The paper examines the concept and goals of the state policy of countering crime, which is considered as a special direction of state activity associated with the development and implementation of strategies and tactics (general line) of organized resistance to crime and other offenses. Conditioned by the objective need to protect society from criminal encroachments, this policy is formed and implemented as a response of the state and society to the very fact of the existence of crime, its dangerous prevalence and continuous growth, and is designed to serve as a solution to the social conflict associated with the existence of crime. All this determines the goals of counteraction crime policy, its ideology, the main parameters, structure, main directions (types) and implementation practice. As a relatively independent and complexly organized type of social policy, it is implemented through a hierarchically structured system of subordinate types of policies at different levels, each of which has its own goals, objectives and content, and together they all serve to implement the general goal of reducing crime as much as possible, deterring it and keeping it at a socially acceptable level. The diversity and multi-level nature of the goals in the field of crime prevention, which make the process of their implementation long, complex and ambiguous, require a certain systematization of them. In this regard, the author formulated a number of important (in fact, key) requirements for the formation and implementation of goals, as well as the construction of their system in the field of combating crime, which could become important factors for achieving the planned results. At the same time, the author critically assesses the identification of the policy in the field of combating crime as a combination of all the efforts of the state and society aimed at countering crime with criminal policy as the activity of the state related to the criminalization and penalization of acts, the development and implementation of strategies and tactics, forms and methods of influencing crime with the help of criminal legal instruments.

The aim of this study is to search for quasi-periodical structures at moderate cosmological redshifts z ≲ 0.5. We mainly use the SDSS DR7 data on the luminous red galaxies (LRGs)with redshifts 0.16 ≤ z ≤ 0.47. At first, we analyze features (peaks) in the power spectra of radial (shell-like) distributions using separate angular sectors in the sky and calculate the power spectra within each sector. As a result, we found some signs of a large-scale anisotropic quasi-periodic structure detectable through 6 sectors out of a total of 144 sectors. These sectors are distinguished by large amplitudes of dominant peaks in their radial power spectra at wavenumbers k within a narrow interval of 0.05 < k < 0.07 h Mpc−1. Then, passing from a spherical coordinate system to a Cartesian one, we found a special direction such that the total distribution of LRG projections on it contains a significant (≳5σ) quasi-periodical component. We assume that we are dealing with a signature of a quasi-regular structure with a characteristic scale 116 ± 10 h−1 Mpc. Our assumption is confirmed by a preliminary analysis of the SDSS DR12 data.

The genesis of the “Katyn Massacre” from the propaganda action of J. Goebbels to modern (2000-2020) historical and legal assessments in scientific works of Russian and foreign authors is presented. As a special direction of the hybrid war against the USSR and Russia, politicized assessments and actions in connection with the “Katyn case” are presented. The results of the analysis of the content of scientific works, little-known facts and versions of which are summarized in the article, the course and results of the international conference held in 2020 in the Tver region, confirm the growing interest of Russian society in the history of the Fatherland in general and its Soviet era in particular, the desire in the name of a worthy future for Russia, to defend the historical truth.

In the modern economy, the problems associated with transport logistics (TL) have become important. The strategic goal of the TS is to increase the level of competitiveness of firms in the market, as a result of which, TL is that special direction of the economy, which will contribute to the growth of its level of efficiency and lead to high commercial results. A consistent assessment of the effectiveness of the functioning of the enterprise's TL is a guide to its activities, since the results of the assessment help managers to identify complex components of the system and make optimal management decisions. All this leads to the need to develop assessment mechanisms that will help to calculate the level and degree of efficiency of the TL functioning, because modern assessment methods do not make it possible to identify the integral level of TL efficiency based on the TL efficiency levels. Consequently, the development of a systematic assessment of the effectiveness of TL, based on identifying the levels of efficiency of subsystems, plays a major role in finding its place in the market. A systematic approach to assessing the effectiveness of TL functioning is confirmed by a logistic approach to their management, as well as the properties they own. The significance of the research is confirmed by the fact that the development and improvement of methods for assessing the effectiveness of THB processes in a firm contributes to the implementation of specific use of theoretical provisions in the activities of commercial entities of the Republic of Azerbaijan.

The dielectric resonator antenna technologies are applicable to design various band level or various types of simulation with low return loss of antenna design. In this paper we have taken several aspect ion of antenna results which has been investigated. The Research Article Concentrated on optical DRA Antenna and performance simulation result is improved with some configurable improvement. The wireless communication system has mainly demanding requirements to improve return loss. Antenna made up of materials has abled to improve its potential performance with high level enhancement. Although most of the optical antenna use 5 nm or less than 5 nm diameters because carbon nanotube become superior conductor at 5 nm diameters. Optical antenna is substitute of traditional antenna or generate model antenna. Which include light – matter interaction, absorption & emission of light which can control its special direction as well as control of its complex non analytic algorithms they behave like strong coupled light emitting devices like photovoltaic.

The article presents international and national documents providing regulatory support for the organic market. Organic agriculture, as a special direction of agricultural production, requires separate legislative regulation due to the specifics of relations arising in the process of production, sale and marketing of products, the availability of internationally recognized standards and certification procedures. Most of the countries of the world community have their own characteristics of the development of the sector of organic agricultural products, its production, marketing and regulation of these processes, regulatory support of the market for organic products. Organic farming in Russia today can rely on a system of legal regulation of organic production, including international and interstate acts on organic agriculture (JFOAM, FiBL, Codex Alimentarius Commission, regulations of the EAEU, EAEU and CIS), Federal law (93) and national state RF standards, regional laws and programs for the development of organic agriculture, certification organizations. Prior to the approval and implementation of the Federal Law on organic products at the regional level, several regions of the Russian Federation developed their own regulatory documents that allowed their producers to produce organic products. The legal impact on the formation of the organic market occurs not only through laws of direct action, but also through general economic laws, regulations, state programs, local regulations (for example, private standards of organizations), etc. The current procedure for passing certification in foreign countries and for Russian producers of organic products. The factors and conditions that allow to stimulate producers to increase the production of organic products, to pass the required and necessary certification of farms and products, making local products more competitive in comparison with other similar products are identified.

The article is based on the materials of the Don, Kuban and Stavropol regions as the most important agricultural regions of Russia, highlights the process of development and introduction of gas-generating tractors in Soviet agriculture during the 1930s, which represented a special direction of mechanization of agricultural production in the period under review. The author’s statement that in the 1930s the author’s work was carried out is convincingly justified. Representatives of the Party-Soviet leadership paid close attention to the development of gas-generating equipment as consuming cheaper fuel in comparison with petroleum products and it led to the rapid development of these technical devices and their quantitative growth, including in Soviet and collective farms. It was proved that, despite the efforts of the designers, gas-generating tractors had a number of significant drawbacks, which made their operation difficult and became one of the most important reasons for their usage stopping in agriculture.

Artificial microswimmers powered by magnetic fields have numerous applications, such as drug delivery, biosensing for minimally invasive medicine and environmental remediation. Recently, a Janus microdimer surface walker that can be propelled by an oscillating magnetic field near a surface was reported by Li et al. ( Adv. Funct. Mater. 28 , 1706066. ( doi:10.1002/adfm.201706066 )). To clarify the mechanism for the surface walker, we numerically studied in detail a Janus microdimer swimming near a wall actuated by an oscillating magnetic field. The results showed that a Janus microdimer in an oscillating magnetic field can produce magnetic torque in the y -direction, which eventually propels the Janus microdimer along the x -direction near a wall. Furthermore, we found that the Janus microdimer can also move along a special direction in an oscillating magnetic field with two orientations without a wall. The knowledge obtained in this study is fundamental for understanding the interactions between a Janus microdimer and surfaces in an oscillating magnetic field and is useful for controlling Janus microdimer motion with or without a wall.
