Introduction.High levels of occupational incidence in coal miners of the Kemerovo Region determine the need to optimize the State Committ ee for Sanitary and Epidemiological Oversight for in-depth study of risk factors and planning of medical and preventive measures.The aim of the studyis to optimize the activities of the State Committ ee for Sanitary and Epidemiological Oversight in the planning of supervisory and sanitary measures aimed at reducing the level of OD in the coal industry.Materials and methods.On the basis of a sample of materials from the database of the Department of State Committ ee for Sanitary and Epidemiological Oversight in the Kemerovo Region on the occupational morbidity of miners for 2008–2016, the analysis of data on working conditions, age, experience, dynamics of occupational morbidity. Th e information on 7515 cases of occupational diseases in workers of coal mining enterprises is analyzed.Results.Indicators of occupational disease in the miners of the Kemerovo Region are higher than the national level, amounting to 13.23 per 10 thousand of the employed population. Employees of the main professions of the coal industry are particularly susceptible to occupational diseases: sinkers, miners of treatment faces, machinists of mining excavation machines, underground electric locksmiths, drivers of heavy vehicles, drivers of excavators and bulldozers. The reasons for the formation of occupational diseases in miners are unfavorable working conditions: physical overload, dust and gas contamination, noise and vibration, high humidity of the working area at low temperatures. Occupational diseases are more commonly diagnosed in workers aged 41 to 50 years (28.01%) and 51 to 60 years (69.23%). Th e most at risk of occupational disease are those working in contact with the harmful production factor for 21–30 years (60.5%) and from 31 to 40 years (26.1%).Conclusions. The results of the study are necessary for the rational planning of control measures and reasoned conclusions in the preparation of sanitary and hygienic characteristics of working conditions with suspicion of occupational diseases.

The paper presents the place of the mines rescue service in the structures of the crisis management system in Poland. The mines rescue service as one of several entities of the rescue system in Poland focuses on helping injured miners and other people trapped underground. The paper mentions existing legal regulations concerning the mines rescue service and other emergency services. An important piece of legislation for members of mines rescue teams, is the ordinance of the Minister of Energy of 16 March 2017 which introduces a number of revolutionary changes such as obligation to deliver qualified first aid and on-the-spot psychological support. In this way the mines rescue service has become more utilitarian and more universal and therefore may be efficiently used for operations in more general crisis situations and even better contribute to the smooth functioning of the state.

Indicators of industrial injuries in the Russian coal industry remain unacceptably high. Solutions to this problem should be sought in the way of accident prevention, which can be achieved through operational risk management of injuries, implemented by analyzing the state of labor protection for this factor, followed by determining the causes that lead to injuries. On the example of SUEK-Kuzbass JSC, the risks of light, severe, fatal and general injuries were calculated. Based on the individual regression coefficients of the obtained correlations of injury risks, the mines were ranked according to the level of industrial injuries. For a more detailed assessment of the state of labor protection, a matrix of the causes of accidents and their severity is proposed, which displays a qualitative description of the situation at the enterprise.

One of the problems of resource-producing regions, both in Russia and in other countries, is provision of industrial enterprises with professional personnel. It has an impact on the development of socio-economic infrastructure, the degree of technological development, the state of the environmental situation and other aspects. Depending on the state structure and socio-political situation, these problems have their own specifics, in particular, it concerns the coal industry of Kuzbass in the XX-XXI centuries. In the XX century, the formation of human resources was first ensured by free recruitment, organized recruiting and party mobilizations. It is emphasized that under these conditions, the state authorities and the party leadership were forced to make a decision to use the labor of special settlers, labor settlers, home front soldiers, as well as the labor of Soviet Germans deported to Kuzbass at industrial facilities, including at coal industry enterprises. At the end of the XX - beginning of the XXI century, there is a change in the approaches to the formation of human resources, depending on the socio-economic, demographic and other conditions of the development of modern Russia. The problems of the formation and development of industry, the dynamics of human resources potential and demographic changes in Western Siberia were considered in the works of A. B. Konovalov, S. V. Soboleva, E. M. Shcherbakova, and others. Climatic conditions, the lack of basic household infrastructure, staff turnover on the one hand, and the lack of environmental standards on the other, have led to inefficient socio-economic regional development and an increase in environmental problems. In modern conditions, this is manifested not only in the growth of oncological diseases in Kuzbass, but also in the degree of environmental pollution by industrial waste, including the tendency to alienate agricultural land for the construction of technological roads, warehouses for the fertile soil layer and sites for auxiliary equipment. Attention is focused on the fact that for the rise of industry and the increase in coal production, it was necessary to attract labor, and the demographic situation is contradictory: on the one hand, the dynamics of the natural birth rate of the population decreased, which was a characteristic phenomenon for all regions of Western Siberia, and on the other, the lack of labor resources was compensated due to internal migration processes.

The excise taxes contain a hidden reserve for raising funds for the state budget. Therefore, in the case of ensuring their high fiscal efficiency, they can serve as a significant resource for filling the revenue side of the country's budget. The purpose of the article is to analyze the dynamics and structure of excise tax receipts to the State Budget of Ukraine, to determine the main indicators that can be used to assess the fiscal efficiency of the excise tax. The information base for the study was the official data of the State Statistics Service of Ukraine, reports of the State Treasury Service on the implementation of the State budget, data from the Ministry of Energy and Coal Industry of Ukraine. The analysis of the structure and dynamics of the excise tax transferred to the state budget for the period 2014-2019 was carried out. Indicators that characterize the fiscal significance of the excise tax as part of the state budget revenues were determined. The tendencies revealed by the author of a decrease in the fiscal significance of the excise tax are, first of all, a consequence of the insufficient efficiency of administration of this tax, which follows from the imperfection of the current legislation and the ignorance of some potential sources of excise taxation. Based on the data of the State Fiscal Service and the Ministry of Energy and Coal Industry of Ukraine on the production of thermal coal in the period 2017-2019, an assessment of the potentially lost revenues of the state budget was made. These revenues would become possible with the introduction of an excise tax on thermal coal. In the context of optimizing the system of indirect taxation, it was determined that an increase in the current rates of excise tax on excisable goods will not give a tangible effect in the medium term, but will lead to an increase in the level of “shadow” (illegal) production, sale and movement of excisable goods across the customs border of Ukraine. Therefore, the legislature should pay attention to those groups of goods that are in a state monopoly, and their taxation can give significant additional funds to the state budget.

The article examines the state of scientific development of problems of investigation of criminal offenses related to violations of safety rules at the coal industry enterprises. On the basis of the conducted analysis the source base is systematized according to chronological and other criteria, having established their scientific and practical value for development of bases of methodic of investigation of criminal offences of the named category. The scientific literature devoted to the investigation of criminal offenses related to violations of safety rules in the coal industry, is divided into four groups on a chronological basis: the first – the literature published before 1953; the second – sources of years 1954-1991; the third is for publications of the postSoviet period (1991-2012), the fourth is the latest literature published after adoption of current Criminal procedure code of Ukraine in 2012. The author notes that in modern forensic science there is a sufficient array of literary sources, which allows in-depth disclosure of the subject of this study. However, given the presence of scientific and technological progress in the mining industry, the relevant forensic recommendations need to consider the renewal of production processes. Therefore, there is a need to adapt forensic programs to existing technological regulations. The methodics of investigation of criminal offenses related to safety violations in the coal industry should be based on industry, field of production, which gives grounds to define it as a separate intraspecific forensic methodics. Given the blanket nature of the dispositions of criminal law, which provide liability for violation of safety rules in the mining industry, a separate methodology of investigation should implement the provisions of current legislation in terms of intersectoral and sectoral safety rules. In addition, these forensic recommendations should be developed taking into account the production processes, which are constantly evolving.
