The formation of a new State regional policy in Ukraine on the basis of a combination of both the sectoral and the territorial approach requires comprehension of the functional direction of territories. The key point at that is a typologyzation of the territories of Ukraine on a functional basis, their delineation and concretization for the purposes of the State policy. The article is aimed at specifying and proposing the definition of coastal territories for the purposes of the State policy of regional development on the basis of an analysis of the achievements by domestic scholars, as well as the current legislation of both the European Union and Ukraine. The analysis, carried out by the author, showed that the current legal framework of Ukraine does not regulate all types of territories to which the State policy of regional development is directed. Such territories, in particular, include coastal territories. In the course of research, the methodology of typologyzation of coastal territories in the European Union is disclosed; an analysis of the segregating coastal territories by domestic scientists is carried out; a critical review of Ukrainian legislation on the interpretation of the concepts related to coastal territories is accomplished. The definitions of «coastal territories» and «coastal territorial community» are substantiated and suggested for the purposes of the State policy of regional development of Ukraine, taking into account the changes introduced by the decentralization reform.

Topicality. One of the main tasks of the state regional policy is to stimulate the development of the regions, and, taking into account the successful experience of the European Union countries on this issue, the primary task and the main goal of the state regional policy should be connected with to reduction of disproportions of social and ecological and economic development. Balanced development of the regions is a necessary prerequisite to achieve the effectiveness of the state regional policy, which will ensure the social and economic development of the country as a whole. State regional policy requires that achievement of its goals should be gained by means of modern mutually interconnected mechanisms, as well as, provision of them with all the necessary resources for their implementation. Taking into account the experience of developed countries and the goals set in many normative and strategic documents of Ukraine on reducing the disproportionate development of regions, it is necessary to consider positive trends in preventing and overcoming divergent processes on the basis of reducing regional development imbalances in a context of the administrative-territorial reform of Ukraine and creation of new effective tools for legal and institutional structural impact on the development of regions of Ukraine. Aim and tasks. The purpose of the article is to study an experience of the European Union countries regarding the assessment of disproportionality in development of regions and measures aimed at reducing regional development imbalances, as well as the implementation of such experience in accordance with Ukrainian realities. Moreover, a scope of objectives of the current study includes allocation mechanisms of regional policy of the EU according to characteristics of the areas that are subject to state intervention for a further implementation of the positive experience of the EU countries in the aspect of overcoming the disproportions of regional development, as well as, development of practical recommendations for improving institutional support and assessment tools for measuring disparities of regional development in Ukraine. Research results. A foreign experience regarding assessment of regional disproportions is being considered within the article. Approaches to selection of indicators for assessment of disproportionality of regional development and features for definition of indicators, which perform as stimulators or as de-stimulators in different countries depending on local features of territorial development, - are analyzed. It was found that the practical difficulties arising from the use of GRP per capita, as a universal indicator characterizing the level of economic development of the region in the EU countries, - are related to a difficulty in choosing of method for determining the of output volume in conditions where activity goes beyond regional boundaries because of the fact that national statistical offices apply different approaches to calculation of this indicator. It was established that the development of a method for assessing of intra-regional disproportionality in the development of regions in Ukraine is complicated due to lack of a necessary statistical base provided by all necessary indicators at all levels; therefore, the proposed algorithm for comparing statistical information on monitoring of different levels of development of the country's territories will enable further development of a set of mechanisms that will stimulate socio-ecological and economic development at the regional level and will increase a regional competitiveness. The article provides recommendations on methodical provision of state evaluation of disproportionate development of the regions of the country; and proposes an algorithm for the implementation of statistical information on monitoring the levels of development of regions based on the European experience of organizing statistical and territorial division on economic grounds. Conclusions. It has been established that in different countries of the European Union there are different approaches and methods used to identify areas in which disproportions of development are inherent; factors that serve as a source of developmental imbalances are also perceived differently, hence the choice of indicators that can be used to measure the detected imbalances is a subject of consideration by each EU country separately. In some EU countries, as in Ukraine, there is a problem with the collection and processing of statistical information at the NUTS III level, which corresponds to the Ukrainian administrative-territorial division of rayon level (district) or a group of rayons (group of districts). Development of the method for assessing of intra regional disproportionality in the development of regions in Ukraine is complicated due to lack of adequate statistical base provided with all necessary indicators at all levels, therefore the proposed, within the current study, - algorithm for comparing statistical information on monitoring of different levels of development of territories of the country will provide further development of a set of mechanisms that will stimulate social and ecological and economic development and increase the regional competitiveness. Methodological basis for assessing of disproportionality of a regional development is the subject for further research in this area and provide a perspective for a study of intra-regional disproportions of development as a separate issue in the context of administrative-territorial reform in Ukraine.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The aim of the article is to research the modern practices of Ukrainian state cooperation with international organizations in the sphere of development and implementation of the regional policy for discovery of types of those interactions under the decentralization reform. Albeit the huge number of publications on the current problems of implementation of regional policy and decentralization reform, the most biggest part of authors understand cooperation between Ukraine and international organizations on regional policy as cross-border cooperation and cooperation of bordering communities of Ukraine and EU member-states. Base on the open data analysis of the state authorities of Ukraine authors provide conclusions that the sufficient part of the financial support provided by EU for assisting Ukraine in development and implementation of the state regional policy is equal or bigger than the amount of state support provided for implementation of the cross-border cooperation projects. Authors reviewed significant empirical material and practices of interactions on support for Ukrainian regional development between Ukraine and such international organizations as European Union (EU), Council of Europe (CoE), United Nations Development Programme (UNDP), Organisation for Economic Cooperation and Development (OSCD), German Society of International Cooperation (GIZ), US Agency for International Development (USAID). Article proposes summarizing of modern trends in the sphere of development and implementation of the state regional policy. The Authors underlined a format of those interactions and proposed ways for increasing of cooperation with international organizations through the improvement of legal, institutional, organizational and methodological capabilities of the public management of regional development policy. Practical aim of this publication is development and implementation of scientifically based approach for increasing efficiency of Ukraine’s cooperation with international organizations in the sphere of development of regional policy. Based in the analysis of implementation of technical assistance projects and programs authors provided their proposals for increasing their efficiency. In addition, recommendations are given to the state authorities on the consequence of project’s results and objectives with a new State strategy on regional development for 2021-2027.

Abstract. The article examines the features of the state regional policy of Ukraine and financial and credit mechanisms for its implementation in 2016—2019. The purpose of the article is to determine the possibilities of using various financial instruments in the state strategic development of regions and cities in the implementation of the integration strategy of regional development management of Ukraine. The methodological basis of this research are projects of international technical assistance, statistical information of the Ministry for Communities and Territories Development of Ukraine, the State Statistics Committee of Ukraine, strategies and strategic plans for urban development. The normative-legal basis of realization of the state regional policy in Ukraine is investigated. Models of financing regional policy depending on the leading role of regional development actors and the predominance of external or local resources for new initiatives are identified (model «top development», «external development», «internal development»). The financial instruments used to implement the strategic development plan of the region and the city (budget, investment, credit, grant) are studied. The projects and programs implemented in Ukraine in the field of decentralization and regional policy are summarized. The practice of using financial instruments of state strategic development on the example of the cities of Central and Eastern Ukraine (Dnipro, Zaporizhia, Kharkiv, Kryvyi Rih, Poltava) is studied. It is proved that the resources of the state budget are the main source of funding for infrastructure investments in the region and the city. Problems of regional strategies implementation are highlighted: ineffectiveness of existing mechanisms and tools for strategy implementation, lack of clear correlation between budget and strategic planning, insufficient amount of funding and its unpredictability, lack of regional development strategies with adequate financial resources. The directions of improvement of the state regional development are defined: expansion of the international and regional relations, intensification of receipts in the city (foreign and internal investments), formation of investment positive image, development of public-private partnership, distribution of corporate social responsibility policy. Today, the different speeds of regional development and the preservation of unresolved structural contradictions, which have a pronounced regional dimension, have become one of the main foundations of political reconstruction in the growth of changes to ensure national security. Favorable regional institutional environment creates opportunities for optimal use of resources of the territory, which is the basis for ensuring the proper quality of life of the population of the region, eliminating all possible dangers at all levels. The strategic objectives of regional policy are to increase the competitiveness of regions and strengthen their resource potential, ensure human resources development, development of interregional cooperation, it is clear that under conditions of stable functioning of the security system at the regional level and thus the national system. In addition, the regional policy of the state - targeted actions of the state aimed at balancing the conditions of regions and their results, improving the use of aggregate regional resources and opportunities that can be implemented against the background of comprehensive security actions in all areas, including local levels. The mechanism of implementation of state regional policy, which can be defined as a system of specific state levers and organizational and economic means by which state influence on the spatial organization of society, provides socio-economic development of regions, improves the structure of their economic complex. That recently, due to the crisis situation in the country and military action, the system of state regional policy has paid considerable attention to the system of ensuring the security of the region from possible threats and challenges that may cause national dangers. The main components of the integrated mechanism of state regional policy of Ukraine, as defined by current regulations, are: the relevant legal framework, budget and financial regulation of regional development, forecasting and programming, development of various forms of territorial organization of productive forces. Legislative regulation at the international level of regulatory relations creates favorable conditions for a single legal activity related to national security, which, in turn, includes organizational and communicative tasks in the implementation of domestic and foreign policy at all levels.

The article analyzes scientific approaches to the interpretation of the concept «smart-specialization». It investigates the specifics of smart specialization in the European Union (EU). National/regional innovation strategies for smart specialization RIS3 must be based on four «Cs» smart specialization principles – Tough Choices and Critical mass; Competitive Advantage; Connectivity and Clusters; Collaborative Leadership. The article emphasizes «the entrepreneurial discovery process» which includes entrepreneurial actors, researchers and the remainder of society as innovation users in addition to public administration. The reasonability of defining the term «smart specialization» in the Law of Ukraine «On Innovation Activity» as innovative approach aimed at realization of unique combination by state planning documents of competitive advantages of corresponding area and innovation development activity. To realize planning strategy for regional development in Ukraine on smart specialization principles, this article proposes to amend: the Law of Ukraine «On the Priority Directions of Innovation Activity in Ukraine» (Article 4), which should establish the Strategic Priority Directions of Innovation Activity in 2021-2030 for national, sectoral and regional stages as a basis for state-funded priorities under state planning documents on smart specialization; the Law of Ukraine «On principles of State Regional Policy» with specification of state regional policy priorities on state, regional and local stages; European smart specialization practices; determining exclusively by this Law of the algorithm of design, coherence, approval and implementing of State Strategy for Regional Development, regional and local strategies for development on smart specialization principles; compiling of a publicly available national multistage info-analytical platform for electronic verification of state planning documents.

Problem setting. The issue of state regulation of cross-border cooperation turns out to be increasingly topical in terms of global European integration processes. Considering higher living standards and opportunities for social development in the neighboring countries of Ukraine, the expansion of cooperation of the border territories is worth doing for the purpose of their further development and more efficient resolution of common problems, which will contribute to the social and economic development of the border territories. Recent research and publications analysis. The issue of cross-border cooperation has been addressed in studies of R. Bilyk, T. Brus, F. Vashchuk, S. Horbatiuk, O. Horbach, I. Zhurba, Z. Zazuliak, V. Kovaliov, Y. Navruzov, R. Pasichnyi, I. Studennikov, S. Tkalenko, et al. Different aspects of formation and implementation of the state regional policy of European cross-border cooperation have been outlined in works of the scientists V. Vakulenko, I. Dehtiariova, I. Krynychna, V. Kuibida, Y. Makohon, N. Mikula, S. Romaniuk, and others.Highlighting previously unsettled parts of the general problem. Given numerous studies of the mentioned problem, domestic scientists have not addressed the issues of state regulation of cross-border cooperation and specifics of the state policy of Ukraine in this area sufficiently. Paper main body. Formation of a new state policy in the context of integration of Ukraine into the European Union stipulates the importance of searching for new ways of cross-border cooperation as a vital part of the regional policy, and put an emphasis on cross-border cooperation in the policy of partnership of our country with European countries. Considering that western regions of Ukraine, besides ETC, can establish EGTC, it is important to use such forms as clusters, partnership, industrial zones, etc., more efficiently within cross-border cooperation. The aim of cross-border cooperation is to seek a mutually beneficial format of the implementation of national interests and strategical priorities of the outlined partners. As Ukraine as the Republic of Poland must embrace in their partnership the essential areas of international cooperation for maximum rapprochement with the European Union. Ukraine should make every effort at the state level to increase the competitiveness of the border regions by activating and developing cross-border cooperation, which in turn would contribute to the establishment and advancement of economical, ecological, cultural, scientific, social, technological, and travel relations between the subjects of those relationships. Conclusions of the research and prospects for further studies. The conducted research allows concluding that the potential of cross-border cooperation between Ukraine and the European Union is not used to the full. European territorial structures involving Ukrainian regions did not become an organizational and financial platform for coordination of cross-border cooperation. In order for Ukraine to implement the intention to integrate into the European Union and deepen its international cooperation, collaboration within the European Territorial Cooperation must be activated. Specific for the Western Region geographic proximity with the European Union, experience of cross-border cooperation, and existing network of institutions should contribute to the activation of development of the region and multidirectional collaboration between the Ukrainian regions and EU countries. Therefore, it is worth to remove all the obstacles on the way to the reformation of the tools for cross-border cooperation, and promote the formation of friendly relationships and improvement of teamwork between countries of the Western Border Zone.

The main goal of the research is to analyze modern aspects of decentralization process in Ukraine, taking into acount the peculiarities of its functioning and development, the perspective ways of its development. The article presents the peculiarities of decentralization development in Ukraine. Some decentralized models of different countries of the world are analyzed. Some special forms of governmental support of territorial communities in Ukraine are given. Among them there are informational, methodical, financial, organizational issues. The appropriate projects and programs which were implemented in Ukraine and supported by the European countries and international organizations are described. It is established that today Ukraine's long-term plan of activities as for the reforms' implementation is financially supported by such international financial and donor organizations as the Swiss Cooperation Office, the Canadian International Development Agency, the Eastern Europe Foundation, the PAUCI Foundation for Ukrainian-Polish Cooperation, the European Union. It has been proven that through economic programs, investment projects and contracts at the local level some issues of economic development, landscaping, social assistance, culture and health care can be solved The financial incentives for the effective development of local communities in terms of intergovernmental transfers and donor financial assistance are substantiated. It was found that as a result of tax reform and reform of inter-budgetary relations, local authorities receive additional financial resources to fulfill a significant number of their own and delegated powers. It is emphasized that the state assumes responsibility for the social status of its citizens. That means the policy pursued at the state level should be consistent and socially responsible. The management system of the State Regional Policy (RPM) in Ukraine is observed. It was found out that some uninvolved potentials of the Ukrainian development at different levels of functioning should be activated. According to that it is planned to develop and improve new system of State Regional Policy management by implementing the efficient programs and projects. It is established that the State Fund of Regional Development (SFRD) has been established at the governmental level in order to support investment programs and projects of local and central executive bodies and local self-government bodies. It has been proven that as a result of financial decentralization a new model of the budget and tax system can be formed.

Annotation. Introduction. Strategic management of the region – management activities aimed at achieving the goals in an unstable competitive market environment, including diagnostic analysis of the region. Purpose. The aim of the article is to study the management of regional development in the system of state regional policy at different levels, which is the prerogative of functional management of the region, identifying problems and forecasting socio-economic development of the region, developing strategies and ways to improve state regional policy in transformational conditions. Results. State regional policy in Ukraine allows to consider the composition of subsystems of the region on the basis of the theory of organization, can serve as a basis for systematic analysis of the region depending on the scale of management, production capacity, population and market infrastructure. The basis of regional planning is a reasonable formation of its goals and criteria. The development strategy of the region should be based on the theory of program-target management and provide for setting strategic and tactical goals, as well as criteria for achieving them – quantitative indicators that determine the extent or composition of the assessment of the goal compared to other possible options for regional development. Conclusions. At present, the sphere of the state regional policy is being reformed, which should take into account the provision of balanced development of the state and its regions. Asymmetry and problems of development of the territories of Ukraine are connected with many negative phenomena. The state regional policy should be aimed at creating a single integrated space, taking into account the European experience and new approaches to its improvement. Difficult economic situation in the region; budget problems do not allow for expanded production, so it is advisable to apply strategies of “fire extinguishing”, “retreat”, “guerrilla warfare”, “reduction” and “elimination”. The article describes the peculiarities of the formation and implementation of state policy for the development of various branches and spheres in the context of European integration of Ukraine. The degree of effectiveness of the Association Agreement between Ukraine and the European Union in various branches and spheres has been determined. The problematic aspects and contradictions of the state policy of development of various branches and spheres in the context of the implementation of the Association Agreement are highlighted. The ways of transformation of the state policy of development of various branches and spheres in the conditions of European integration of Ukraine are determined.
