Today, like never before, we are witnessing a pervasive diffusion of ultra-broadband fixed-mobile connectivity, the deployment of Cloud-native 5G network and service platforms, and the wide adoption of Artificial Intelligence. It has the so-called Digital Transformation of our Society: as a matter of fact, the transformative role of Telecommunications and Information Communication Technologies (ICT) has long been witnessed as a precursor of scientific progress and economic growth in the modern world. Nevertheless, this transformation is still laying its foundations on Electronics and the impending end of Moore’s Law: therefore, a rethinking of the long-term ways of doing computation and communications has been already started. Among these different ways, quantum technologies might trigger the next innovation breakthrough in the medium long-term. In this direction, the paper provides an overview of the state of the art, challenges, and opportunities posed by an expected second wave of quantum technologies and services.

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

The purpose of this chapter is to show how information communication technologies (ICT) facilitated communication between primary pre-service teachers that enabled a ‘community of learners’ to develop children’s scientific literacy. Cultural-historical theory was used to frame a study that sought to explicitly go beyond thinking as being individualistic, and to show how thinking can also be considered as a collective endeavour. In particular the study identifies how thinking forms part of a ‘community of learners’ both virtually and in reality within classrooms. The study was able to make visible child and pre-service teacher interactional sequences that brought together everyday concepts and scientific concepts to support concept formation in science. The study revealed the dialectical relations between everyday concepts and scientific concepts for moving from an interpsychological level to an intrapsychological level. The collective, rather than the individual orientation, made such a perspective possible. Importantly, the use of ICTs facilitated communication between members of the collective.

The adoption of information communication technologies (ICT) in rural regions of Gujarat by the Gujarat Cooperative Milk Marketing Federation Limited (GCMMFL) can be considered as an iconic practice in the dairy industry in India. It is typically assumed that the efforts associated with the investment of ICT in rural area are not as effective as expected, though in the case of Amul, it was proved otherwise. Amul is a dairy farming company that produces a variety of milk products and GCMMF takes responsibility of distributing and marketing of the products of it. Amul has been a forerunner of rural India's adoption of ICT in dairy industry. This chapter shares the success story of Amul and how they utilized ICT in the dairy industry. The application of IT enabled Amul to get better control for the accumulated milk from scattered suppliers. The Amul case is a prime example for the enabling role of the technology for innovation.

The role of and use of ICT by extension officers, the trends of ICT in agricultural information management, how ICT bridge the digital divide as well as the types of ICT tools used by extension officers such as radio, television, computers and internet. It also gives the perspective about the factors that influences use of ICT by extension officers which are seen as playing an important role human development.

Abstract The use of information and communication technologies (ICT) in teaching and learning foreign languages has risen sharply among the educational community. Teachers access and implement innovations without always realizing their full implications for them and their students. However, this is not necessarily a negative thing, because if no one used innovations, little progresses would be made and there would be nothing to evaluate. The article presents certain features of ICT that can be used to good advantage in a rich learning environment, and the use of video as an ICT tool in the foreign language class. The paper also discusses the role of the teacher in implementing technologies and we argue that it is the teacher, not the technology who determines the quality of the learning and teaching. There are people who are afraid that the teacher’s role would be compromised if we integrate information communication technologies in education; however we militate for a ‘techno-humanistic’ system, in which teachers, learners and technology would form a lasting meaningful alliance.

In this paper I am studying an incident that started with a concert in one of Cairo’s upper middle class districts, and ended up with a crackdown on the LGBTIQA++ Community in Egypt. In that incident Information Communication Technologies (ICTs) played a main role of contesting positions and representations of state and LGBTIQA++ persons in Egypt. Through the following lines, I am trying to unfold the intricacies of ICTs usage among both the state apparatuses and representatives of their discourse online on the one hand, and the LGBTIQA++ people and allies narratives. And how is it that this very same space acted as a presence- and forced absence- for both. My study is based on personal interviews with members who were directly involved in these events.

Much has been written about how information communication technologies (ICTs) detract from nations' planning and development norms, but there remains insufficient theoretical examination of the way ICTs may drive extranormative national aims. This paper examines such a case by disentangling the complicated relationships between telecommunications, city planning, and economic development in one modern settler-colonial context. The author explores how planning and development norms are adulterated in Palestine-Israel to further a select set of interests, in the service of an evolving national project. Palestinian and Israeli demographics and telecommunications infrastructure on both sides of the Green Line are examined, revealing the role of these technologies in facilitating population dispersal, economic exploitation, and political control at various stages of settler colonialism.

In their simplest form, Wikis are Web pages that allow people to collaboratively create and edit documents online. Key principles of simplicity, robustness, and accessibility underlie the wiki publication system. It is the open and free spirit of Wikis fundamental to open source software (OSS) that offers new contexts for learning and knowledge creation with technology. This chapter will briefly consider the role of technology in learning before discussing Wikis and their development. The emerging literature on the application of Wikis to education will be reviewed and discussed. It will be argued that Wikis embody an exemplary model of open source learning that has the potential to transform the use of information communication technologies in education.
