The Quadro helix concept is used in the innovations for economic development. The Quadro helix elements include the government as an innovator and facilitator to facilitate the growth of business opportunities, the business as entrepreneurs, and the civil society as a source of labor, service users, innovation developers and academics as laboratories that have not run well. Meanwhile, Micro Small and Medium Enterprises (MSMEs) is a business unit of creativity and innovation that created to mobilize the economy. Boyolali's potential develops with its MSMEs in the village. In terms of Village Development Index (IPD) are 215 developing villages, namely 45 independent villages and one underdeveloped village. This has become a problem because empowering the village economy did not optimal. Referring to the regional superior potential and IPD, Boyolali Regency requires strengthening capacity especially those related to MSMEs. Total of 26,210 MSMEs and 1,103 MSMEs spread across 19 districts in all districts that are under various conditions at Boyolali Regency. This research was conducted a descriptive method by looking at the roles and conditions of various MSMEs. The results indicate the lack of the role of educational institutions or academics in participating of developing MSMEs.

One main goal of village development is to develop development or at least reduce poverty, improve a more decent standard of living. Village development must involve the majority of the population, the results of which can be enjoyed by the entire community. This research uses a qualitative research approach with a phenomenological research type. This is intended to find out and describe in detail and depth about the role of the village government in community economic empowerment in Alalak Island Village, Barito Kuala Regency. The data analysis technique used is an interactive model analysis consisting of data reduction, data presentation, and concluding. The results showed that community economic empowerment in Alalak Island Village Barito Kuala District was intervened by the local government. This is in line with the policy of two programs, namely the empowerment program for micro, small and medium enterprises (MSMEs). Empowerment of the capital sector in the village government is not involved in ever providing financial assistance in the form of empowerment in the capital sector. Factors that support the role of the government in increasing community economic empowerment in Alalak Island Village, Barito Kuala Regency, include the response of community members to village government policy programs. The awareness to participate in community economic empowerment, community members try to dig up information about the possibility of contributing to the implementation of community economic empowerment programs, community culture that can accept changes and developments in aspects of social life.

Central Bureau of Statistics (BPS) explained that from 2010-2013 Micro Small and Medium Enterprises (MSMEs) in Indonesia has increased. This explains that interest in entrepreneurship in Indonesia still become a trend that gets attention for the people of Indonesia. The government's concern in the field of entrepreneurship is increasingly directed in various business actors, one of them is the young generation. This is in accordance with the government program in 2017 where the launch of Beginner Entrepreneurship (WP). This explains that the opportunity to start a business at a young age is no longer an obstacle in view of the support from the government that participated in encouraging the new WP in Indonesia. Educational institutions can be a training place for entrepreneurship incubation for students. Encouragement through the role of courses in the institution should be able to walk in harmony. Readiness of students is not uncommon to be a barrier to start a business. This study aims to explain whether there is an influence between the factors of encouragement of educational institutions and entrepreneurship courses to entrepreneurial interests for students. By using SPSS and error rates of 5%, this results that both the educational institution and the role of entrepreneurship courses partially affect student entrepreneurship interests. This study has limitation on the use of sample quantities and independent variables that still tend to be within a small range. This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Globalization has been a significant force in the development of the market and economic environments. The micro, small, and medium enterprises (MSMEs) need to focus on technological capabilities to face the competition in the globalized market. They have to analyze the market opportunities in the rapidly growing economy as well as emerging markets. The aids of a globalized and digital economy depends to an excessive extent on favourable business environments and healthy competition. The performance of MSMEs depends on accessibility to various strategic resources like abilities, technical know-how, innovativeness, and finance. Thus, it is imperative to consider the factors influencing work conditions firm level, and the strategies formulated at the national level are organized to local business perspectives. This paper examines the global scenario of MSMEs, the impact of globalization, the role of MSMEs in India, the growth perspectives of MSMEs during the pre-and post-globalization period, the critical challenges, and the role of the government in encouraging and developing MSMEs.

Many Small and Medium Enterprises (SMEs) have been under pressures from large firms to implement Business-to-Business e-commerce (B2B e-commerce) information systems. However, these SMEs have faced various challenges to do so in the supply chain. This chapter explains the role of Taiwanese government in supporting SMEs in implementing e-commerce by analysing the interactions of government teams with current projects, and challenges of Taiwanese SMEs. Discussions and analyses focus on the government help in setting up infrastructure, B2B e-commerce implementation, and interfirm interactions among SMEs and larger firms. The Taiwanese government has been promoting its global logistic strategy for economic development which stresses supply chain integration by bridging information flows among overseas enterprises, domestic large firms, and local SMEs. Government projects related to this strategy are intended to anchor SMEs’ growing needs in linking B2B e-commerce with large firms. Our analyses and proposal dwell on how government can further bridge the gaps between the intrinsic barriers of SMEs and the interactions with larger firms in B2B e-commerce implementation.

This chapter highlights the importance of e-procurement and the barriers affecting its widespread adoption in the context of small and medium enterprises. The chapter takes a technical perspective and critically analyzes the importance of information systems in the procurement domain and the integration challenges faced by SMEs in today’s digitally networked economy. Next, the role of XML-based Web services in solving the integration challenges faced by SMEs is discussed. Subsequently, a procurement transformation framework enabled by Web services which provides a clear methodology of the way in which information systems should be introduced in the procurement domain is discussed. The chapter concludes by a discussion of the measures that must be undertaken by various stakeholders like the government and universities in increasing the awareness levels of SMEs to the latest e-business mechanisms.

Introduction: Management accounting practices (MAPs) have long been recognized as a subject of interest with regards to business performance, including for Micro Small Medium Enterprises (MSMEs). Despite the significant role of this sector in emerging countries, there is a dearth of research into the practical implementation of MAPs. Background Problems: The purpose of this paper is to gain a general understanding of whether modern and traditional MAPs, in the MSMEs’ context, are on an equal footing in terms of usage and perceived importance. We adopt the management accounting (MA) evolution model to structure this research. Novelty: This study contributes by tracing the adoption of MAPs as an indicator of the MSMEs’ need for MA information. Within an academic and regulatory framework, this study is believed to provide an important contribution for academicians, practitioners and the government. Research Methods: We conducted an attended survey of 34 MSMEs around Yogyakarta and used the simple yet meaningful statistical technique of descriptive analytics. Findings/Results: The findings indicate that traditional MAPs (the ones in IFAC stages 1 and 2) were found to be marginally better implemented than the modern MAPs (IFAC stages 3 and 4). We compute the difference of two proxies: extent of implementation (EI) and perceived importance (PI) as an indicator of the gap in their operationalization. We found that as the IFAC stage moves along to the modern MAPs spectrum, the average difference between EI-PI also moves up accordingly. Conclusion: Hence, despite the better implementation of traditional MAPs among the MSMEs, it does not eliminate the opportunity for the increasing usage of modern MAPs in the future.

Financial management is a problem that is quite difficult for Small and Medium Enterprises (SMEs) in Indonesia. The lack of awareness and knowledge of SMEs owner regarding the accounting process considered as the root causes of their financial management difficulties. Based on that, researcher aims to help one of SMEs in Surabaya which is Omah Duren Surabaya, in order to know about the process of recording and reporting a SME, then find a way to improve it in a diligent way. Researcher uses interviews, observations and documents sheets to analyze and know-how Omah Duren business process. The information that gained from Omah Duren owner and transaction data, as well as direct observation in recording and reporting activities is one of researcher data sources. Researcher concluded that Omah Duren SME’s still not performing the simple accounting process in accordance with generally accepted. Therefore, researcher provide a recommendations in helping them in recording and reporting their financial effectively and efficiently. This research will also discuss the role of recording and reporting that is generally accepted for SMEs.

The study aimed to identify the reality of the small and medium enterprises in Libya and the role of financial risks management in the success of these projects. The study followed the historical descriptive method and the quantitative methodology. The data were collected by means of a questionnaire, distributed to a simple random sample of small and medium enterprises, and analyzed through the SPSS program. The study found that, the lack of liquidity and the risk of repayment of loans come at the forefront of the financial risks affecting small and medium enterprises in the region of Sabha in Libya. The most important recommendations of the study: the need to develop the strategy of small and medium enterprises, after a careful and realistic analysis of its environment. Develop a realistic strategy for projects, taking into account the risks faced by these enterprises.
