The article analyzes the role of the Ossetian Historical and Philological Society in the development of a scienti c school of Ossetian studies and the identi cation of Khetagurov studies as a special direction. The initial stage of the self organization of the Society as a scienti c center is examined and its merit in shaping the scienti c principles of the search, preservation, study and popularization of Kosta Khetagurovs creative heritage is shown.

The author creates evidence-based knowledge about the essence of individual regulation of legal relations, revealing the features of this type of regulation in the scientific and technological sphere in the context of the digitalization of civil society. The increasing role of individual regulation is substantiated in connection with the openness of society, the existing processes of its self-organization, as well as the need for self-realization of individuals. It has been established that the development of individual regulation in the scientific and technological sphere is facilitated by the lack of proper legal regulation of new social relations. The article analyzes the existing approaches to individual regulation in legal science, identifies the differences between legal and individual regulation of legal relations. The theoretical debatable nature of the concept of «individual legal regulation» has been proved. Results of a research can be used in law-making activity, including in the process of interaction between civil society and the state, aimed at improving the legal regulation of the scientific and technological sphere, in the subsequent scientific research.

The article studies the functioning and development of civil society in Ukraine. In times of statelessness, it was the self-organization and resistance of the Ukrainian people that guaranteed the preservation of their identity and implementation of liberation strategies. Civil society has played a decisive role in gaining the independence of modern Ukraine and serves as a kind of precautionary mechanism for stabilizing crisis situations in its development. Attention is drawn to the importance of political strategies for reforming society and threats to substitute them with strategemes – situational concepts of influencing public opinion. Emphasis is put on the need to improve the relationship between civil society and various branches of power, moreover at different levels of government. This causes civic identity formation as conscious self-determination by citizens of their exclusive affiliation to the Ukrainian state and territorial space. Of particular importance is the improvement of political and legal support for such cooperation in the context of attempts to use public organizations for illegal activities, including the support of the aggressor country’s policy.
