In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.

The evolutionary changes of the paradigms of the economic development of the region are investigated in the context of theories: neo-classical and theory of regional economic development, Keynesian theory, theory of monetarism, theory of economic rationalism, theories of comparative, competitive and common advantages, theories of globalization, sustainable development, selfdevelopment and endogenous development, new theory of growth. The role of innovations in the analyzed paradigmatic shifts, as well as the essence of regional innovation policy are determined. The analysis of the evolution of the paradigms of regional economic development revealed the following qualitative changes: the expansion of the production function with such variables as technology, training, entrepreneurship; Attribution to the factors of regional development, along with economic factors, as well as social, cultural and institutional factors; The characteristic of the development of the economy by its ability to generate innovation; Transformation of technologies, science and innovations into development catalysts in a new era of industry; Inclusion of social and environmental components into the strategic planning of economic development, the emergence of an integrated strategic planning of regional development; Moving the focus of regional strategic planning towards competitive advantages based on less intrusive factors such as efficiency, productivity, quality indicators; Transformation of comparative and competitive advantages towards common advantages that stimulate enterprises and regions to collaborate and innovate; Giving the state the role of companion and entrepreneur in regional economic development; The development of local innovative ecosystems on the basis of endogenous factors and with the preservation of its global orientation (the process of glocalization); Defining a human-oriented strategy of state development as the basis of an innovative society, which respects human rights and freedoms, and decent living conditions for people are the goal of development.

Urban rail transit plays a role of activating and leading regional economic development. It influences the spatial distribution of urban agglomeration and the progress of regional economic integration. It is a kind of virtuously cycled interactive relationship between regional economic development and regional rail transit. This paper analyzes the effect of urban rail transit construction project on regional economy based on the economic benefits arisen from it. The research results show that China’s urban rail transit construction and regional economy can not realize balanced development unless the fact that the relationship between urban rail transit planning and regional economic development can be well coordinated, and meanwhile, the construction scale and service level of different phases of rail transit can be confirmed according to urban economic development level.

Art has a positive effect on regional development. This paper believes that as an important part of art, artists play an important role in regional development. As an individual artist, using their personal influence to form a brand effect is worthy of study on the promotion of regional economic development, art education, and national art internationalization. However, in the development based on personal influence, it is worthwhile to think about the shortcomings caused by personal factors and how to solve them.

The paper features the problems of strategic management of social and economic development at the regional and municipal levels. Currently, the legal and the regulatory framework that ensures the management of socio-economic development at the regional and municipal levels is quite dynamic and corresponds with the current conditions and challenges. The legal and regulatory framework in the field of strategic management is formed not only as an institutional basis for socio-economic development: it also represents a thoroughly developed system of methods and tools for developing strategic documents and ensuring their implementation. However, normative legal documents reflect, as a rule, a traditional view of the implementation of the strategic planning process, formed within the scientific schools of design and planning, with the inclusion of individual elements of advanced technologies of strategic management. Federal authorities have consistently formed the basis for the actual strengthening of the role of the methodology of strategic management in regional and municipal management. The consistent implementation of the program-target approach, the methodology of strategic planning, the principles of project management in the practice of state and municipal management forms the basis for applying the principles of agile public administration as the basis for strategic management in real-time. Independence, initiative, innovation, openness, agile, competence, and high motivation will increasingly determine success in the practice of state and municipal government. Hence, successful work on overcoming the resistance of the administrative bureaucratic management system will be a pledge of effective implementation and application of mechanisms and technologies of project management and agile public administration.

In different territories of the world, especially in emerging countries, it has been considered that, taking advantage of the fact that they still conserve their natural attractions, make tourism a strategy to increase the economic activity of a certain region; It is not that the authors consider monoproductivity as a viable equation, but coupled with other economic dynamics, tourism can help to generate more income. This publication is located on the island of Cuba, in which the objective is to propose that two provinces become involved or increase their participation in activities oriented towards tourism, in consideration of their geographical location. Currently there is a large gap in the level of socio-economic development across regions in Taiwan and inter-regional economic disequilibrium prevails. 23 cities (counties) in Taiwan were taken for example to analyze and evaluate the difference in the level of regional economic development. Firstly, based on the principle in selection of indicators for the level of regional economic development, combined with the actual situation of Taiwan's regional economic development and cities (counties) as the evaluation unit, indicators for evaluation were selected in a scientific and reasonable manner and the weight of each evaulation indicator was determined by Delphi method, thus to establish an evaluation indicator system for the level of economic development in Taiwan’s 23 cities (counties). Secondy, the multi-index comprehensive measurement was used to calculate the composite index of the level of economic development of each evaluation unit, and after horizontal, vertical comparison and analytical investigation of the cities (counties), the reasons for the difference in economic development were analyzed (H • H • Nekrasov, "Regional Economics: Theory • Problem • Methods" 1978). Finally, measures were proposed to coordinate the regional development.

Assessment the trend of regional economic development is significant to address the economic situation and developmental policy. This study assesses the regional economic development in Central Asia since 1992. Several developmental indicators were applied. The results demonstrated that the regional economy was gradually growing. Relatively, Kazakhstan, Uzbekistan and Turkmenistan enjoyed a rapid economic growth. Production of oil increased in Kazakhstan as exporting rose to China whereas declined in Uzbekistan – shifted to natural gas. Central Asia is moving gradually toward industrial and trade economic sector. Nevertheless, enormous natural resources were exported from Central Asia to China and Russia, and strong economic relationship was established with Europe, India and Algeria. Therefore, this research is significant for general understanding in economic growth of Central Asia, and it may be helpful for further studies.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. The paper deals with the assessment of the socio-economic development of Ukrainian regions using Data Science methods and multidimensional analysis, including taxonomy, n-dimensional classification, and ensemble decision trees methods. The methodological bases of economic regions devel¬opment by the economic and mathematical modeling methods were investigated. The necessity of improving and further developing estimation models of the regional economic development using business analytics tools and multidimensional scaling methods was investigated. The ensemble decision trees methods was applied for the classification model of economic development of the Ukrainian regions according to the conceptual base of the research on regional econom¬ic development. It will increase the quality level of administrative decisions making on regional de¬velopment asymmetry equalization. It is determined that in Ukraine, there is a significant imbalance of regions clusters with high and low economic level. Here was investigated the relationship between the two groups of economic development indicators – the indicators of the economic development regional performance and the group of economic potential. The results of the classification model allow identifying the set of indicators that have significant impact on the overall economic development. The developed ensemble model allows carrying out qualitative recognition and prediction of the state probability of economic development. It will improve the quality of decision making pro¬cesses on equalization of regional development asymmetry. The further research gives the possibility to develop the system of levers directions of regional development imbalance equalization, to determine priority vectors of sustainable development of both the regions and the country.
