Timber Auctions in the Context of the Modern Auction Theory

The article provides theoretical analysis and evaluation of the timber auctions reforms in Russia. The author shows that the mechanism of the "combined auctions", which functioned until recently, is more appropriate from the theoretical point of view (and from the point of view of the Russian practice) as compared to the officially approved format of the English auction.

Abstract Flow-induced pulsations (FLIP) are pressure oscillations generated inside of flexibles used in dry gas applications that can cause unacceptable vibration levels and eventually failure of equipment. Because of the design of inner layer of the flexibles, the carcass, the frequency of the pulsations is high, potentially leading to fatigue failures of adjacent structures in a relatively short time. The traditional carcass is made of a steel strip formed into an interlocked s-shape in a series of preforming and winding steps. To enable bending of the pipe, gaps are present between each winding with a shape that can cause FLIP. The gaps can be reduced, and the profiles optimized, but they will always be able to generate FLIP at a certain gas velocity. To remove the risk of FLIP in dry gas projects and ensure that operator does not get operational constraints, an alternative carcass design has been developed. This is essentially a conventional agraff carcass but with an additional cover strip to close the gap, making the resulting carcass nearly smooth bore in nature. With a smooth bore this carcass can be used for flexibles which have a risk of FLIP or to produce pipes with a lower internal roughness. This alternative design can be manufactured and can therefore build on the large manufacturing and design experience of the traditional strip carcass. This alternative carcass technology is to undergo a full qualification process, in which the risk of flow induced pulsations is an essential component. With the investigated alternative carcass design, the cavities present in the traditional agraff designs are covered. It is expected that the risk due to the appearance of FLIP is therefore eliminated. Theoretical analysis, numerical simulations and scaled experiments are used to explore the risk for the alternative technology to create FLIP. The theoretical analysis is based on existing knowledge and literature. The numerical simulations and scaled tests are done to generate direct evidence for the end statements resulting from the qualification process. Numerical simulations follow the power balance method presented by the same authors in earlier papers. The same applies to the techniques used for the scaled tests. The main outcome of the qualification presented here are the pressure drop performance and the anti-FLIP capabilities of the design. The new design performs significantly better than the nominal design carcass for the same purpose. The pressure drop coefficients found are close to those expected for a normal, non-corrugated pipe, and thus the recommendation given by the API 17J standard does not apply to this design. The pressure drop coefficient is dependent on the installation direction of the flexible with respect to the flow. No signs of FLIP are found for the nominal design of the investigated carcass technology. This is the case for either installation direction. This is explained from a theoretical point of view, but also numerical and experimental evidence are provided.

The measurement of symmetry and nominal position deviation from theoretical point of view is not a problem, the main issues appears when these theoretical aspects aren’t applicable in industrial practice. The problem addressed in this paper is to identify the possibility to develop a method for the intermediary control like a necessity to industrial practice but for a small series production.A theoretical analysis was developed in order to identify the measuring possibility of symmetry and nominal position deviation for a specific keyway. Using chart ideas and making a case study, we thought to find a practical solution of the intermediary control for specific keyways gears, in small series production case. The research tries to highlight some common and distinct aspects specific for those measuring methods and to solve the issue of intermediary control for a small series production in case of gears internal keyways.

Background Critical thinking is an important student learning outcome in all psychology courses and included in the American Psychological Association’s (APA’s) goals for the undergraduate major. Objective The purpose of this study was to test the effectiveness of integrating a general model of critical thinking into the instruction, assignments, and discussions in an online course on students’ development of critical analysis and evaluation skills. Method Two raters scored 34 students’ written responses on a critical thinking test administered at the beginning and end of the semester that had students analyze psychological studies as reported in media reports and evaluate position statements on a controversial issue. During the term, students completed assignments on identifying the parts of a scientific study and discussions on identifying weaknesses in thinking. Results Students showed large gains in critical analysis and critical evaluation scores from pretest to posttest. Specific comparisons revealed that students significantly improved their abilities to identify the theoretical point of view of a study, relevant psychological concepts, assumptions, and implications. Conclusion Integrating critical thinking in a direct way into a course can lead to substantial improvements in critical thinking over the span of a single semester. Teaching Implications The conceptualization of critical thinking used is broadly applicable to any psychology course at any level of education.

In this paper we introduce a novel block cipher based on the composition of abstract finite automata and Latin cubes. For information encryption and decryption the apparatus uses the same secret keys, which consist of key-automata based on composition of abstract finite automata such that the transition matrices of the component automata form Latin cubes. The aim of the paper is to show the essence of our algorithms not only for specialists working in compositions of abstract automata but also for all researchers interested in cryptosystems. Therefore, automata theoretical background of our results is not emphasized. The introduced cryptosystem is important also from a theoretical point of view, because it is the first fully functioning block cipher based on automata network.

In Auseinandersetzung insbesondere mit Bruno Latours Ansatz des »Iconoclash« wird eine kulturtheoretische Referenz bestimmt, die Graffiti als Version identifiziert, d. h. als semiotisch orientierte Veränderung räumlich situierter Ordnungs- und Regulierungspraxen. Ihnen kann, wenn auch nicht zwingend, eine subversive Qualität zukommen. Durch die Ausrichtung am Konzept einer Version wird beansprucht, Forderungen einer normativ weitgehend abstinenten, nicht-essentialistischen und für komplexe Fragen der Identitäts- und Raumpolitik offenen Forschungspraxis einzulösen.<br><br>The contribution attempts to integrate multiple perspectives of current largely heterogeneous graffiti scholarship. Referring to Bruno Latour’s concept »iconoclash«, we discuss graffiti from a cultural-theoretical point of view as a »version«. It appears as a semiotically oriented modification of spatially situated practices that regulate social life. Often, but not necessarily, these practices involve subversive qualities. The concept of »version« facilitates a non-normative and non-essentialist strategy of research. This enables an explorative research practice in which the complex matters of identity and space politics that are associated with graffiti can be addressed.

This paper examines the perspectives of rural NEETs in the information society. Our analysis focuses on the situation of three European countries—Bulgaria, Romania, and Turkey—characterized by a high share of rural areas and a population of NEETs. From a methodological point of view, we use alternative research methods (secondary data analysis) with statistical methods (simple linear regression). From a theoretical point of view, we will opt for a multidimensional analysis perspective: the theory of digital divide, digital inclusion, virtual mobility, etc. Through data analysis, we expect to obtain a more complete and detailed picture of the ICT situation in rural areas (level of digital skills, level of digital inclusion) to demonstrate the importance of ICT in optimizing virtual mobility for the living conditions of the population, especially the NEET population.

AbstractPhyllotactic diversity and developmental transitions between phyllotactic patterns are not fully understood. The plants studied so far, such as Magnolia, Torreya or Abies, are not suitable for experimental work, and the most popular model plant, Arabidopsis thaliana, does not show sufficient phyllotactic variability. It has been found that in common verbena (Verbena officinalis L.), a perennial, cosmopolitan plant, phyllotaxis differs not only between growth phases in primary transitions but also along the indeterminate inflorescence axis in a series of multiple secondary transitions. The latter are no longer associated with the change in lateral organ identity, and the sequence of phyllotactic patterns is puzzling from a theoretical point of view. Data from the experiments in silico, confronted with empirical observations, suggest that secondary transitions might be triggered by the cumulative effect of fluctuations in the continuously decreasing bract primordia size. The most important finding is that the changes in the primary vascular system, associated with phyllotactic transitions, precede those taking place at the apical meristem. This raises the question of the role of the vascular system in determining primordia initiation sites, and possibly challenges the autonomy of the apex. The results of this study highlight the complex relationships between various systems that have to coordinate their growth and differentiation in the developing plant shoot. Common verbena emerges from this research as a plant that may become a new model suitable for further studies on the causes of phyllotactic transitions.

Abstract Magnetic gels and elastomers consist of magnetic or magnetizable colloidal particles embedded in an elastic polymeric matrix. Outstanding properties of these materials comprise reversible changes in their mechanical stiffness or magnetostrictive distortions under the influence of external magnetic fields. To understand such types of overall material behavior from a theoretical point of view, it is essential to characterize the substances starting from the discrete colloidal particle level. It turns out that the macroscopic material response depends sensitively on the mesoscopic particle arrangement. We have utilized and developed several theoretical approaches to this end, allowing us both to reproduce experimental observations and to make theoretical predictions. Our hope is that both these paths help to further stimulate the interest in these fascinating materials.

The study of of course presented in this article has an applied, a descriptive and a theoretical aim. Since of course proves to be very frequent in English, learners will need to know what meanings the item has and in what pragmatic contexts it is used. It has indeed been shown that some learners tend to use of course in contexts where it is felt by native speakers to be inappropriate. In order to explain such inappropriate uses we need detailed descriptions of the semantics and pragmatics of of course. From a theoretical point of view such multifunctional items raise the question of whether semantic polysemy or pragmatic polysemy is the best explanatory account. It is argued in this paper that empirical cross-linguistic work can contribute to providing answers to all three research questions. First, the study of correspondences and differences between languages with regard to the meanings and uses of pragmatic markers is a necessary step in the explanation of learner problems. Second, the bidirectional approach to equivalents, which involves going back and forth from sources to translations, enables us to show to what extent the equivalents have partially overlapping pragmatic functions. An in-depth comparison of the semantic fields in which the translation equivalents operate is the ultimate goal. Third, the translation method helps to see to what extent a core meaning account is justified. In this paper three languages are brought into the picture, viz. English, Swedish and Dutch. The cross-linguistic data have been gathered from three translation corpora, i.e. the English-Swedish Parallel Corpus, the Oslo Multilingual Corpus and the Namur Triptic Corpus.

Identification of river flow regime and its possible changes caused by natural factors or human activity is one of major issues in modern hydrology. In such studies different approaches and different indicators can be used. The aim of this study is to determine changes in flow regime of the largest river in Poland—the Vistula, using new, more objectified coefficients and indices, based on data recorded in 22 gauges on the Vistula mainstream and 38 gauges on its tributaries in the multi-year period 1971–2010. The paper consists of three main parts: in the first part, in order to recognize changes in the flow regime characteristics along the Vistula, data from gauges located on the river mainstream were analyzed with the help of the theory of entropy. In the second part gauging stations on the Vistula mainstream and its tributaries were grouped; values of the newly introduced pentadic Pardé’s coefficient of flow (discharge) (PPC) were taken as the grouping criterion. In the third part of the study a novel method of determining river regime characteristics was applied: through the recognition of the temporal structure of hydrological phenomena and their changes in the annual cycle sequences of hydrological periods (characteristic phases of the hydrological cycle) on the Vistula River mainstream and its tributaries were identified and their occurrence in the yearly cycle was discussed. Based on the detected changes of the 73-pentad Pardé’s coefficients of flow four main types of rivers were distinguished. Transformation of the flow regime was reflected in the identified different sequences of hydrological periods in the average annual cycle. It was found that while transformation of the Vistula River regime occurred along its whole course, the most frequent changes were detected in its upper, mountainous reaches, under the influence of the flow characteristics of its tributaries. This allowed the Vistula to be considered the allochthonous river. These findings are interesting not only from a theoretical point of view, but they also can be valuable to stakeholders in the field of the Vistula River basin water management and hydrological forecasting, including flood protection, which has recently become a matter of growing concern due to the observed effects of climate change and human impact.
