In modern conditions of territorial development, rational processes of urbanization are especially important. Lessons of economic activity have shown that the solution of important problems of innovative economic and social development of territories is impossible without the organization of fundamentally new relations in the urban planning system, improvement of methods of territorial management, change of management style, psychology and thinking of territorial development, expansion and deepening democracy, increasing the responsibility of all parts of the management of territories. The basis for regulating the processes of general planning at the national and territorial levels is the regulatory and legal support of the urban planning system. According to the world experience, the main requirements for the regulatory support of general planning processes are the following: informativeness and availability of data for all categories of stakeholders in urban planning; development of the system of public control, monitoring of general planning processes, which provides increase of transparency of town-planning processes; ensuring the preservation of cultural, archaeological, architectural, historical heritage in the urban planning system; reduction of corruption in the urban planning system; ensuring the processes of deregulation of the urban planning system as a leading world experience in the organization of regulatory processes. The formation of settlement systems is a multifactorial process, so the modeling of such systems requires a detailed analysis of the functions they perform and their weight priorities for the population. These tasks should be implemented by introducing innovative solutions into the system of legislative support, which is the task of this article. Therefore, it is advisable to determine the prospects for the development of spatial planning systems in Ukraine in accordance with leading global trends and factors of external and internal influence.

The article explores the actual cluster approach to the planning of agglomeration territories sustainable development. The authors in their research investigate the notion of sustainable territorial development as the development of urban planning structures basing on the frame of the educational, industrial, financial and economic information exchange nets built in the structure of the agglomeration. Such a subject-oriented frame must not be formed as rigid, constant, and static; its flexibility and variability, complementarity and interchangeability of its knots and elements allow the urban planning system sustaining and developing itself. The conclusion is drawn in the article that the urban planning development policy of Samara-Togliatti agglomeration (basing on cluster strategies) will enable the universities of the region (including the flagship university, national research university) to form the platform of innovative cluster infrastructure of the region and agglomeration.

The article is devoted to the pressing issue of information support of territorial development processes. In the modern world, processes of information support of operational processes are of great relevance. Information and analytical support is the basis for making effective management decisions. In systems of urban development, urban and territorial development, the information component aims at ensuring the realization of three factors of development: economy, ecology and social development. In the conditions of sustainable development of society all three directions are balanced. However, due to certain imbalances in the system, humanity is searching for new forms of providing a comfortable life, work and leisure. Suburbanization has become one of these forms. Suburbanization is a trend of modern development of cities and territories in developed countries, which have high rates of socio-economic security. Suburbanisation is the process of centering the flow of people from large centers of economic gravity to the suburban area, which has the best environmental performance, which is possible in the case of ensuring the social component of human life. The relevance of suburbanization processes has necessitated the need for research on information and analytical support for these processes. In particular, the basic elements of the model of the structure of the urban planning system were identified and the dual connections of information support of decision-making for the development of urban planning systems were analyzed. On the basis of this analysis the task of information support of town-planning systems was determined. Based on the analysis of problems of special theory of urban planning information systems, it is proposed to develop an algorithm for information and analytical support of urban planning systems in the context of suburbanization processes. It has been determined that the automation of information support processes for urban planning systems management in today's digital society is the basis for the formation of effective urban development activities. In a three-prong urban development model that integrates issues of economy, ecology and social protection, suburbanization issues play a crucial role. The processing, analysis and evaluation of information on the development of town-planning systems make it possible to determine the leading trends and tendencies of development, as well as to predict the design of processes of town-planning activity. In this article, the authors considered the development of Rashkiv (Raszków in Polish and Raşcov in Rumunian), the fortified settlement which is situated on the Middle part of the Lower Dnister Region. An attempt of reconstruction of the most important stages of its town-planning biography of the 15th-18th centuries was made. The authors based their research on newly identified sources. The systematization of the historical chronology of the most important events which have influenced the formation of the defensive structures and the urban environment of Rashkiv has been carried out. In the course of the 15th-18th centuries, four major urban planning periods were identified: the Lithuanian – fort Karaul in the form of a defensive roundel type castle, further – Zamoyski’s town fortress with a fortified downtown, then – the fortifying of the suburbs and, finally, – trade and handicraft town without any defense function. At each stage, an attempt was made to hypothetically localize separate elements of the city – fortifications, historical roads, street planning system, civil and sacral dominant elements. The authors all available source data – archival sources, historical and contemporary cartography, toponymics, field surveys, surveys, and iconographic materials for analysis. Remains of the 1st period represent today ruins of earth shafts under the fortress. This hillfort is monument of archeological heritage and it is protected by state. Ukrainian historian M. Hrushevskyi connects appearance of the fort here with necessity todefend the river crossing and the trading way. From the 2nd period we have today just two preserved bastions of the early of 17th century and some relicts of urban planning system, for example, part of the historical market square. The article also substantiates the value and necessity of preserving the historical plan of Rashkiv which was, in particular, developed under the influence of the development of defense strategies of its time. 3rd period was graphically hypothetically reconstructed in many ways. To a greater extent it is because we have not enough materials to create a definite model of the urban development of this period. Research is based on historical topographic works of 17th and 18th centuries and onlysince the early 19th century we have more detailed historical plans to make more far reaching hypotheses. Using historical photos of early 20th century, authors succeeded in discovering historically determined rhythm of urban environment in Rashkiv. Unfortunately, it is disappearing now due the physical ruining of historical substance of old town and reconstruction according present-day inhabitants’ ideas about country houses or summer cottages. The present results are significant in elaborating historical and reference architectural plan of the settlement, registration of the newly discovered objects of cultural heritage as monuments of architecture and urban planning, archeology, history and nature. New master plan of Rashkiv urban development should be based on our complex architectural and urban planning research to preserve cultural legacy of Rashkiv and to use it for modern economical and tourist revival.

Lithuania is not the only country where public contribution to urban planning and urban design processes is highly procedural and formalistic. Unidirectional and inflexible cooperation between participants of urban planning activities is common in various countries. Cross-purposes and conflict situations once boosted emergence of innovative and effective methods for decision making in urban planning processes in developed countries. Now it’s time to learn from these examples and creatively adopt them for purposes of long-term optimization of our national urban planning system. Paper describes some marginal activities in urban planning and design processes and disputes a growing impact of public participation in development of cities and urban regions.

The processes of functioning of urban planning systems in modern conditions of society development are subject to new challenges. These challenges are determined by changes in the environment, priorities for social development, problems of urban areas, which determine new models of spatial and territorial distribution of the population. The article is devoted to topical issues of finding ways to increase the attractiveness of areas for the population. Theoretical definition of the basic concept of town-planning systems, their components is given, normative-legal bases of theoretical definition of town-planning system are analyzed. Urbanization processes involve both the development of territories and the creation of additional aspects for research to improve urban systems. Problems of development of urbanized territories are worked out. "Smart" urbanization determines the conditions that in modern society meet the socio-economic, environmental and spatial requirements for a comfortable human life. The town-planning system is defined as a complex concept and its further structuring is carried out by allocating the enlarged blocks of town-planning systems, definition of their structural elements and analysis of the functional role of each structural element according to the defined blocks. The article analyzes the factors influencing the attractiveness of areas for the population in modern conditions of society. The identified factors are classified and grouped in order to form a system for assessing the attractiveness of the territory for the population for further development of measures to improve the comfort of living in this area, grouped into blocks: economic, social, spatial, environmental. Based on the structuring, a model of elements of the urban system and a model of parametric characteristics of the processes of assessing the attractiveness of the urban system were developed. These models are intended to be the basis for further development of a system for assessing the attractiveness of areas to ensure their sustainable development. These models are developed by analyzing urban systems, determining their elements and functional purpose, assessing the impact of each element on the attractiveness of the population. Carrying out the assessment by introducing an integrated criterion will not only determine the potential of the territory for further development, but also ensure the formation of strategic development plans by analyzing their "weaknesses" and making management decisions to deal with such negative factors. The result of this work should increase the attractiveness of the urban planning system for the population. Prospects for further research identify the processes of analysis of the potential of territories and forecasting ways of population movement in accordance with changes in territorial attractiveness.

Organizational changes in project activity and the stages of its formation in the Ukrainian SSR as a tool for constructing a new social reality have been traced. The first stage was the approval of the altered role of architecture and the architect in socialist model, the second - the inclusion of social relations and lifestyle in the subject of architectural creativity, the third - conceptual approaches / models and the fourth - the creation of new samples of architecture. Global trends in urban planning and housing construction in the 1920s - 1930s essential for understanding the processes taking place in the construction of the capital Kharkov have been established. Namely: – the formation of urban planning schools at the turn of the XIXth and XXth centuries. (England, France, Germany, Austria (Vienna), as well as in Moscow, St. Petersburg, Kharkov and Kiev; – outsourcing knowledge from other sciences (statistics, economics, law, sociology, etc.); – aspiration to construct cheap housing, industrialization and standardization; – attraction of private capital to the construction of residential complexes. A similarity pointed out between architectural and urban planning concepts is composed of the attraction to conceptual solutions alike to the "garden city" in early 1920s, the search for a new housing typology (sometimes small) with facilities; creation of the concepts of a house-commune and a housing complex. Implementation of avant-garde concepts in the development of social and housing infrastructure of the metropolitan Kharkov is considered. In the 1920s the formation of architectural and urban planning concepts in the USSR took place in correlation with the basic social ideas of architectural and urban planning practices of the West in the following sequence: noncritical borrowing of Western bourgeois models ("garden city"), attempts at social innovation inspired by the classics of utopian socialism (house-commune as phalanx reincarnation), constructing new functional-spatial models as means of implementing social doctrine (residential complexes); socio-economic invention in the context of industry planning (Sotsgorod). Practical verification of the models created at each stage became an incentive for new searches. Methodical approaches and the main results of researches devoted to town-planning development of the city of Moscow are considered. Urban development trends are analyzed by four indicative indicators in the context of administrative districts and municipalities. The system of indicative indicators makes it possible to reveal features of town-planning development of administrative districts, and also areas of active town-planning development and areas of stagnation, regularities between indicators of housing provision, objects of social and service infrastructure, potential workplaces. These studies are conducted on a regular basis, the results are presented in the form of presentation albums. This monitoring of urban indicators will identify problematic aspects and develop proposals to improve the system of urban planning and forecasting.

This article discusses the most modern methods of territorial development and construction of town-planning reserves in the structure of a large city. The regulatory requirements for the location of nursery schools in urban conditions are examined. The main types of nursery schools for urban location are presented and analyzed. The regularities depending on the type of nursery schools location and on the method used for urban planning reserve development are revealed. The main distinctive parameters of pre-school facilities structure, depending on the chosen method of territorial development of urban reserve are viewed.

The article is devoted to the definition of certain aspects of the territorial-spatial development of urban planning systems. The article identifies the basic centers of attraction by analyzing the main economic indicators of Ukraine's development. Based on the analysis of migration links, centers of attraction of the population were identified, which have high indicators of the economic block of functions of the urban planning system. Analyzing the systems of population settlement and spatial-territorial planning, it is advisable to note that meeting the needs of the population and the processes of socio-economic development of territories is determined by determining the zones of influence of individual centers that perform a number of economic, social, environmental and spatial functions. The boundaries of the influence of such centers are determined by a set of socio-economic ties and depend on the scale of the center of influence of its economic development and the degree of urbanization. The largest center of attraction for the population in Ukraine is the capital Kiev. The next cities in terms of attractiveness that significantly affect the migration processes of the population are the cities of Kharkov, Lviv, Odessa and Dnipro. These cities have similarly high indicators of the economic block of functions of the urban planning system. Analysis of economic indicators of the development of territories showed the dependence of the development of the level of wages. The higher the indicators of economic development of territories, the more attractive it is for the population and acts as a center of gravity. However, it should be noted that for further analysis of territorial development, it is advisable to introduce indicators of the efficiency of economic systems, providing workers with social guarantees and analysis of the level of wages, are important indicators of the impact on territorial attractiveness.

Fostering community participation by planners in South African municipalities poses a challenge during planning processes. Different levels of public apathy have been observed, and they continue to undermine the quest of municipalities to provide sustainable neighbourhoods. Also, value conflicts from different urban stakeholders resulting from this apathy can be ameliorated through improved participation of the communities in the planning processes. In bridging this gap, the paper seeks to explore different Crowdsourcing techniques to be employed in Mangaung to enable urban stakeholders’ participation in planning projects. As such, crowdsourcing, as a new web-based business model, is inclusive in the 4th Industrial Revolution and can be used as the best solution for community participation in planning projects. Based on the foregoing, this paper employs a case study research design and a coterie of techniques: semi-structured interviews and document reviews for data elicitation. Interviewees comprise of purposively recruited town planning and other municipal officials involved in planning projects. The emergent data will be analysed thematically. Expectedly, the findings hold immense implications for planning practitioners as well as other professionals and policymakers working within the urban planning and socio-economic development praxes in South African Municipalities.
