In this paper I am studying an incident that started with a concert in one of Cairo’s upper middle class districts, and ended up with a crackdown on the LGBTIQA++ Community in Egypt. In that incident Information Communication Technologies (ICTs) played a main role of contesting positions and representations of state and LGBTIQA++ persons in Egypt. Through the following lines, I am trying to unfold the intricacies of ICTs usage among both the state apparatuses and representatives of their discourse online on the one hand, and the LGBTIQA++ people and allies narratives. And how is it that this very same space acted as a presence- and forced absence- for both. My study is based on personal interviews with members who were directly involved in these events.

Much has been written about how information communication technologies (ICTs) detract from nations' planning and development norms, but there remains insufficient theoretical examination of the way ICTs may drive extranormative national aims. This paper examines such a case by disentangling the complicated relationships between telecommunications, city planning, and economic development in one modern settler-colonial context. The author explores how planning and development norms are adulterated in Palestine-Israel to further a select set of interests, in the service of an evolving national project. Palestinian and Israeli demographics and telecommunications infrastructure on both sides of the Green Line are examined, revealing the role of these technologies in facilitating population dispersal, economic exploitation, and political control at various stages of settler colonialism.

The article examines some significant aspects of the impact of information communication technologies on education, legal awareness and legal culture of training students in Russia from the perspective of modern approaches and legal understanding. Different approaches and views of scientists on the place and role of education in modern forms and its impact on the development of the state are analyzed. The practical importance and application of the results of comparative legal research is also seen as a study of the moral and patriotic aspects of the legal consciousness of young people in education. The position is discussed that there is a need to accept education in the system of values of development and prosperity of the state, perceiving education as a resource for the creation of human capital.

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Today, like never before, we are witnessing a pervasive diffusion of ultra-broadband fixed-mobile connectivity, the deployment of Cloud-native 5G network and service platforms, and the wide adoption of Artificial Intelligence. It has the so-called Digital Transformation of our Society: as a matter of fact, the transformative role of Telecommunications and Information Communication Technologies (ICT) has long been witnessed as a precursor of scientific progress and economic growth in the modern world. Nevertheless, this transformation is still laying its foundations on Electronics and the impending end of Moore’s Law: therefore, a rethinking of the long-term ways of doing computation and communications has been already started. Among these different ways, quantum technologies might trigger the next innovation breakthrough in the medium long-term. In this direction, the paper provides an overview of the state of the art, challenges, and opportunities posed by an expected second wave of quantum technologies and services.

The purpose of this chapter is to show how information communication technologies (ICT) facilitated communication between primary pre-service teachers that enabled a ‘community of learners’ to develop children’s scientific literacy. Cultural-historical theory was used to frame a study that sought to explicitly go beyond thinking as being individualistic, and to show how thinking can also be considered as a collective endeavour. In particular the study identifies how thinking forms part of a ‘community of learners’ both virtually and in reality within classrooms. The study was able to make visible child and pre-service teacher interactional sequences that brought together everyday concepts and scientific concepts to support concept formation in science. The study revealed the dialectical relations between everyday concepts and scientific concepts for moving from an interpsychological level to an intrapsychological level. The collective, rather than the individual orientation, made such a perspective possible. Importantly, the use of ICTs facilitated communication between members of the collective.

The adoption of information communication technologies (ICT) in rural regions of Gujarat by the Gujarat Cooperative Milk Marketing Federation Limited (GCMMFL) can be considered as an iconic practice in the dairy industry in India. It is typically assumed that the efforts associated with the investment of ICT in rural area are not as effective as expected, though in the case of Amul, it was proved otherwise. Amul is a dairy farming company that produces a variety of milk products and GCMMF takes responsibility of distributing and marketing of the products of it. Amul has been a forerunner of rural India's adoption of ICT in dairy industry. This chapter shares the success story of Amul and how they utilized ICT in the dairy industry. The application of IT enabled Amul to get better control for the accumulated milk from scattered suppliers. The Amul case is a prime example for the enabling role of the technology for innovation.

This chapter outlines the role that Information Communication Technologies (ICT) play in the global context and in Africa, agricultural extension and Agricultural development. The role of and use of ICT by extension officers, the trends of ICT in agricultural information management, how ICT bridge the digital divide as well as the types of ICT tools used by extension officers such as radio, television, computers and internet. It also gives the perspective about the factors that influences use of ICT by extension officers which are seen as playing an important role human development.
