The general state of providing public security, in which a most important element is the degree of protection of the person from socially dangerous attacks, in any state, is directly related to the quality of regulation of some public relations that directly affect this criterion. Among such public relations, undoubtedly, take a special place the trafficking of civilian firearms for self-defense.

The purpose of this article is to reflect on what freedom of speech in the web is. In the age of universal freedom of access to the Internet, controversy is growing between supporters of full freedom and supporters of legal restrictions on the use of global Internet resources. Should the Internet be the space of unlimited freedom? Surprisingly enough, the answer to this question is not obvious, although intuitively one would like to answer in the affirmative. By definition, the Internet is an egalitarian tool of communication, a space for free creation and flow of content, for which the only limit is technology and human imagination, whose boundaries cannot be determined. The global network is a field completely unregulated and not bound by any rules. This situation is slowly changing and legislators and courts are beginning to set the boundaries of online proceedings. People posting content on the Internet must do so with precaution so as not to violate the limits of freedom of speech, especially in the field of broadly understood public security, crime, morality, public order, other people’s personal rights, and confidential information.

In modern conditions of the growth of unlawful acts, the volume of functional load of law enforcement agencies and their insufficiency on the population for effective activity, people’s squads are an interesting and rele-vant tool for ensuring public security. This study examines the formation and development of this institution, as well as the dawn of this civil association during the Soviet era. Currently, we can see the “rebirth” of this institution. The most problematic issues on the organization and legal status of the squads were resolved in 2014 with the adoption of Federal Law no. 44 “On the participation of citizens in the protection of public order.” One of the main activities of modern squads is the crimes prevention among the population. This activity is quite relevant. The people’s squad institute attaches great importance to ensuring regional security. In particular, there are 24 people’s squads in Tambov region, with a total number of more than 750 people. The people’s squad “Derzhava” effectively implements its activities on the territory of Tambov region. This squad remains a pioneer and leader in this activity in Tambov region.

The article is devoted to separate problems of legislative regulation of public order protection and public safety, combating crime, implemented by police officers. The main result of the study reflected in the article is the development of proposals to the current legislation regulating the activities of police officers to suppress and document violations of public order, as well as actions at the crime scene. The targeted changes to the current administrative legislation proposed under this article seem to improve the quality of police administrative activities at the scene of the incident when signs of administrative offences and offences are identified.

Security as a social category is realised intuitively (subjectively) and is not always subject to unambiguous (objective) assessments. The perception of various formations tasked with ensuring public security and order gives rise to extreme assessments, sparking numerous discussions on how to judge their functioning. In today’s world, it is hardly surprising that various services (including private services) operate in cities, ensuring the security of the residents. The aim of the article is to analyse the basic components which shape the social image of people and property security services in the public consciousness of the inhabitants of Słupsk – a medium-sized city in Poland . This has been researched on the basis of empirical surveys (questionnaires) diagnosing the assessment of the work and activities of security personnel. The research problem is the following question: What is the image of people and property security services in the system of security and public order, as perceived by the residents of Słupsk, a medium-sized Polish city? The quantitative research conducted for the purpose of this paper was carried out in the form of a diagnostic survey, and the technique applied were questionnaires.
