The objective of paper is to study the progression of the Colombian film industry and the birth of its film policy. By analyzing the new laws and the distribution of funds around the Proimágenes Program of the Ministry of Culture we identify that the creation of the Ministry of Culture (1997) and the Mixed Fund for Film Promotion-Proimágenes is the first milestone, followed and complemented by the Film Law (2003) that institutes the Film Development Fund (FDC) and the Film Law (2012), which attracts foreign companies and approves the Colombia Film Fund (FFC).

The study is focused on the legal regulation of state support for the creation of innovative medicinal products. Establishment of the measures of state support for scientific research for creating innovative medicinal products within legislative acts and by-laws should help to increase the competitiveness of the pharmaceutical industry in Ukraine. The government declares the provision of support for scientific research in the field of creating innovative medicinal products. The legislation establishes the conditions for registering an innovative project, provides the maintenance of the Register of scientific institutions that received the state support. A detailed characteristic of the existing means of the state support for scientific research in the pharmaceutical industry is provided. The state supports innovations by establishing tax incentives for research institutions and providing funding for some innovative projects. Support for innovations is carried out by the State Innovative Financial and Credit Institution, the National Research Fund of Ukraine and the Innovation Development Fund. Funding for the creation of innovative medicinal products can be realized through public and private partnership. The scholars have declared their propositions regarding the introduction of specific measures of the state support for innovations in the field of creating new medicinal products. It has been offered to amend the current legislation on the issues of state funding of scientific research in the sphere of developing new medicinal products. It is necessary to delineate the competence of various funds for promoting innovations in relation to supporting innovations in the field of pharmacia. It is important that the law should provide the procedure and conditions for supporting public and private partnership projects at the expenses of funds for promoting innovations.

This chapter first analyses the two decades of policy development and debate that lay behind the creation of the Film Council. It details the rebirth of interest in film policy and consequent key interventions made by successive Conservative governments after 1979. The Conservatives’ deployment of film tax relief along with their use of the National Lottery as a funding body for film production is described. Next, the New Labour government’s invention of the Film Council in 2000 is considered, noting the diverse policy moves behind this and role of the Film Policy Review Group. The major impact of the creation of the Film Council on the veteran British Film Institute’s status and range of activity is made clear. The chapter highlights how New Labour’s deployment of the dual logics of using expertise and seeking rationalisation together changed the face of film support.

This chapter addresses the lack of adequate global infrastructure and the limits imposed on global growth, prosperity, and quality of life. Inadequate infrastructure causes loss of lives, constrains economic progress, and exacerbates climate change. To address the infrastructure gap between what is being constructed and what is genuinely required, the author proposes the creation of a development fund, which will require international collaboration and cooperation, to make available a substantial amount of capital and dedicate it to projects that contribute to the betterment of society. This development fund will not only improve infrastructure but also enhance the quality of many lives.

The chapter on Montenegro discusses the circumstances in which Montenegrin cinema developed since its independence in 2006. It highlights how rapid socio-economic development, the strengthening of national identity and Euro-Atlantic integration processes, brought opportunities for the revitalization of film industry. New policies and institutions, such as the new Law on Cinematography (2015) and the establishment of the Film Centre of Montenegro (2017) supported such growth, evidence of which is the increased number of film companies and their role in providing production services to foreign companies that choose Montenegrin locations for their shoots.

The Egyptian film industry has gone through dramatic changes since the early 2000s. One tangible consequence of such changes was the production—whether intentional or not—of protest films that expressed opposition to prevailing viewpoints and sought to break the taboo on key sociopolitical issues. Not only do these films serve as historical documents reflecting the state of society, but they also proved to be efficient tools of soft influence and mobilization, and they contributed to the creation of a new dynamic that inspired people to take to the streets on 25 January 2011. Based on the analysis of a large sample of blockbuster films, this article sheds light on the roles played by Egyptian cinema between 2001 and 2011.

The Lisbon Strategy, and building of the KBE (Knowledge Based Economy) – make faster the changes of technological systems, social and economy – on level of countries, or regions and companies. The especially accents there are into innovations, the knowledge values and co–operations, into R&D connected with economy. The main goal is to modernize technology, management and organization, environment and other areas of activity of enterprises. After year 2004 – during the integration process with EU there are the advantageous terms of approach to knowledge, technology and wide understanding innovations – by participation in EU Programs and higher level of FDI. The research of Polish steel branch show that foreign companies are more interested in innovations and going to stable lifting the knowledge and skills than polish companies. This phenomenon causes the creation of technological gap between enterprises in the same branch, and also between the different countries – for example nations belonged to „old EU” and new one countries.

This article represents the first attempt in Ukraine of complex interdisciplinary investigation of the history of Australian film development in the XX-th century in the context of Australian culture. Analysing films in historical order the peculiarities of each decade are taken into consideration. The periods of silent films, sound films and colour films are analysed. The best film productions, their film directors and prominent actors are outlined. Special attention is paid to the development of feature films and documentaries. The article concentrates on the development of different film genres beginning with national historical drama, films of the first pioneers’ survival, adventure films. It is shown how they contribute to the embodiment in films of the main archetypes of Australian culture, the development of Australian identity. After World War I and World War II war films appear to commemorate the courage of the Australian soldiers in the war fields. Later on the destiny of the Australian women white settlers’ wives or native Australians inspired film directors to make them the chief heroines of their movies. A comparative analysis of films and literary primary sources underlying their scripts is carried out. It is concluded that the Australian directors selected the best examples of Australian national poetry and prose, which reveal the historical and social, cultural and racial problems of the country's development during the twentieth century. The publication dwells on boom and bust periods of Australian film making. The governmental policy in this sphere is analysed. Different schemes of film production and distribution are outlined to make national film industry compatible with the other film industries of the world, especially with the Hollywood. The area of a new discipline - Australian Film Studios - is studied as well as the works of Australian scholars. It is clarified in what Australian universities this discipline is taught. It is assumed that the experience of Australia in this sphere should be taken by Ukraine.

AbstractThe creative industries have had a major impact on cultural policy, and it is often argued that these industries can be a vehicle for regional growth. Using regional film production in Norway as a case, I discuss the creative industries, the cluster concept and its impact on policy. I analyse two film policy documents from 2007 and 2015 in order to show how the issue of size and critical mass is an unsettled topic within the creative industries, and I question the relevance of film as an economic and regional development tool in a country with a small film industry, such as Norway. This article shows that the creative industries concept, adopted from international discourses, especially creative industries policies in the UK, has influenced Norwegian film policy, reducing the importance of cultural objectives and increased the focus on the business potential and economic aspects of culture.

RESUMEN El presente artículo brinda una mirada panorámica del exilio español a México tras el estallido de la Guerra Civil española en 1936. Se inicia con un recuento histórico de las vidas de los exiliados españoles, desde la llegada de los niños de Morelia y la creación de La Casa de España hasta su eventual adaptación al país que los recibió. Se discuten brevemente las dificultades a las que se enfrentaron los exiliados tras su llegada, para después puntualizar la manera en la que su integración repercutiría en la vida cultural, académica y científica del México de la época. Además de lo anterior se dedica un espacio a Luis Buñuel y sus aportaciones al cine mexicano. Independientemente de que la llegada de Buñuel a México se da por razones distintas a las de los exiliados su estancia en el país coincide con la de otros compatriotas exiliados. ABSTRACT This article offers a panoramic view of the Spanish exile to Mexico after the outbreak of the Spanish Civil War in 1936. It begins with a look back at the lives of the Spanish exiles; from the arrival of Los niños de Morelia and the creation of La Casa de España up until their eventual adaptation to the country that received them. The difficulties that the exiles faced after their arrival are briefly discussed to later point out how their integration influenced the cultural, academic and scientific Mexico of that time. In addition to what’s previously stated, there’s a space dedicated to Luis Buñuel and his contributions to the Mexican film industry. Aside from the fact that Buñuel’s arrival happens for different reasons from the exiles’, his residing in the country coincides with that of other exile countrymen.

Different platforms of collaborative work oriented to the audiovisual have proliferated in the last ten years, offering solutions for diverse problems of the creation; from the help to the search of financing, networking, talent search, script reading, among others, they are announced like options only for professionals. The platforms try to break through as a globalized collaborative creation alternative, in a more horizontal side, within the already very vertical and even dictatorial film industry. In addition, a distinction is made between the concepts of collaborative, collective and participatory creation, in order to arrive at a definition of what are the types of platforms on which the article focuses. Thanks to interviews with representatives of the Nerdeo, Filmarket Hub and Frameio platforms, we will learn about project data made by managing the platforms and how they interact with the agents present in the audiovisual creation chain.
