Climate resilience is an important mix of climate mitigation and climate adaptation designed to minimize current and future disruption while promoting opportunity. Given the importance of the regional and local arena for consideration of impacts of climate change trends and needs for climate action, climate resilience in one community, Duluth, Minnesota, is considered. At the core of this project is the climate resilience question: what can we currently be doing in our communities to prepare for projected climate change while simultaneously improving life for current residents and visitors? Given the growing importance of outdoor recreation and nature-based tourism in Duluth, the role this sector may be able to play in climate resilience is considered. Using action research methodology, the research process of adjusting, presenting, and conducting follow-up from a National Oceanic and Atmospheric Administration Climate Adaptation for Coastal Communities workshop is presented. The study takes a unique look at one workshop outcome, a Duluth Parks and Recreation planning tool. Specifically, a resilience checklist is presented as a useful sample outcome of the overall process. Beyond the study community, the role of outdoor recreation to serve climate resilience is explored and affirmed.

Climate change is a systemic issue embedded in and interconnected with the social and economic makeup of a city. Building urban climate resilience requires innovative, collaborative solutions that hinge upon the openness and availability of current and contextual data. Open data tools, in stimulating information sharing, civic engagement, and innovative products, can contribute to climate change planning, building lasting resilience. Through an exploratory research methodology, this paper explores 17 international use cases, providing a basis for the implementation of open data tools in the realm of urban climate resilience, through the following five themes: 1) risk and vulnerability assessment; 2) the inception of initiatives; 3) diverging approaches to preparedness; 4) community mobilization; and 5) mitigation and adaptation. This research aims to spark a dialogue on the intersection of open data tools in urban climate resilience strategies, demonstrating open data as an appropriate tool to cultivate shared understanding and collective action.

The growing interest in climate change and related risks has triggered efforts to address both its causes and impact. Climate action is mainstreamed in various public policies in which spatial planning has a key role and operates as a coordinating framework as well as one that enables specific interventions. At the same time, land, an indispensable element of spatial planning, is gaining attention as a natural resource that is closely related to climate change. Increasing need for land protection raises the need for a renewed role of spatial planning of all types and levels. This paper examines issues of land protection related to climate change in a peri-urban area of the Thessaloniki metropolitan area in Greece and seeks to identify how the types of spatial planning contribute to land protection. It is argued that when viewing land protection from a climate adaptation perspective, a renewed relationship between the types and levels of spatial planning that demands emphasis be placed on their cooperation and the enabling of novel approaches such as nature-based solutions becomes apparent.

India will undergo immense urbanization in the coming decades, doubling its urban population by 2050. This transformation is unique as it will come at the time when the impacts of, as well as the global momentum to respond to, climate change heighten. India’s urban transformation will, therefore, have deep implications for not only local welfare and environmental conditions but also for climate mitigation and climate adaptation. As most of urban India is yet to be built, India has a unique opportunity to lock-in low-carbon, resilient, and equitable urban forms for the long term. This chapter discusses the evolution of India’s urban climate actions, from addressing climate risks to, more recently, mitigation, while also exploring the governance characteristics of these actions. These actions, while nascent, provide an indication that the future trajectory of urban responses to climate change will be shaped by how local development and climate goals will be linked and prioritized.

This study focuses on stakeholders’ participation, perceptions and local contextualization in the Informal Settlement (IS) regularization processes in Khulna City. These processes are undertaken to address livelihood challenges of IS dwellers and to operationalize development initiatives in informal regularization projects. Adopting both a qualitative and quantitative approach, the research results show that IS formation in Khulna City started slowly with rural immigration. These immigrants remain vulnerable to climate change although some initiatives were undertaken since the last 20 years to improve their living conditions. The IS dwellers and local leaders initially participated in these settlement-upgrading initiatives due to accompanied incentives but they became adamant after the project period ended. It was also found that the city local government and NGOs do not have any permanent arrangement to sustain the IS regularization processes. The analysis of the interrelationships among the stakeholders revealed that the relevant public agencies are in conflict, and the role of the private sector is less recognized. The initiatives undertaken so far have limited success especially in granting tenure security, and the private landowners or local authorities that trespassed public spaces resort to forceful eviction. Amidst all these, there is the need for the formulation and implementation of climate resilience policies that address stakeholder participations in mitigating climate change consequences and enhance livelihood development.

Abstract Climate change threatens the health of urban residents in many ways. This qualitative study aims to understand how six U.S. cities are considering health adaptation when responding to climate change; 65 semistructured interviews were conducted with salient stakeholders across six U.S. cities (Boston, Massachusetts; Los Angeles, California; Portland, Oregon; Raleigh, North Carolina; Tampa, Florida; and Tucson, Arizona), and transcripts were analyzed to identify common themes. Each city’s (or county’s) most recent climate action plan was also analyzed. This study found that interviewees’ ability to understand the connection between climate and health was a major determinant for health adaptation implementation. In addition, institutional fragmentation in governance made it difficult to incorporate health concerns into broader climate planning. However, cross-sectoral collaborations and considerations of health cobenefits were shown to help overcome these barriers. These findings offer valuable insight regarding how policy makers and practitioners can safeguard public health from the effects of climate change.

Carbon dioxide removal (CDR) increasingly features in climate scenarios that hold global warming well below 2°C by 2100. Given the continuous gap between climate mitigation pledges and the emission pathways that are aligned with achieving the temperature goals of the Paris Agreement, we would expect countries to promote CDR in their long-term planning to achieve mid-century targets. Yet, countries may not consider it their responsibility to contribute to the global response to climate change using CDR. Thus, a study of the respective country's long-term climate plans is both timely and vital. Such a study could reveal the pledged collective ambition, the contribution of CDR to the pledged ambition, and how the envisaged role of CDR is described by the different countries. This paper explores the long-term low emission development strategies (LT-LEDS) of countries in order to map the role of CDR in addressing climate change. We also supplement our examination of strategies with the opinions of climate experts. Based on an inductive coding of the material and a literature review, the analytical focus of the analysis includes CDR targets and planning, types of CDR, barriers and opportunities to CDR implementation, as well as international cooperation. Our study of 25 national LT-LEDS submitted to the UN or to the EU, as well as 23 interviews with climate experts, shows that national plans for CDR vary substantially across countries and are generally lacking in detail. The findings also demonstrate that CDR is perceived to be necessary and desirable for achieving mid-century climate goals, but also reveal variation in the intended role of CDR. We use an interpretive approach to outline three possible visions of CDR in climate action: as a panacea, as a necessary fallback and as a chimera. We conclude by discussing what our findings of the envisaged roles of CDR in addressing climate change mean for climate governance. This research thereby contributes to the literature on governing CDR with new comprehensive insights into the long-term climate strategies of countries.

Purpose Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response. Design/methodology/approach This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management. Findings The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience. Practical implications Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices. Originality/value This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Purpose The purpose of this paper is to understand the role of exogenous drivers that seeks to foster endogenous resilience and climate adaptation policy and practice in developing countries. It particularly examines the role of Asian Cities Climate Change Resilience Network as an exogenous driver that sought to sustain urban climate adaptation and resilience agenda in a secondary city in Indonesia. Design/methodology/approach The research combines fieldworks and desktop research. Primary data collection includes participant observation, unstructured interviews with city stakeholders and project managers, semi-structured interviews with local communities and literature reviews. This research also used an ethnographic field research approach. Findings Exogenous drivers have temporarily fostered climate change adaptation at city level, but the question remains is how can international actors effectively create a meaningful transformation toward urban resilience in developing countries like Indonesia. Exogenous drivers can play significant roles as a catalyst for urban adaptation planning, including undertaking vulnerability assessment and city resilience strategy and implementing adaptation actions, and facilitates risk management. Further processes for mainstreaming climate adaptation and disaster reduction depend on how receptive and responsive local actors to co-facilitate and co-lead urban resilience buildings and development. Originality/value There is still lack of documented knowledge on local institutional change and policy making processes. This research shows challenges and opportunities in institutionalising urban climate adaptation and risk management agenda. It further shows that genesis of endogenous adaptation cannot be separated from the exogenous climate adaptation processes as well as internal dynamic of urban governance in developing world.

Social, biospheric, and temporal dilemma preferences are known to affect people’s decision making regarding engagement in proenvironmental behavior and, more specifically, also their engagement with climate change. In this study, we focus on the role of three social dilemma preferences (biospheric, egoistic and altruistic values) and two temporal preferences (consideration of future and immediate consequences) as factors of adaptation support and mitigation intention. We found, across four independent preregistered studies (total N = 3,710) conducted in four different countries, that some dilemma preferences affect climate mitigation intention and adaptation support similarly, whereas others have a differential effect on the types of actions. Those with an eye on the immediate consequences of their actions and who are concerned about direct personal benefits are likely to support climate adaptation but not climate mitigation. Generally, though, people who consider future events and their implications in their decision making and those who consider benefits for the biosphere and other people are likely to engage both in climate mitigation and climate adaptation.
