The agricultural land market and its legal and political limitations play an important role in sustainable agricultural production. This study analyzed the agricultural land market in particular regions of Slovakia in terms of the sustainability of agricultural production. We focused on the development of proposed land prices between 2014 and 2018 to find out whether the prices proposed by landowners align with administrative land prices reflecting the soil quality in particular regions of Slovakia, or whether they are influenced by the proposed land prices of neighboring regions. Moreover, we focused on the existence of regional differences in proposed land prices in Slovakia, including differences in supply prices of arable land and permanent grasslands in particular regions. Statistical induction tools, together with multiple range tests and spatial autocorrelation, were used to confirm or refuse our expectations. We confirmed statistically significant differences in proposed land prices between regions. Moreover, we found that landowners are only influenced by the proposed land prices of their neighboring regions to a slight degree. However, we found that the price scissors between proposed land prices and administrative land prices open towards smaller administrative land prices, meaning that land of poorer fertility is supplied at a higher price than land of the best soil quality. There is a risk that expensive and poorer land plots will be used by investors for non-agricultural purposes, and agricultural production will be crowded out from these regions. Therefore, we propose that changes to the prepared legislative measures are necessary in order to promote the sustainability of agricultural production in all regions of the country.

PurposeLiquidity is an important aspect of market efficiency. The purpose of this paper is threefold: first, this paper aims to discuss indicators that provide information about liquidity in agricultural land markets. Second, this paper aims to reflect on determinants of market liquidity and analyze the relationship with land prices. Third, this paper aims to conduct an empirical analysis for Germany that illustrates these concepts and allows hypothesis testing.Design/methodology/approachThis study reviews liquidity dimensions and measurement in financial markets and derives indicators applicable to farmland markets. In an empirical analysis, this study exhibits the spatial and temporal variability of land market liquidity in Lower Saxony, a German federal state with the highest agricultural production value. This study uses a rich dataset that includes 72,547 sale transactions of arable land between 1990 and 2018. The research focuses on volume-based (number of transactions, volume and turnover) and time-based (trading frequency and durations) measures. A panel vector autoregression and Granger causality tests are applied to investigate the relation between land turnover and land prices.FindingsThe paper confirms the thinness of farmland markets but also reveals regional and temporal heterogeneity of land market liquidity. This study finds that the relation between market liquidity and prices is ambiguous. This study concludes that a high demand from expanding farms absorbs supply shocks regardless of the current price level in agricultural land markets.Originality/valueEven though the relevance of agricultural land markets’ thinness is widely acknowledged in the literature, this paper is one of the first attempts to measure liquidity in agricultural land markets and to explain its relationship with land prices.

The article is devoted to substantiating the prospects for increasing the marginal volumes of agricultural production for export in the next four years. Two scenarios of such production are considered: 1) expansion and 2) intensification of the use of land resources. As part of the development of the first scenario, an analysis of the distribution of unused agricultural land, including arable land, by federal districts was carried out. Also, based on the forecast of the introduction of additional annual volumes of acreage in the subjects of the Federation, the calculation of additional volumes of agricultural production, which can be expected in the next four years, was carried out. The analysis of data on the increase in the yield of export-oriented crops over the past five years has been carried out, in the framework of the second scenario, the calculation of the projected additional yield due to the intensification of agriculture is presented. The results of the study indicate that the intensification of agriculture will have the greatest impact on the growth of production and export of agricultural products in the near future.

Central Chernozem is one of the largest agricultural regions in Russia. As a result of the long period of natural resources use the anthropogenic load on agricultural lands is increasing. The result of agricultural nature management is the increase of land degradation processes. Voronezh Region has a high agro-climatic potential, most of the territory is occupied by agricultural land, arable land prevails among them. Soil degradation is the most acute problem. There is a need to assess the impact of agricultural natural resources use on land resources of the region. Modular coefficients for assessment of geochemical impact of agriculture and animal husbandry on agricultural systems are proposed. The developed factor is a tool for identification of negative land use processes and environmental problems. The article deals with the issues of ecologically oriented, scientifically grounded strategy of agricultural nature management. Ecological approach to assessment of soil quality in the future will develop a strategy for balanced land use. The article has a scientific and practical character and is aimed at the development of methods of ecological assessment of soil quality. The proposed methodological approach identifies destructive processes in soils. For ecologically oriented strategy of development of regions it is important to define maximum allowable agricultural loads for preservation of sustainable environment.

The subject of the study presented in this article is the economic relations arising due to the progress of the urbanization that leads to changes in agricultural production. For a long time in Russia a reduction of agricultural land, arable land and crops takes place. One reason for this is the global progress of urbanization. Changes in agricultural land use occur across the country however this process is uneven in different regions. Among all regions Moscow and Moscow region significantly stand out. The study showed that in the more urbanized regions of the country reduction of the agricultural land and changes in agricultural land use are greater than in less urbanized ones.

As long as the land market in Slovakia is not completely developed and land market prices introduced, the officially assigned land prices are practically in use. At the present time, land prices should express the supply prices, which cover the income effect of the land site under the socially necessary costs. In this situation, for the temporary period, centrally assigned fixed land prices could represent the effective supply and demand prices in case they correspond to the mentioned conditions. At present, the official prices are used for fiscal purposes and the land property rights.

The article considers various global factors influencing rural development under the conditions of liberalization of the agricultural land market in Ukraine. The author assesses the impact of global processes and global capital on the development of national farms, income distribution, access to land resources, production processes and equitable development in this country. It is proved that globalization, leading to increased concentration of agri-food production and business and expanding the role of large transnationalized corporations, is primarily aimed at exploiting the country’s existing comparative advantages, rather than increasing them, and promotes, in many recipient countries, a model of double economy split in the technological and socio-economic dimensions into qualitatively heterogeneous sectors. The author concludes that although global factors of agricultural production may have a relatively positive impact in macroeconomic terms, the dominance of multinational (transnational) companies, large exporting companies and financially powerful sovereign welfare funds in the market may create risks and threats of crowding out Ukrainian farmers from the market and blocking the sustainable development of rural areas. At the same time, Ukraine's agricultural sector will be transformed into a raw-material link of global food production chains dominated by large transnationalized entities, and a kind of raw-material enclave of transnationalized production will be created within the Ukrainian economy. The article argues that in today's global economy, where cardinal transformations are taking place and uncertainty is growing, land will become an increasingly valuable asset, attractive not only to agricultural producers but also to land speculators and those who try to maintain the value of their assets under the conditions of growing global risks. Under such conditions, investment in land will not at all necessarily contribute to the development of agricultural production, because speculative capital in the face of widespread expectations of a long and significant upward trend in land prices will prevail over productive agricultural capital. In general, this might lead to a significant increase in the cost of agricultural production and food prices. The author proves that the liberalization of the land market leads to increased risks of transfer of the control over Ukraine’s land resources to foreigners (sovereign financial funds and major international corporations), given their dramatic advantage by available financial resources for land acquisition, compared to those possessed by Ukraine’s residents. The article substantiates a set of policy measures and national policy instruments necessary to minimize the risks associated with the introduction (in the context of globalization) of free purchase and sale of agricultural land, which comply with the regulation principles of the European Union.

The paper studies the issue of the use of disposed agricultural land through the example of LLC “Alliance-agro in Sengileevsky district of the Ulyanovsk region. The authors consider the grounds for cultural and technical work and provide the results of a survey of unused arable land on the farm. A technology for the development of disposed agricultural land is proposed. Everyone knows that agricultural land is of particular importance as a means of agricultural production and is the second largest category of land in the unified land fund of the Russian Federation in terms of area, which includes the best and fertile lands making up the heritage of the country. Despite the fact that the schemes for the use of agricultural land are developed, many questions of a theoretical, methodological and applied nature need to be improved, since this is associated with incessant changes in the legal and organizational systems of land use. As a result of irrational use of land, degradation, littering, overgrowing with trees and shrubs of agricultural areas occurs. These processes lead to the fact that fertile lands are withdrawn from circulation. Our research is aimed to solve the problems in the field of the improvement of the cadastral registration of lands, the process of the organization of rational land use, as well as the most effective use of unused lands overgrown with trees and shrubs. The solution to this problem will help the rational transformation of the agricultural land use system and increase in their efficiency. Moreover it will help to solve the problem of the involvement of unused land in agricultural production and increase the efficiency of cadastral registration of agricultural land. As a result of the land clearing proposed by the authors, the sites of this object will be put into agricultural circulation, where any zoned agricultural crop can be grown from the first year of development in case of a favorable water-air regime in the root layer and complex agrochemical cultivation.

Abstract Despite the fact that the agricultural land market in Slovakia has developed in recent years, the overwhelming part of agricultural land in Slovakia is utilized in the form of rent. Only a small part is managed by the landowners themselves. It is therefore necessary to create mechanisms that would make it easier for both beginners and experienced farmers to acquire land as a basic factor of production. It is also important to create conditions enabling agricultural land to continue to serve its purposes and be acquired by persons who are competent for the management of the land and will manage it in compliance with the criteria of good agricultural and environmental practice. Research and analysis of factors affecting the land market and the rental market with agricultural land will also play an important role in these directions. During the evaluated period 2007–2016, we analyzed 244,374 land plots of agricultural land in twelve districts of the Slovak Republic (hereinafter referred also as SR). In the twelve districts of Slovakia, from 2007 to 2016, the average market price agricultural land without a distinction of size categories showed a fluctuating trend. Higher values of the average market price of agricultural land were recorded in the first years of the reviewed period. The highest value of the average market price was recorded in 2008 and amounted to 2.76 €.m−2. During the monitored period, from 2007 to 2011, the average market price had always values exceeding 1 €.m−2. In the reviewed twelve districts of Slovakia during the monitored period, the sold area of agricultural land represented acreage of 100,574 ha. From this acreage, the largest share (58.41%) scored arable land followed by permanent grassland with a share of 40.92%. Orchards marked the 0.43% share of the total acreage and the smallest share (only 0.23%) of the total sales was represented by vineyards.

The study analyzes the possibilities of using cost estimates of ecosystem services to assess the effects of transformations in land use. The consequences of transformations were assessed by comparing the value of basic ecosystem services for different patterns of the land use structure, taking into account the fact that the volume of ecosystem services provided is limited by the ecosystem sustainability limits. To estimate ecosystem services, the methodology developed by the author was used. It is based on the indicators of agricultural land productivity and their value terms. The assessment was carried out for the Zarinsky district of Altai Krai, located at the junction of the West Siberian and Altai-Sayan physicogeographical countries. The study has revealed that the greatest value of basic ecosystem services in the region with agricultural specialization can be achieved by optimizing the agricultural load – reducing the share of arable land and increasing the share of forage land in the total area. It is proposed to implement this by involving plots of fallow lands in circulation: some of the plots are proposed to be used for reforestation, while others – for haying and grazing. This will balance the need to maximize agricultural production, while not reducing the sustainability of the ecosystems.

The aim of the paper has been to diagnose factors determining agricultural landprices, classifying them and determining which of them plays the most importantrole. The considerations were based on selected subject literature, the results ofresearches conducted by other authors, as well as analysis of statistical data from theCentral Statistical Office of Poland and Eurostat. Factors determining agriculturalland prices in Poland can be divided into two groups: 2) Market: supply and demandfor agricultural land allotted to agricultural production; supply and demand foragricultural land that can be, in compliance with the binding law, allotted to purposesother than agricultural; simultaneous functioning of two market segments - private(on which a majority of land trading is conducted among farmers) as well as the statemarket segment – the Stock of Agricultural Property of the State Treasury managed,on behalf of the owner - the State Treasury, by the state institution - the AgriculturalProperty Agency; profitability of agricultural production. 2) Non-market: historicalconditions – dominance of private property in Polish agriculture, both in the marketeconomy and in the previous economic system; tradition, culture - passing farmsfrom generation to generation; Poland’s accession to the European Union andcovering Polish farmers with common agricultural policy instruments; ending thetransitional period of purchasing Polish agricultural properties by foreigners on 1May 2016. After this period, the hitherto limitations (special permits) for foreignersin purchasing agricultural properties in Poland were lifted.
