At present, the problem of environmental protection has come to a global level. In conditions of globalization of the world economy, population growth, massive urbanization, the level of exhaustion of natural resources increases. The requirements for resources used in production or for the organization of favorable social conditions far exceed the speed and volume of natural replenishment. This leads to the inevitable depletion of natural resources, which causes such problems as resource shortages, water and air pollution, lack of freshwater, climate change, loss of biodiversity, and so on. Proceeding from the aggravation of the listed issues, recently the concept of a "green" economy has been actively promoted in significant international platforms, in the world social-political and scientific circles. The growth of the popularity of the concept of a "green economy" is largely due to the numerous crises that the world faced, including Ukraine, in recent years, – above all, ecological, financial and economic. The implementation of the new green course involves minimizing the use of non-renewable resources for electricity production through investments in renewable energy sources. One more pressing issue related to the "green economy" is energy saving. Today, Ukraine's economy depends on the energy sources that need to be imported. In this regard, the problem of energy supply has always been and is one of the most urgent. Only through constant search for internal reserves, using work on technologies that in turn will reduce the energy intensity of productions, and using alternative energy projects will help to change the situation in the near future for the better. Ukraine has all the prerequisites for intensive development, extraction and use of non-traditional energy sources. The transition of the Ukrainian industry to a market economy makes large and enterprises of all sectors and leaders of all ranks think about the need to save fuel and energy resources.

The aim of this work is a comparative analysis of the level of development of microgeneration and energy-saving technologies in the framework of the national economy of Russia and the world. The relevance is predetermined by the rapid growth of the investment policy of microgrids and energy-saving technologies based on renewable energy sources (2.6 trillion dollars). Basic information research provided analytical reviews, reports and analytical materials, specialized international departments and agencies, the Ministry of Energy of the Russian Federation, as well as the work of Russian and foreign scientists. Understanding the large-scale tasks related to the development, as well as the development of national and international relations, are an incentive for the pursuit of cleaner, primarily technologies. By 2030, provided that the current course on sustainable development is maintained, the green economy should grow to 10 % of the gross world product. Microenergy is an energy-efficient energy source in the restructuring of Russia's energy sector - the transition from a centralized system, the use of large sources of electricity production, the use of various energy sources that are most suitable for these environmental conditions and the characteristics of natural consumers. Reducing the negative impact of pollution on health and the environment can significantly reduce the burden on the economy, thereby freeing up resources for its growth. The transition of the global economy to a model of green growth will require significant efforts to expand international cooperation. This will require consistent government policies over many years. It is advisable for Russia to join in the development of methodologies and the creation of tools for implementing green initiatives.

For this reason, the need for alternative energy sources has emerged. The fact that fossil fuels used in energy production will be exhausted and their damaging effects on the environment has made it inevitable for the world to use renewable energy. In Turkey, the following are the main energy sources used in electricity production: hydraulic sources, brown coal, natural gas, coal and fuel oil. The use of renewable energy sources in electricity production has shown a considerable development in the world over the past few decades. However, these energy resources have yet to be exploited to any large extent in Turkey. In this chapter, the range of potential renewable energy resources available for electricity production in Turkey will be analyzed in order to determine the necessary technical substructure to make these renewable energy resources more attractive.

Renewable Energy Sources (RES) have become increasingly desirable worldwide in the fight against global climate change. The sharp decrease in costs of especially wind and solar photovoltaics (PV) have created opportunities to move from dependency on conventional fossil fuel-based electricity production towards renewable energy sources. Renewables experience around 7% (in 2018) annual growth rate in the electricity production globally and the pace is expected to further increase in the near future. Cuba is no exception in this regard, the government has set an ambitious renewable energy target of 24% RES of electricity production by the year 2030. The article analyses renewable energy trajectories in Isla de la Juventud, Cuba, through different future energy scenarios utilizing EnergyPLAN tool. The goal is to identify the best fit and least cost options in transitioning towards 100% electric power systemin Isla de la Juventud, Cuba. The work is divided into analysis of (1) technical possibilities for five scenarios in the electricity production with a 40% increase of electricity consumption by 2030: Business As Usual (BAU 2030, with the current electric power system (EPS) setup), VISION 2030 (according to the Cuban government plan with 24% RES), Advanced Renewables (ARES, with 50% RES), High Renewables (HiRES, with 70% RES), and Fully Renewables (FullRES, with 100% RES based electricity system) scenarios and (2) defining least cost options for the five scenarios in Isla de la Juventud, Cuba. The results show that high penetration of renewables is technically possible even up to 100% RES although the best technological fit versus least cost options may not favor the 100% RES based systems with the current electric power system (EPS) setup. This is due to realities in access to resources, especially importation of state of the art technological equipment and biofuels, financial and investment resources, as well as the high costs of storage systems. The analysis shows the Cuban government vision of reaching 24% of RES in the electricity production by 2030 can be exceeded even up to 70% RES based systems with similar or even lower costs in the near future in Isla de la Juventud. However, overcoming critical challenges in the economic, political, and legal conditions are crucially important; how will the implementation of huge national capital investments and significant involvement of Foreign Direct Investments (FDI) actualize to support achievement of the Cuban government’s 2030 vision?

The article is aimed at developing strategic directions and introducing regulatory measures for the formation of Ukraine’s energy policy on the principles of energy saving and the development of renewable energy industry. On the basis of scientific works, the main organizational-economic vectors of energy industry sector development are systematized, which are associated with the formation of a favorable socio-political climate regarding the priority of using renewable energy sources in the fuel and energy complex; development of effective methods of both the State-based and the market-based regulation by the world community; coordination of the strategy of sustainable development of the world economy. It is determined that the energy saving policy should be based on a flexible combination of the State-based regulation and the market environment for the formation of the most acceptable stimulation mechanisms in the specific economic and political situations, which allows for the greatest economic benefit. It has been found out that the implementation of energy saving processes is impossible without the mass use of renewable energy carriers, which are a universal resource for processing to the right types of energy, are marked by energy independence related to obtaining economic benefits and contribute to the creation of an ecological friendly environment. In the perspective, the energy saving processes, the transition of the national economy to wide implementation in the production of high-tech technologies and the use of renewable energy sources should become the determining factors of Ukraine’s energy strategy.

Energy security and independence is one of the key points in sustainable development. In modern conditions of rapid growth and development of technologies, more and more attention is paid to finding practical solutions for environmentally friendly and inexpensive energy production. For a long time, scientists from various fields of scientific activity around the world have been engaged in the development and use of alternative energy sources. The share of renewable energy sources in the generation of electricity around the world is growing steadily, which indicates an increase in the use of energy obtained from alternative sources, such as, for example, wind and sun. These trends testify to the desire of consumers to abandon the use of fossil energy sources and nuclear power plants as much as possible in order to ensure further sister development. Under the current conditions of the COVID-19 pandemic, the demand for electricity worldwide has decreased, however, as the study shows, this pandemic has not affected the development of renewable energy. The article analyzes modern trends in the development of renewable energy, taking into account the experience of the EU countries and leading countries of the world in this area. As a result, it was concluded that in modern conditions, to achieve sustainable development, transformation processes are needed in such an important area as energy. Various processes in the global economy, which contributed to the intensive development of alternative energy sources, served as a powerful impetus for such changes. Many countries have made significant progress in the development of renewable energy.

In our study, from a theoretical and practical standpoint, the directions of green financing in various elements of the green economy were analyzed. In Russia, by the beginning of 2015, the portfolio of investment projects in the field of renewable energy sources amounted to more than 100 billion rubles. Until 2025, the Ministry of Natural Resources intends to attract about 3.5 trillion rubles in the development of renewable energy sources. In January 2019, the national project «Ecology» was approved in Russia, where 19.9% is government funding, the rest is a great potential for the development of green financing for all 11 Federal Projects, especially BAT. The article presents successful green finance projects in Russia and abroad.

The 20st century was the beginning of an intensive use of renewable energy sources, including bioenergy. The rational using of natural resources in the world has been investigated.The long period comparison of the variables acreage in Ukraine and Polissia Region has been done. The analysis of land use in Rivne region has been ordered. The agricultural lands are involved for growing crops, particularly in Polisskiy. The characteristic of natural conditions of Polissia Region of Ukraine has been done.The wetlands low capacity of land not used in Polissia region and gradually become forests. A growing energy willow on Polissia Region has been ordered. For willow natural conditions are most favorable in this region. The characteristic of energy willow biomass has been investigated. The technology of growing of energy willow has been done. The experimental plantations of willow give a high yield of biomass. The efficiency calculation of growing energy willow has been done. The model of growing energy willow has been done.

The article analyzes the procedure of buying the electricity according to the feed-in-tariff (FIT) and the model («Typovyi») Power Purchase Agreement, in connection with the introduction of a new electricity market and the order of Renewable producers` business. Specific features of the model Power Purchase Agreement conclusion between Renewable producers and the Guaranteed Buyer are defined. It also analyzed the differences between the model Power Purchase Agreement and the oriental agreement as well as researched a mechanism of investors protection who would invest in the Renewable projects. The authors of the article have made a comparative analysis of the different Power Purchase Agreement`s editions, in particular: actual model agreement form and oriental agreement according to which the Renewable producers are no longer work but the provisions contained therein make it possible to analyze the process and the reasons for adoption of the new one form. Effectiveness of a new electricity market introduction from July 1, 2019 depends on the regulation of the activities for all the market participants. Special operating conditions have been provided for the Renewable electricity producers. In particular, with the introduction of a new market, Renewable electricity producers began to sell electricity to the Guaranteed Buyer, the successor of the SE «Energorynok». However, in order to implement the new procedure of work for the Renewable producers, the Regulator needed to approve certain regulatory acts. With this purpose, in September 2018, the National Commission for State Regulation in the Fields of Energy and Utilities published a draft resolution «On approval of regulatory acts regulating the activity of a guaranteed buyer and purchase of electricity at feed-in-tariff», which contained the form a new model contract for the sale of electricity at feed-in-tariff between a Guaranteed buyer and an entity that produces electricity using alternative energy sources as well as the order of purchase and sale of electricity at FIT. As rightly expected, the approval of these regulations is an important element not only for functioning of the new electricity market, but also for the continued growth of electricity production from renewable energy sources and attracting international investments.

The article examines a set of issues related to "green energy" in the world, problems and opportunities from the introduction of alternative energy sources for greening the economy, developing sustainable economy and preserving human potential. Analytical works of some Ukrainian authors have been studied, in which the current state, obstacles to the realization and prospects of "green energy" in the world have been determined. The purpose of the article is to refute the allegations about the need to immediately stop the introduction of "green technologies", including the construction of solar stations. There are two opposing views on the need for green energy, which have been being discussed around the world for the past few decades. The most popular evidence from both sides on this issue is given, in particular, that the planet can be saved only through the active use of renewable energy sources, and on the other hand, that "green energy" at the current level of human development will cause even more environmental and economic problems. The arguments most often expressed by opponents of the active introduction of "green energy" are highlighted, namely: the high cost of new technologies compared to existing types of generation; the inability of "green energy" to solve the problem of warming on the planet with reference to scientific research on the amount of CO2 emissions from different types of generation as a major factor in warming; danger to the energy systems of all countries of the world due to the instability of energy production by natural factors. Counter-arguments on these issues are provided and evidence of the ability and necessity to use clean technologies is provided. The problem, on which the opinions of both parties coincide, is highlighted - the reluctance of "green" investors to spend money on storage systems, energy storage and stabilization of energy systems due to their high cost, size, insufficient energy consumption and insufficient duration of work. It is noted that the issue of developing the latest energy storage and stabilization systems and their installation at new and existing RES stations needs to be addressed immediately, but is not an obstacle to the further development of green energy.
