, and conducting follow-up from a National Oceanic and Atmospheric Administration Climate Adaptation for Coastal Communities workshop is presented. The study takes a unique look at one workshop outcome, a Duluth Parks and Recreation planning tool. Specifically, a resilience checklist is presented as a useful sample outcome of the overall process. Beyond the study community, the role of outdoor recreation to serve climate resilience is explored and affirmed.

Significance Last week the US State Department and UN Special Envoy for Climate Change and Cities Michael Bloomberg held a special summit of mayors from major global cities to share best practices on addressing climate change. Given past roadblocks stymieing inter-state climate negotiations, policymakers are pinning hopes on cities to sustain momentum ahead of the UN climate change summit (COP21) in December. Impacts Limited fiscal resources will push cities to use their existing assets more efficiently, including through 'big data' approaches. Philanthropic initiatives, eg by the Rockefeller and Bloomberg foundations, will help spread climate mitigation and adaptation expertise. Despite being disproportionately affected by climate change, African cities' limited policy powers will constrain their adaptation. Strong regional identities will drive some subnational diplomatic efforts, notably those by Catalonian and Quebecois authorities.
