The authors of this paper consider promising areas of the corruption prevention using the latest digital technologies: Blockchain, Internet of Things, Artificial Intelligence and Big Data. The purpose of this research is the analysis of advantages of the digital economy development in terms of solving social problems and crime prevention. The authors also show functional digital models of the anti-corruption compliance are defined. In addition, the research results include the determination of some shortcomings of the proposed models associated with the imperfection of the current legislation.

Purpose – The aim of the article is to identify the limitations and critical issues in the way information in the real estate sector in Italy is currently managed, and propose the principles of a method that would provide information and comparison of the phenomenon of over-supply and non-rational land use. This study is based on a series of assumptions, the first of which is a definition of “unsold”, deemed to mean “the amount of new housing units neither occupied nor sold nor rented”. In effect, unsold stock can be considered as over-supply of construction. Design/methodology/approach – The article identifies the critical aspects in the determination of unsold real estate in Italy, starting from the available data and research already carried out; the results are often contradictory. The comparison with programming systems of building production adopted in other countries allows identification of the guidelines that can be used to better understand and combat the phenomenon. Findings – The assessment of the state -of-the-art provides a clear picture of the shortcomings and potential of the tools used to date to meet the need of studying a complex phenomenon with many obscure points. Following the empirical analysis comes out a picture of inefficiencies due to the poor quality of information, as well as the reluctance of data-sharing and -integration procedures by the institutional and market players. Research limitations/implications – The research produces solutions addressed to the Italian situation, but it identifies systems and methods used in other countries. Practical implications – The article suggests the collection systems and management information that can be used for a more accurate knowledge of unsold real estate. Social implications – The article focuses on some of the limits of the Italian real estate market, highlighting the need for greater transparency and how this can contribute to a more conscious approach to the market. Originality/value – The article seeks to provide the necessary answers to those who must understand the reasons of harmful effects for the market, such as overproduction; besides some models focused on three areas – the procedures, the organization and the market – are also proposed.

The article presents the results of studies on the adjustment of cadastral value using a new factor-the probability of an emergency or natural disaster. A new term, emergency geospatial, has been introduced for the spatial definition of an emergency. The analysis of the legal regime of lands subject to emergency situations is carried out. Conclusions are drawn about the legal definition of the geospatial boundary of the emergency situation and the impact of emergencies on real estate. The characteristic of emergency situations, as well as the probability of their occurrence is given. The connection between the emergency situation and the cadastral value of real estate is shown. The dependence of the value of real estate on their location in the geospatial probable emergency. The technological scheme of determination of cadastral value of real estate objects in the zone of manifestation of an emergency situation is developed. A geoinformation project was carried out on the territory of the city of Novosibirsk. The most probable emergencies are taken into account. The map of zones of possible manifestation of emergency situations is made. The comparison of the cost of real estate in emergency zones, with objects analogues, located outside the emergency zone. The values of the correction factor for adjusting the cadastral value are proposed. The map of distribution of correction factors for adjustment of cadastral value of real estate objects in zones of possible manifestation of emergency situations is made. Work on the adjustment of the cadastral value of real estate located in the areas of possible manifestations of emergency situations is promising. First, the zones must be taken into account in modern urban policy and as much as possible to protect real estate and the population from the manifestation of emergency situations. Secondly, the reduction of cadastral value and taxes will allow owners to invest in insurance funds and insure real estate.

The article contains a study of existing views on the economic content of big data. From among the views, within which the authors define big data, the descriptive-model, utility-digital and complex-technological approaches are formulated. Against the back- ground of the large-scale spread of digital technologies (machine learning, cloud computing, artificial intelligence, augmented and virtual reality, etc.), functioning thanks to big data, the study of their economic essence is becoming especially relevant. As a result, it was found that the basis of economic activity in the digital economy is big data. The definition of big data as a resource of the digital economy is proposed.

The article discusses certain issues of the use of geographic information technologies in the field of environmental protection and rational use of natural resources in Ukraine as one of the directions of the development of the information society. The use of geoinformation technologies is essential for land reform, inventory formation of natural resources, real estate, geoinformation support for navigation corridors, environmental monitoring, integration into international structures and the global international information space. Modern geoinformation resources are created as a result of the use of the latest high technologies and have a multi-sectoral origin, multi-purpose and multi-sectoral application. One way to ensure the rational use of natural resources and the environment is to use geoinformation technologies. Modern geoinformation resources are created as a result of the use of the latest high technologies, including remote sensing of the earth, digital photogrammetry, GPS-measurement, use of databases and information computer networks, are of multi-sector origin, multi-purpose and multi-sector application. In particular, they are important for land reform, inventory formation of natural resources, real estate, geoinformation support for navigation corridors of transport, environmental monitoring, integration into international structures and global international information space. The article analyzes the strengths and weaknesses of existing natural resource inventories in Ukraine, which makes it possible to conclude that state natural cadastres are the basis on which the national geospatial data infrastructure should be created. The necessity of modernization of the system of natural resources cadastres is substantiated, which should become a multi-purpose system of accounting, management and maintenance of the proper state of the environment and the rational use of natural resources for the sustainable development of the country. This will: eliminate the duplication of work on the collection and registration of geospatial data; ensure compatibility of data from different suppliers; remove unreasonable barriers and restrictions on information interaction between data providers and consumers; promote the monitoring of natural resources and the environment; promote the creation of a national system of technical regulations and standards harmonized with international standards, which integrates Ukraine into the process of building a European geospatial data infrastructure; ensure equal and open access of consumers to geospatial data. Such a cadastral system should be integrated with the databases of other information registers. It is advisable to create natural inventories based on the use of European standards, in particular the INSPIRE - EU Spatial Information Infrastructure Directive, multidisciplinary data for environmental policy, to improve the environment, to prevent the negative effects of environmental problems.

Currently, issues of rational and environmentally friendly environmental management are of particular relevance. For these purposes, a system of eco-products and eco-industries is developing. The main institute for accounting for land plots and capital construction facilities is Rosreestr. Minerals in the Earth's bowels are also real estate by law, but are not taken into account in the modern cadastre, which leads to their unsystematic use and destruction. The negative aspects of the use of natural resources are reflected. The need to record all types of natural resources provided for in the Civil Code in the Unified State Register of Real Estate is justified.
