Limited progress has been made in implementing integrated coastal and marine management (ICM) policies globally. A renewed commitment to ICM in Canada offers an opportunity to implement lessons from previous efforts over the past 20 years. This study applies three core ICM characteristics identified from the literature (formal structures; meaningful inclusion; and, innovative mechanisms) to identify opportunities for operationalizing ICM from participants’ lived experiences in Atlantic Canada. These characteristics are employed to assess and compare ICM initiatives across two case studies in the Upper Bay and the Lower Bay of Fundy. The assessments are based on semi-structured interviews conducted with key participants and a supplementary document analysis. The following insights for future ICM policies were identified: adaptive formal structures are required for avoiding previous mistakes; a spectrum of approaches will support meaningful engagement in ICM; local capacity is needed for effective innovative mechanisms; and, policy recommendations should be implemented in parallel. Although these insights are relevant to each of the two sub-regional case studies, the paths taken to incorporating and realizing them appear to be location-specific. To account for these site-specific differences, we suggest more attention be given to strategies that incorporate local history, unique capacity of actor groups and location-specific social-ecological systems objectives. We provide the following recommendations on policy instruments to assist in moving toward enhanced regional ICM in the Bay of Fundy, and that may also be transferable to international ICM efforts: update policy statements to incorporate lessons from previous experiences; strengthen commitment to ICM in Federal law; create a regional engagement strategy to enhance involvement of local actor groups; and, enhance the role of municipal governments to support local capacity building and appropriate engagement of local actors in ICM processes.

The article focuses on the role of Localized Agri-food Systems (LAFS) in the provision of environmental and social benefits (ESBs) in peripheral areas, by comparing two case studies in Italy: bergamot production in Grecanic area (Calabria region) and a basket of local products in Garfagnana area (Tuscany region). On the basis of the evidence collected through semi-structured interviews with key stakeholders, the paper shows the different mechanisms by which LAFS may stimulate the provision of ESBs in such areas. In both case studies the provision of ESBs was the result of the interplay among three different types of drivers: markets factors, the set of policies implemented in the specific territorial context and collective actions performed by local actors to promote new governance patterns and new institutions. The article shows that in peripheral areas LAFS, alongside food production, have a strong potential in delivering a broad range of environmental and social benefits, which are highly valued by local communities and consumers. However, this potential varies to large extent according to the socio-economic and institutional settings, as well as on the type of interactions of market drivers with public policies and collective action.

AbstractDrawing on two longitudinal case-studies, this study aimed to identify some salient characteristics of the agentic behaviour of two young emergent multilinguals in two different multilingual contexts: Luxembourg and Israel. Despite the fact that the studies were conducted independently, the two cases were analysed together owing to the similarities in the research methods such as video-recorded observations, and semi-structured interviews with teachers and parents. The data were analysed through thematic and conversational analyses. Findings showed that a boy who learned Luxembourgish in Luxembourg and a girl who learned Hebrew in Israel, were outgoing and active learners who influenced their learning environment. We identified 10 types of agentic behaviour, including engaging in repetition after peers and the teacher, creatively producing language, translanguaging, and self-monitoring. Despite differences of the children’s sociocultural and linguistic backgrounds, and the language policies of their educational settings, we found a striking overlap in their language-based agentic behaviours. We suggest that the identified types can encourage further research in this field. Although our study with talkative children allowed us to observe many types of agentic behaviours, we cannot claim that less outgoing children or children who do not show the same behaviours do not have ways of expressing their agency.

The building industry is blamed for consuming enormous natural resources and creating massive solid waste worldwide. In response to this, the concept of circular economy (CE) has gained much attention in the sector in recent years. Many pilot building projects that implemented CE concepts started to appear around the world, including Taiwan. However, compared with the pilot projects in the Netherlands, which are regarded as the pioneer ones by international society, many CE-related practices are not implemented in pilot cases in Taiwan. To assist future project stakeholders to recognize what the key CE-related practices are and how they could be implemented in their building projects in Taiwan, this study has conducted a series of case studies of Dutch and Taiwanese pilot projects and semi-structured interviews with key project stakeholders of Taiwanese pilot projects. Thirty key CE-related practices are identified via case studies, along with their related 5R principles (Rethink, Reduce, Reuse, Repair, Recycle) and project phases. Suggestion on CE-related practices, their 5R principles, project items, and phases to implement in building projects in Taiwan is also proposed while discussion on differences between two countries’ pilot projects is presented.

Food’s place on the urban, municipal agenda has become an increasing focus in the emergent fields of food policy and food planning, whose leaders argue that food needs to be more explicitly added to the urban agenda. Yet, public food markets are a food system activity that municipal governments have been long engaged in. Reports from leading health, planning, and food organizations assert that farmers markets—the dominant form of public retail food markets in the US today—should be explicitly included in zoning and other municipal codes to ensure that they can be created and sustained. Despite their popularity as a local sustainable food system and healthy food access strategy, it is unclear whether markets have been codified through municipalities’ planning and policy instruments, and research has largely not addressed this topic. This study aims to elicit whether markets have been codified into law, focusing on US municipal charters, codes and zoning ordinances, using Michigan, an upper Midwest state, as a case. After analyzing municipal documents to determine whether and where markets have been codified into law in ninety Michigan cities, this study concludes that markets are highly underrepresented in municipal policy, rarely defined in code, and mostly absent from zoning ordinances, even among those cities with currently operating markets. Market presence in code is, however, associated with the presence of historically operated markets. These findings raise questions about why markets are missing from codified food policy and what risks this poses to the future of markets. They also highlight the need to better document the market sector and underline the importance of including historic perspectives when examining the efficacy of current food policy efforts.

Climate change is one of the greatest challenges of the 21st century, displacing a global annual average of 26.4 million people due to climate-related disasters. Currently, over 1.1 million Syrian refugees have fled to Lebanon due to climate-related drought and subsequent war, with 320,000 who remain unregistered by the UNHCR. Unregistered refugees are restricted from accessing services, shelter, and financial means for survival and risk arrest, detention, and deportation by Lebanese authorities for not having proper documentation and paid residency fees. These consequences are felt the most in refugee camps along the Syrian-Lebanese border region such as Bekaa, Lebanon. Despite the presence of humanitarian aid, refugees in camps are left in legal limbo, deprived of accessing the right to have rights. Specifically, for climate refugees, international treaties or future mitigation mechanisms are lacking, exacerbating their vulnerability. Therefore, this research questions the physical and social experiences of unregistered Syrian climate refugees in the Jarrahieh camp, Bekaa, Lebanon. The intention is to determine how these refugees, without official status, are impacted and coping with current federal and international legislative measures. By working with the refugees and key local actors, this research aims to understand how solidary and community organization can be formed within the current legal system to facilitate smoother adaptation and resettlement for climate refugees. Using participatory observation, focus groups, semi-structured interviews, and archival research, the practical outcome is a solidarity group that is established, run, and evaluated by a sample of unregistered Syrian climate refugee men and women aged 18-65.

Introduction: Telemedicine is the provision of health services, where distance is a critical factor, using information and communication technologies. Cape Verde has bet on using this tool to increase access of the population of its islands to specialized care.Material and Methods: Qualitative study, covering the period between 2013 and 2014. It uses document analysis, semi-structured interviews and focus groups to collect data and analysis of content for their analysis. The participant population includes doctors, nurses and professionals from some institutions related to telemedicine.Results: The priorities of the National Telemedicine Program are set, the cores and reference centers are operational, with trained personnel and equipment installed. Several other policy instruments and conditioning factors and facilitators of the program have been identified.Discussion: Telemedicine is contributing to the reduction of inequalities in access to health, in Cape Verde. However, the full adoption of a service based on a new technology depends on conditioning factors and facilitators, and several success factors of telemedicine, identified in the literature, are not observed and in conjunction with other existing weaknesses affect the overall development of the National Telemedicine Program. However the strengths and capabilities are highlighted opportunities to act.Conclusion: Despite the progress, some telemedicine success factors highlighted on the literature are not seen in the country.

Purpose – The purpose of this paper is to develop a framework for analysing the configuration of knowledge networks used by innovative rural small- and medium-sized enterprises, and the nature of the relationships between knowledge transferring actors. Design/methodology/approach – The research is based on semi-structured interviews with rural innovative entrepreneurs and regional key informants. Social network analysis (SNA) was used to identify configuration of relationships, and content analysis to understand the nature of the knowledge relationships. Findings – Higher innovation levels are related to proactive and strong relationships with extra-local actors, usually from the international level, mainly from the Baltic Sea region. The actors, who have a greater role in innovation, are special customers, scientific organisations and non-human actors (e.g. trade fairs). Greater variety in proactive relationships helps achieve higher-level innovations. Reactive and weaker relationships tend to be related to lower innovation levels. Originality/value – This study contributes to the development of rural innovation research practice through the development of a framework for analysing the configuration of knowledge networks and the nature (activity and strength) of relations between actors. Thus, two different dimensions not used together previously are combined and advanced. In addition, in this paper, the relations that go beyond a region’s borders are also included, compared to earlier studies, where SNA was commonly used only with reference to relations inside a territory. An example from Central and Eastern Europe supplied to the literature on rural innovation networks is of additional value.

Purpose - This article explores the extent to which business–government relations permeate socially irresponsible business activities. While existing theory provides traction in explaining the strength of the pressures to conform that emanate from the institutional environment, it does not adequately explain the conditions under which businesses might exercise discretion in choosing whether or not to conform to local standards of appropriateness and how local actors organize their responses accordingly. Methodology - The empirical evidence is based on an in-depth longitudinal case study developed in an industrial district of Fortaleza, Brazil. Data were collected from three sources, including semi-structured interviews. An inductive thematic analysis of narratives was conducted to investigate the interactions between the different institutional actors and their experiences of institutional change and renegotiation. Findings - It was found that the institutionalized forms of business–government relations are fundamentally permissive and personalized, being based on meeting specific and mutually opportunistic demands. We show that institutional permissiveness can make it possible for large firms to dominate an industrial area and force the government to reduce law enforcement. We demonstrate the historical evolution of forms of the appropriation of space and natural resources. Originality - Our theoretical contribution is to the concept of institutional permissiveness. Unlike other institutional streams, we argue that the concept of the institutional void is inadequate to the task of understanding business–government relations in emerging markets. We show how an institutional configuration can emerge that sustains the power relations and resource appropriations that reproduce social relations distinct from those found in the Anglo-American institutional environment, which does not configure institutional voids.
