More research on sport for development and peace (SDP) organizations is needed to better understand their actual contributions to the United Nations (UN) Sustainable Development Goals (SDGs). Yet, the unstable, restricted, or even risky contexts in which many non-governmental organizations (NGOs) and SDP agencies sometimes operate often leave researchers to face important challenges to develop effective or feasible methods to work with such organizations. This study aimed to address the ontological and epistemological questions about what should be known about a given context in an organization before setting off on fieldwork. We propose a methodology, based on an actantial model (AM), as a method to analyze the nature and context of a project, to assess the actors involved in the project, and to establish if the global cost (i.e., material, temporal, financial, and physical) for conducting fieldwork is realistic and feasible of all the parties involved in the potential project. To illustrate this process, we analyzed the nature and context of an SDP project in Madagascar as the first step for potential collaborative research. As researchers, we do not want to invest time and energy to build up a fully developed field research project with an NGO in a context where it would not be realistic or feasible to conduct such research. Actually in this context, developing a research protocol without an implementation strategy might not only be detrimental to the researchers, but also to the NGO itself, where resources are often limited. Accordingly, the results from this preliminary field research demonstrate that an AM is a relevant analytical tool for obtaining insights about the context, the actors, and their relationships within an NGO. In conclusion, this model might be a useful instrument for conducting an initial analysis for the preliminary identification of the necessary conditions for the construction of a sustainable empirical research partnership with a given SDP project.

Abstract The purpose of the article is to present empirical research on the study of the axiology of the phenomenon of “sustainable government administration”, the identification of its role and place in the system of value priorities for the development of modern human civilization, as well as the justification of new approaches to international cooperation towards the achievement of global Sustainable Development Goals. A new scientific term has been formulated and a separate scientific and practical direction in the field of science “State administration” - “sustainable government administration”, its subject, object, exclusive features, and methods of implementation have been determined. The author’s model of a criterion comparative analysis of state governance of sustainable development, public administration sustainable development and sustainable government administration features is proposed. Particular attention is paid to the issue of enhancing Ukraine’s participation in the activities of international governmental and non-governmental organizations in the field of environmental safety. The article is a logical continuation of previous scientific studies of the author’s team. The analysis allows to assume that in the case of the introduction of state regulation of sustainable development at the global, national and regional levels, has every reason to achieve a significant part of the Sustainable Development Goals without waiting for 2030.

Human endeavors can be understood at the levels of evaluating what is good (values identification) and judging what is right (norms identification). These ethical considerations ideally find expression by becoming embedded in daily activity, with the ideal often buttressed by formal laws and regulations. Commitments to a strategy of sustainable management remain principally an ethical (rather than a regulatory) issue and are addressed primarily by non-governmental organizations (NGOs) rather than states. The United Nations’ 17 Sustainable Development Goals (SDGs) offer a blueprint for a more sustainable future. Faced with the consequences of climate change, natural disasters, environmental degradation, armed conflicts, and mass migration, NGOs’ commitments to the SDGs may be expressed in their engagement with meeting the immediate basic needs of present generations (e.g., for clean air, clean water, food, clothing, and shelter) and by humanitarian or developmental actions (which are part and parcel of sustainability development strategy and its implementation). In the present paper, I will offer a preliminary exploration of the question, to what extent do NGOs’ ethical commitments encompass strategy-led sustainable development capable of contributing to improving the likelihood of survival of a vulnerable population?

Much has been written about sport as a tool for development and peace. But more research on Sport for Development and Peace (SDP) organizations, is needed to better understand their actual contributions to the UNs sustainable development goals. Yet, the unstable, risky, and restricted contexts in which many NGOs and SDP agencies operate often leaves researchers struggling to find effective yet feasible methods through which to examine agencies in these fields. Indeed, conducting field work on and with SDP agency often implies allocating significant quantities of researcher’s limited time, funding, and other vital resources. And as limited resources need to be invested wisely, SDP researchers will clearly need to prepare their fieldwork. Nevertheless, there are but a handful of methodological papers that address the question of how to prepare for SDP field work. In other words, the question of how we know if it is worthwhile, and safe enough, to proceed with SDP field work remains. Building on previous research, the purpose of this study is to raise important ontological and epistemological questions about what can be known about a given context, before setting off on fieldwork. We further explore the use of the Actantial Model as a research method for analyzing existing data before deciding whether to conduct fieldwork in complex and frequently insecure situations. In other words, will the cost (material, temporal, financial, and physical) of conducting fieldwork be worth it? By applying the Actantial Model, with the specific aim of informing decisions regarding subsequent fieldwork, to one specific case, contributions regarding the pertinence of conducting fieldwork are provided.

Non-state factors begin to play more and more significant role in processes of global management. The international non-governmental organizations are on a special place among them (INGO). In the last decade they are growing noticeably. In this regard it is necessary to study the role and the meaning of international non-governmental organizations in the process of global management. It is a vital need of modern science. Attempts to elaborate definition of the concept "international non-governmental organization" were made repeatedly but all developed concepts have certain shortcomings (don't reflect the legal nature of INGO, membership, activity purposes, etc.). The bulk of non-governmental organizations are created for the solution of specific problems or work within a certain perspective. Today these organizations actively deal with issues connected with humanitarian assistance, protection of human rights and environmental protection, providing peace and safety, participate in educational programs, sports projects. They provide analysis and expert assessment of various problems, including global problems, act as mechanism of "early notification" and promote control of international agreements execution. But, without looking, for rather positive role of MNPO in their activity there are also certain problems. INGO is often accused in internal state affairs. Their activity often has politized character.

Project management is an autonomous discipline that is applied to a huge diversity of activity sectors and that has evolved enormously over the last decades. International Development Cooperation has incorporated some of this discipline’s tools into its professional practice, but many gaps remain. This article analyzes donor agencies’ project management approaches in their funding mechanisms for projects implemented by non-governmental organizations. As case study, we look at the Spanish decentralized donor agencies (Spanish autonomous communities). The analysis uses the PM2 project management methodology of the European Commission, as comparison framework, to assess and systematize the documentation, requirements, and project management tools that non-governmental organizations need to use and fulfill as a condition to access these donors’ project funding mechanisms. The analysis shows coincidence across donors in the priority given to project management areas linked to the iron triangle (scope, cost, and time) while other areas are mainly left unattended. The analysis also identifies industry-specific elements of interest (such as the UN Sustainable Development Goals) that need to be incorporated into project management practice in this field. The use of PM2 as benchmark provides a clear vision of the project management areas that donors could address to better support their non-governmental organization-implemented projects.

This study looks at the equality challenges and opportunities for women with disabilities in low and middle income countries (LMICs) to participate and succeed in education, employment and motherhood. It is based on a systematic review of the literature from academic and non-governmental organization databases. The search of these databases yielded 24 articles, which were subsequently passed through open, axial, and selective coding. The resulting review found that women with disabilities in LMICs have severe difficulty participating and succeeding in education, employment and motherhood due to a number of interrelated factors: (i) hampered access to education, employment, intimacy and marriage, (ii) stigma and cultural practices resulting in discrimination and prejudice, and (iii) lack of support from family, teachers and institutions—all of which are exacerbated by poverty. Support from families, communities, the government, and non-governmental organizations improves women’s ability to fulfil their social roles (as students, employees and mothers), resulting in a better quality of life. Strategies that create awareness, minimize poverty and facilitate justice may improve the opportunities for women with disabilities in LMICs to participate in education, employment and motherhood, as well as their ability to succeed in these domains.

This article deals with international experience integration of openness and transparency level evaluation of activities by non-governmental organizations (NGOs) into the Russian practice. The object of this study is socially oriented non-governmental organizations — both those that receive financial support from the state and those that do not. The subject of the study is the transparency and openness of the socially oriented non-governmental organizations of the Sverdlovsk region. The article proposes the following hypothesis: the government provides financial support to exceptionally transparent and open socially oriented non-governmental organizations; the most popular socially oriented non-governmental organizations are considered the most transparent, and the state financial support is provided to them. To evaluate the level of openness and transparency of non- governmental organizations the authors use quantitative methodology for websites monitoring of non-governmental organizations. The indicators proposed allow for the evaluation of the current level of openness of socially oriented non-governmental organizations. In addition, the article assesses available statistics to evaluate the popularity indicator of specific socially oriented non-governmental organizations. The independence of territorial self-governments in the process of implementing the tasks imposed on them does not mean that they have to implement them independently. Achieving the assumed goals of action often requires skillful cooperation with other entities, including non- governmental organizations. Local government is the closest partner of non-governmental organizations, not only through action in the local community, but above all through a community of purpose, which is to meet the needs of residents. NGOs represent the local community. The basis for the functioning of the state is social dialogue. The guarantee of successful cooperation between partners is cooperation based, on the one hand, on the awareness of local governments of jointly diagnosing and solving local problems, and on the other ‒ on the awareness of non-governmental organizations to jointly implement their goals. It should be emphasized that territorial self-government ‒ fulfilling statutory tasks and non- governmental organizations (voluntary associations of people devoting their time and energy to achieve social goals) are two different types of entities. Dialogue and cooperation between them should aim to integrate and mobilize entities to improve the quality of life in small homelands. The main goal of the article is therefore to draw attention to the importance of cooperation between territorial self-governments and non-governmental organizations in order to achieve positive results. It emphasizes the principles on which such cooperation should be based. The areas of this cooperation were indicated, giving examples of practices. The work mainly uses the desk research method in the form of literature analysis, reports and exploitation of online resources, as well as case analysis.
