Small and medium-sized enterprises in Russia: In search of the employment growth factors

During crises, discussions about the sources of employment intensify, including that of entrepreneurship. The growth of employment in the entrepreneurial sector is one of the national goals, which should be achieved up until 2030. However, the selection and verification of support measures requires the determination of the underlying growth factors. The paper proposes an econometric model, where the dependent variable is the growth of employment in the SME sector in the Russian regions over the previous decade. According to the results of the estimations, the creation of new companies is significant: one new enterprise creates on average 10 new jobs in small and medium-sized businesses, while a technological startup creates 60 new jobs next year. Employment growth in the last decade is higher in regions with growing incomes of the population, with good access to banking capital and large markets, and with low criminal risks. Increasing Internet accessibility contributes to the growth of the business sector; whereas nationalization of the economy is an obstacle. Employment is growing in SMEs in agricultural regions and decreasing in the centers of production. The efforts of the authorities should aim at lowering the barriers to market entry for the new companies, increasing access to capital, markets and the Internet, and stimulating the digitalization of the economy.

Particular attention is paid to the small and medium-sized enterprise (SME) sector, since it is this sector that is the driving force behind economic growth in the country, which is confirmed by a number of studies. The numerical superiority of small and medium-sized companies over large ones is obvious. Consequently, SMEs provide a significant share of the population with income and jobs. The quantitative growth of the sector contributes to the creation of new jobs, an increase in competition and labor productivity, an improvement in product quality, the development of innovations and an increase in the welfare of the population, that is, qualitatively favorable changes in the market and in the country's economy. Analysis of the state of the Russian SME sector, determination of its effectiveness and comparison with international practice is of great importance for drawing up a picture of differences, forming advantages and disadvantages, searching for options for its improvement. The relevance of the article lies in the fact that the development of the small and medium-sized business sector is one of the priority areas of state policy in Russia, therefore, stabilization of the situation and an early exit from the crisis period are very important for the Russian economy. The article discusses measures of state support for business that have been implemented in Russia since the beginning of the pandemic.

Demand for data analysis skills in the accounting profession is well documented and necessarily informs accounting curriculum and pedagogy. This empirical survey study focuses on small and medium-sized entities (SMEs), finding SMEs continue to use Excel spreadsheets extensively for data analytics tasks. SME cluster research suggests different adoption rates for technology between this segment and large firms. Investigating SME demands for skills and abilities of new job entrants differs from the large organizations that served as the original drivers of analytic skills and technology recommendations. Findings in this study suggest SMEs continue performing their leading accounting tasks using Excel spreadsheets, and lag in adoption of data analytics technology. SMEs are a significant business sector comprising 95-99 percent of firms in the U.S. economy, creating 65 percent of new jobs from 2000-2018 (USSBA 2019), and competing with large firms but with fewer resources. These findings will guide educators in SME markets.

Tourism is one of the industry sectors that contribute to the economy in the form offoreign exchange for many countries. With the presence of tourism will be the creation of new jobs. The participation of local communities in the company existing in its territory rafting will give rise to a sense of belonging to a destination. This research aims to know the participation of local communities in the BMW company rafting in the village of Rendang. Method of data collection is done by the way of observasi, in- depth interviews, and the study of librarianship. The technique of determination of the informant is done by means of purposive sampling, this research included in the qualitative research generates data deskriftif. With the presence of tourism opportunities, then revealing the many job opportunities that are owned by local people. Rock strength is a key factor in the tunneling efficiency of TBM construction. An issue needing special attention on the work site is how to determine rapidly and accurately the strength of the surrounding rock which makes a crucial reference for the choice of TBM tunneling parameters and corresponding support measures. In the study conducted on the TBM construction site of Zhongtianshan Tunnel, point load test (PLT) of rocks is adopted to measure the rock strength and the data is compared with those of the uniaxial compressive strength (UCS). Finally, the correlation between the two is revealed through regression analysis method.

After the reform of local government organisation and finance following Act 142/1990, Reforming local autonomy, Italian councils can exercise considerably more discretion in setting their expenditure and taxation levels; in this paper a model in the microeconomic tradition is developed to predict the likely changes in these councils' behaviour. The model is based on the assumption that local governments behave as if they were maximising a nested Stone—Geary utility function; at the first stage of the utility-maximisation process, they set up the overall level of taxation, and at the second level they decide how to allocate expenditure among the different services. The results suggest that in the first years after the reform a utility-based incremental budgeting model could explain the determination of expenditure and its composition. Although the model has strong microeconomic foundations, the interpretation of the results may need to be tentative because the data used in the estimation procedure are for a transition year from the old to the new system. The results of the estimated econometric model were then used to predict the likely changes in expenditure which will be brought about by the introduction to the system of a locally managed property tax.
