The article considers the issue of improving the system of higher education institutions internal management. The purpose of the article is to analyze the regulations on the quality of education and the formation on this basis of approaches to improve the system of internal quality management of higher education institutions. To achieve this goal, the following tasks have been solved: the legislative acts in terms of regulating the quality of higher education have been analyzed, the interpretation of the quality of education in the relevant Laws of Ukraine has been studied; the concept of the quality system of higher education institutions has been improved; the conceptual bases of improving the management of the system of improving the quality of higher education institutions have been substantiated; the system of measures and procedures used in ensuring the quality of higher education have been studied; the basic components of the decision-making system to ensure the quality of higher education institutions have been identified. The object of the study is the legislation on the management process of improving the quality of higher education institutions. The subject of research is the theoretical and methodological and practical issues of management of the quality assurance system of higher education institutions. The following methods were used in the study: structural-logical analysis - to build the logic and structure of work; system analysis and synthesis - to study the essence of the subject of study; system approach - to improve the system-targeted approach to the management of the system of improving the quality of higher education institutions. In this article, based on the analysis of the relevant legal framework, the provisions on the management of the internal system of quality assurance of higher education institutions in the context of improving the methodological foundations of such management have been further developed, the system of measures and procedures used to improve the quality of higher education decision-making systems to ensure the quality of higher education institutions has been analyzed. In the format of the practical significance of the works, it is possible to determine the possibility of their use in the management of higher education institutions of all forms of ownership in order to achieve the appropriate quality of their results.

The article presents an analysis of external and internal assessment of the quality of higher education of Eastern European countries experience, namely Poland and Romania. These countries are close to Ukraine not only geographically, but also have a common socio-historical background. In particular, we consider it promising to introduce experience of these countries, since they have recently been successfully integrated into the European Higher Education Area, and Ukraine is still confidently following this path. The article presents the external quality assurance structure of higher education on the example of Romania, namely the organization, mission, tasks, activities of the Romanian Agency for Quality Assurance of Higher Education (ARACIS), is extremely relevant in the period of Ukrainian Agency for Quality Assurance of Higher Education formation. Concerning the assurance of internal quality of education, the article presents experience of Poland – analyzes the requirements for internal quality of education, standards, the activities of Polish Accreditation Commission.

Academic quality is defined as the equivalent to academic standards related to student learning outcomes, which consist of specific levels of knowledge, skills, and abilities achieved by students participating in a program. The achievement of academic standards is accommodated by implementing both internal and external quality assurance practices. Internal quality assurance refers to policies and practices used by the higher education institutions to monitor and improve the quality of their education, while external quality assurance refers to policies and practices set up by external parties to assure the quality of higher education institutions and programs. Petra Christian University has built and implemented its internal quality assurance since 2009 based on its unique quality culture. After its ten-year journey and the achievements that Petra Christian University has reached in 2019, the Industrial Revolution 4.0 and Society 5.0 are challenges ahead that Petra Christian University has to face.

In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. Objective of the study: The low quality of higher education in Indonesia has been a concern as well as a shared responsibility to fix it from an early age. Lack of maximum leadership, low organizational commitment, and organizational culture have had an impact on the implementation of an internal quality assurance system. This study intends to examine whether there is a direct or indirect effect of leadership and organizational commitment on the implementation of an internal quality assurance system mediated by organizational culture in state universities.Methodology/Approach: This research uses quantitative methods with a path analysis design. Each value of the effect of exogenous and endogenous variables is tested and analyzed descriptively and path analysis to show the contribution made by each variable studied. Data were collected through a questionnaire with a sample of 221 from a population of 340 populations spread across three state universities in Ambon city, Maluku province, Indonesia.Originality/Relevance: Organizational culture plays an important role to mediate and contribute to the leadership and organizational commitment to create situations and encourage the participation of all elements in the application of the internal quality assurance system in higher education. Main results: The quality of higher education is determined by many factors, but by increasing the role, performance, competence, and leadership style and supported by organizational commitment in an affective, normative, and sustainable manner, the organizational culture becomes one of the frameworks for every university to improve quality and competitiveness in a planned manner. and continuous.Theoretical/methodological contributions: Universities need leadership that is able to encourage and increase collective organizational commitment and culture to achieve sustainable higher education quality. Social/management contributions: The results of this research can be a new breakthrough for each faculty, department, and the department to prepare prospective professional leaders, build solidarity and display a dynamic, creative, and innovative academic culture.

The use of a variety of instruments for quality assurance, management, and enhancement in higher education is well recognized. This article investigated the instruClose Panelments used by Higher Education Institutions (HEIs) in Oman to measure, control, and manage the quality of their services in alignment with the standards set by Oman Academic Accreditation Authority (OAAA). Quality Assurance Managers (QAMs) from five HEIs were interviewed to identify the instruments used by them to fulfil the requirements of each standard and the way they make use of the data gathered by using these instruments. Findings from the study reveal that questionnaires and meetings are the most common instruments used by these institutions to measure, control and assure the efficacy of their current quality activities. In addition, HEIs use summary statistics to analyse data and then present them in meetings or through reports. On the other hand, it was found that substantial efforts are made to collect data but the efficient usage of data is missing. The QAMs reported a lack of awareness among the staff on the importance of collecting data since the staff members believe that these data are collected for documentation purposes only. This study emphasizes the importance of using the data gathered from different instruments in decision making and enhancing the quality of HEIs.

The development of the quality of higher education is a priority for the modern state policy of Ukraine. To implement the quality standards of higher education adopted in the European Higher Education Area, Ukrainian departmental universities are adapting the European experience, forming an internal quality assurance system. Departmental universities have been establishing an internal system of quality assurance since 2016. At this stage, the relevant provisions on the level of the universities have been developed to regulate the distribution of powers between different departments of the HEI. Another direction of quality assurance is cooperation with external stakeholders, in particular public organizations of various levels. Based on the analysis of examples of interaction between departmental higher education institutions of Ukraine and international non-governmental organizations available on the websites of relevant institutions, a conclusion was made about the discrete nature of cooperation and the lack of public information about the cooperation. According to information on the sites the universities and international NGOs cooperate in the form of joint public events of academic character, they organise training, conferences and round tables. International non-governmental organizations have great potential to ensure the quality of specialized higher education, in particular, in the joint development and revision of educational programs with universities, educational activities involving international experts, conducting international seminars and workshops, joint projects. Moreover, non-governmental organizations can provide educational services of non-formal education; to carry out projects addressed to local communities in partnership with higher education institutions. The author considers non-governmental organizations to be an important mechanism for articulating public interests and requests of citizens and local communities which is critically important for the departmental universities. To realize this potential of cooperation, it is necessary to establish additional documents (regulations, concepts), which will detail the mechanism of cooperation between the departmental university and the non-governmental organization

When it comes to the quality of education, despite the general adhesion related to its importance, one can notice a number of opinions frequently contradicting themselves. The intention of delimitating, systemizing, and prioritizing the multitude of quality facets simply enhances the criticism. These circumstances prompt a more thorough analysis of the quality in education. Focusing on the perspective of the European Higher Education, this chapter proposes a set of convergence indicators that are able to capture the relationship toward which universities evolve. The indicators are then tested against the opinion of several experts from Romanian Higher Education Institutions, analyzed, and subjected to careful revision based on the respondents' answers.

The development of University research potential (URP) in the USA during 1950-2020 in view of achieving competitive quality of higher education is analysed in the article. The national deterministic context and components of this potential by the types of activity (educational, research) and by the resources (personnel, financial, organizational) as well as component impact on the highest excellence quality of education (according to the criteria of the Academic Ranking of World Universities, ARWU) are identified. It is proved that the context of URP development is dichotomous and consists of national spheres of education and research. This assertion corresponds to the duality of higher education (as an integrated intersection of education and research) and the composition and structure of higher education mission (list of interrelated keywords and the order of their priority: education, research, creativity / innovation). It is substantiated that URP is first actualized within study programmes of the highest level of complexity (Master's, PhD and Postdoctoral), research activity of academic staff (especially professors) and research organizations associated with Universities (institutes, centres, laboratories, clinics). This reasoning conforms to the concept and criteria for research and doctoral Universities in line with the Carnegie Classification. These components are integrated into the educational process to varying degrees, so they have a different impact on the quality of education. For the first 30 top US Universities, there is no probable correlation between ranking achievements and the amount of research and developments (R&D) funding as well as the number of researchers in institutions. Instead, such correlation is strong for the number of Postdoctorates in an institution. In general, there is a steady trend of downward in the share of the higher education sector within R&D performance in the US that amounted to 12.0 % in 2019. Although scale of higher education sector share is still growing quantitatively and is the basis for modernizing education content. At the same time, Master's, PhD and Postdoctoral programmes are spreading at a significant pace. In the 1959/60 academic year, the ratio of the number of awarded Bachelor's, Master's and PhD degrees was 1 : 27 : 7.5, in 2018/19 – 1 : 41 : 9.3 under multiple times increased graduation. Between 1979 and 2019, the number of Postdoctorates increased 3.7 times. Salaries of academic staff, especially professors, are increased, academic staff workload is minimized and subject-oriented, a system of permanent employment is proposed, and a modern educational, research, and information infrastructure is created for effective research and research-based education activity. The national context of the development of URP is stably favourable given the increase in the share of GDP for the funding of education institutions in general, higher education institutions in particular, and R&D especially. The corresponding expenditures reached 7.1 %, 3.0 % and 3.1 % GDP and are the largest ones quantitatively in the world. Purposeful and consolidated (federal, business, university, public) support for education and R&D has been and is provided in critical periods of the country's competitive struggle for leadership in an innovatively progressive world. The state of these spheres, in particular higher education, and URP, is systematically examined. The decades of the 1960s of the last century and the twenties of the present century are significant. In the 1960s, the share of GDP for the higher education institutions funding was doubled, the number of awarded Master's degrees was increased almost tripled, and the award of PhD degrees was increased six times to overcome the threat of educational and scientific backwardness. R&D funding reached 2.8 % of GDP, of which 1.9 % came from the federal budget. Funding for Universities’ R&D has increased 3.6 times. The super-powerful public University of California, San Diego (1960), 9 other world-class Universities, and 6 subworld-class Universities according to the ARWU, the National Academy of Engineering (1964), and the National Academy of Education (1965) were established. The characteristics of state, monitoring and development policy of the URP and educational and research context in the US is a guideline for the improvement of Ukrainian Universities.

The article examines the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) and their implementation for external quality assessment of higher education. An analysis of the activities of agencies to assess the quality of education, the main forms and tools of its implementation are carried out. It is established that the ESG were adopted in 2005 by the Ministers responsible for higher education. The ESG have been constantly revised and improved, and the version adopted in 2015 is currently in force. They consist of three parts: standards and recommendations for internal quality assurance (10 items); standards and recommendations for external quality assurance (7 items); standards and recommendations for quality assurance agencies (7 items). In the framework of the Bologna Process, since 2003 it has been determined that the main responsibility for the quality of higher education services lies with the HEIs themselves, which conduct the internal quality assessment, i.e. they implement a set of measures and procedures to ensure the quality of proposed educational programs and services. Certain criteria, which are determined both by the HEI itself and by the agencies for assessing the quality of education are used. The main function of external assessment of the quality of education is to provide feedback and recommendations to the HEIs and objective and unbiased information to stakeholders. The principles, procedures and criteria for assessing the quality of education should apply to all methods of providing educational services and teaching. It should be noted that the ESG are not quality standards as such, they do not define quantitative criteria or regulate the implementation process, they are guidelines that define the main areas that need special attention to ensure quality services and create a favorable educational environment.

The systematic changes in higher education institutions in Poland over the past two decades are analyzed. The classical idea of spontaneous social development and the hypothesis of interaction between formal and informal institutions, developed on the basis of a new institutional educational policy, was adopted as a methodological basis for analyzing and evaluating the transformation of Polish higher education. Transformations in Polish higher education are part of a more general shift in the role of universities - changes that can limit the independence of research and make it an instrument of dominant social, political and economic forces. The article states that the process of improving the quality of education cannot be detached from the system of financing education. The quality of education depends on the funding system not only because it is a source of resources, but also because it creates incentives for both students and teachers. The problems in the field of financing higher education in Poland are special because the rapid quantitative development of higher education occurred during a period of deep political transformation in Poland. The activities of the State Accreditation Commission of Poland are analyzed, its main competences are highlighted. The Polish Accreditation Commission (Polska Komisja Akredytacyjna) is an independent collegiate body of higher education management aimed at improving the quality of education. It is formed by the Minister of Science and Higher Education from among the candidates proposed by the Council of the Conference of Rectors of Higher Education Institutions of Poland, the Conference of Rectors of Polish Professional Educational Institutions of Poland, the Parliament of Students of the Republic of Poland, the Senates of universities and national scientific societies and the organization of employers. The powers of the Commission include providing the Minister of Science and Higher Education with opinions, feedback and conclusions regarding the establishment of the HEI or its organizational unit, permits to study studies in a particular direction at one or another level of education; program and institutional assessment, including pedagogical education. The impact of financing higher education institutions to ensure the quality of higher education is partly considered in the article.
