In September 22, 2020, Xi Jinping said at the seventy-fifth general debate of the UN General Assembly that China will enhance the national independent contribution, and strive to achieve the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutralization by 2060. Under the goal of carbon peak and carbon neutralization, the implementation of carbon emission reduction is an important strategy for China to achieve green and low-carbon development, but also faces major challenges “The Fourteenth Five Year Plan” Period is an important window period for scientific and technological innovation to realize the transformation of carbon dioxide emission growth rate. Only with the support of scientific and technological innovation can China be expected to achieve the goal of carbon peak and carbon neutralization on schedule. This paper attempts to study how to innovate the energy undergraduate talent training mode under the goal of “carbon neutral” from the aspects of the current situation of talent training, the analysis of talent training objectives, and the path analysis of talent training mode innovation.

The research estimates the carbon dioxide emissions of energy consumption from 2003 to 2011 using the method in IPCC national greenhouse gases listing guidance, by adopting the method of Kaya identities and Laspeyres index decomposition technique to analyze the influencing factors and the influencing degree. The result shows that the main factors influencing carbon dioxide emissions are energy structure and per capita GDP, and to develop clean energy, to improve energy structure are important choice to reduce the carbon dioxide emissions of energy consumption, realize low carbon in the future. This research provides an important reference to protect the environment and to promote the sustainable development of economy.

The group of seven (G-7) countries are seven of the most advanced global nations. Yet, these nations have not been able to achieve environmentally sustainable economic growth (EG) in the past. Consequently, despite growing economically, the environmental quality in the G-7 countries has persistently deteriorated. Hence, the present study examined the environmental impacts associated with EG, technological innovation, institutional quality (IQ), renewable energy consumption (RENE) and population using the carbon dioxide emission figures to measure environmental quality in the G-7 economies for the period 1996–2018. The econometric analyses involved the application of different estimation techniques that control the cross-sectional dependency and slope heterogeneity issues in the data. Overall, the results indicated that greater EG and higher population size increase environmental pollution by boosting the carbon dioxide emission levels. In contrast, technological innovation, IQ improvement, and greater RENE were found to impede the carbon dioxide emission levels. In line with these key findings, several environmental development-related policies are recommended.

This study analyses the composition and evolution of carbon dioxide emissions from the tourism industry in Heilongjiang Province and its 12 regions by the tourism consumption stripping coefficient method and calculates the decoupling relationship between the carbon dioxide emissions and economic growth of tourism from 2010 to 2019. The empirical results are as follows. (1) From 2010 to 2019, carbon dioxide emissions from Heilongjiang Province’s tourism industry and its subsector increased steadily, of which the tourism industry accounted for a relatively large amount of carbon dioxide emissions in “Transport, Storage, and Post.” (2) Time series analysis reveals that the carbon dioxide emissions of tourism basically show an increasing trend and there are still multiple decoupling relationships with economic growth. Expansive decoupling and weak decoupling have occurred more frequently. (3) Spatial analysis reveals that the carbon dioxide emissions of the regional tourism industry show a fluctuating upward trend. The tourism industry in Harbin has significantly higher carbon dioxide emissions than in other regions. In addition, this study provides feasible suggestions and countermeasures for low-carbon tourism development in Heilongjiang Province. The findings are considered useful in future planning of energy conservation and emission reduction in Heilongjiang Province and the regional tourism industry.

Reducing carbon dioxide emissions through low carbon development is an appropriate solution to combating climate change. This research aims to identify ways of reducing carbon dioxide emissions in Johor Bahru towards promoting low carbon development. The research investigated the low carbon initiatives in Malaysia. The study was based on purposive case study and restricted to Johor Bahru, Malaysia. It reviewed existing practice of low carbon development in the study area. Stakeholders and organizations related to low carbon development and low carbon initiatives were interviewed. The study also observed that the initiative is relatively in the early stage with few projects accomplished. However, emphasis was placed on other themes of low carbon concept rather than direct measurement of Carbon dioxide (CO2) emission. Since majority carbon emissions are from electricity and transport sectors, the Malaysian University Carbon Emission Tool (MUCET) was modified and suggested for measuring and monitoring emissions in Johor Bahru. This study facilitates the formulation of policies that target emission reduction and ensure steady movement into clean energy future.

China’s construction industry emits a huge amount of carbon dioxide with the extensive and rapid development, and the carbon dioxide emissions from construction sector have become a social problem. This article evaluates the carbon dioxide emission from China’s regional construction industry by the three-stage DEA method. The research results indicate that the environmental factors and random error seriously affect the carbon dioxide emission efficiency of construction industry. Eliminated the above factors, the mean of the carbon dioxide emission efficiency has the tendency of rising firstly and then decreasing, which increased from 0.67 in 2010 to 0.76 in 2014 and then decreased to 0.66 in 2019 in the third stage. On the whole, China’s regional construction industry has the low carbon dioxide emission efficiency. In the regions, the Eastern region has the highest technology efficiency value among the three regions, followed by the Middle region and the West region. Therefore, the key method to increase the carbon emission efficiency of construction industry is to improve the management efficiency and change the growth mode.
