Air temperature, both cold and hot, has impacts on mortality and morbidities, which are exacerbated by poor health service and protection responses, particularly in under-developed countries. This study was designed to analyze the effects of air temperature on the risk of deaths for all and specific causes in two regions of Brazil (Florianopolis and Recife), between 2005 and 2014. The association between temperature and mortality was performed through the fitting of a quasi-Poisson non-linear lag distributed model. The association between air temperature and mortality was identified for both regions. The results showed that temperature exerted influence on both general mortality indicators and specific causes, with hot and cold temperatures bringing different impacts to the studied regions. Cerebrovascular and cardiovascular deaths were more sensitive to cold temperatures for Florianopolis and Recife, respectively. Based on the application of the very-well documented state-of-the-art methodology, it was possible to conclude that there was evidence that extreme air temperature influenced general and specific deaths. These results highlighted the importance of consolidating evidence and research in tropical countries such as Brazil as a way of understanding climate change and its impacts on health indicators.

Introduction: Nowadays, adolescent and youth’s health has become increasingly important. The world health organization (WHO) emphasizes the importance of evaluating the structure, process, and outcome of health services. This study was conducted to design a health services’ management of adolescents and youth model for the Iranian population, to improve young people's health. Method: This study is a comparative, quantitative-qualitative study. Countries were selected by comparing adolescent and youth health indicators based on population and availability of information. By studying the health services’ management of adolescents and youth, essential variables and dimensions in the initial model were identified, and a preliminary questionnaire was developed and approved by experts. One hundred seventy-eight final questionnaires were completed by experts. Exploratory factor analysis was performed to determine the practical factors (SPSS 20), and the model’s fit was examined by confirmatory factor analysis (Amos 24). Results: A total of 6 factors were identified as effective in health services’ management of adolescents and youth, including, health service package, human resources, financial resources, equipment and services’ provision, data & statistics information resources, and health service delivery management of adolescents and youth, With a maximum 0.97 operating load had the highest and equipment and services’ provision (0.53), had the least impact. Conclusion: The proposed model has the most significant impact on the management of health services’ management of adolescents and youth components.

Long-term climate change may strongly affect the aquatic environment in mid-latitude water resources. In particular, it can be demonstrated that temporal variations in surface water temperature in a reservoir have strong responses to air temperature. We adopted deep neural networks (DNNs) to understand the long-term relationships between air temperature and surface water temperature, because DNNs can easily deal with nonlinear data, including uncertainties, that are obtained in complicated climate and aquatic systems. In general, DNNs cannot appropriately predict unexperienced data (i.e., out-of-range training data), such as future water temperature. To improve this limitation, our idea is to introduce a transfer learning (TL) approach. The observed data were used to train a DNN-based model. Continuous data (i.e., air temperature) ranging over 150 years to pre-training to climate change, which were obtained from climate models and include a downscaling model, were used to predict past and future surface water temperatures in the reservoir. The results showed that the DNN-based model with the TL approach was able to approximately predict based on the difference between past and future air temperatures. The model suggested that the occurrences in the highest water temperature increased, and the occurrences in the lowest water temperature decreased in the future predictions.

Due to a continuous increase in global temperature, the climate has been changing without sign of alleviation. An increase in the air temperature has caused changes in the hydrologic cycle, which have been followed by several emergencies of natural extreme events around the world. Thailand is one of the countries that has incurred a huge loss in assets and lives from the extreme flood and drought events, especially in the northern part. Therefore, the purpose of this study was to assess the hydrological regime in the Yom and Nan River basins, affected by climate change as well as the possibility of extreme floods and droughts. The hydrological processes of the study areas were generated via the physically-based hydrological model, namely the Soil and Water Assessment Tool (SWAT) model. The projected climate conditions were dependent on the outputs of the Global Climate Models (GCMs) as the Representative Concentration Pathways (RCPs) 2.6 and 8.5 between 2021 and 2095. Results show that the average air temperature, annual rainfall, and annual runoff will be significantly increased in the intermediate future (2046–2070) onwards, especially under RCP 8.5. According to the Flow Duration Curve and return period of peak discharge, there are fluctuating trends in the occurrence of extreme floods and drought events under RCP 2.6 from the future (2021–2045) to the far future (2071–2095). However, under RCP 8.5, the extreme flood and drought events seem to be more severe. The probability of extreme flood remains constant from the reference period to the near future, then rises dramatically in the intermediate and the far future. The intensity of extreme droughts will be increased in the near future and decreased in the intermediate future due to high annual rainfall, then tending to have an upward trend in the far future.

This article argues that the UN Framework Convention on Climate Change (UNFCCC)’s conception of common but differentiated responsibilities and respective capabilities (CBDRRC) was never effectively implemented through the Kyoto Protocol. The investments under the Kyoto Protocol’s Clean Development Mechanism suggest that CBDRRC has been used by developed countries to buy a “right to pollute”, i.e., maintaining or even increasing their greenhouse gas emissions, while investing in clean energy in developing nations, thus defeating the essence of CBDRRC as intended under the UNFCCC. Second, it points out that the Paris Agreement reflects a significant shift in the CBDRRC, both in terms of its textual understanding as well as its implementation. A qualifier, “in the light of national circumstances”, was added to the principle of CBDRRC in the Paris Agreement, allowing a form of voluntary self-differentiation. This qualifier diluted a top-down, objective analysis of States’ commitments. For several scholars, this shift has meant a softening of the principle, making the “differentiation” more dynamic and flexible. In the authors’ opinion, the qualifier is a fundamental modification of the principle to make it politically more palatable. It completely disregards the notion of historical responsibility for climate change, which was the cornerstone of CBDRRC as conceived under the UNFCCC. Therefore, rather than presenting a more flexible understanding of UNFCCC’s conception of CBDRRC, the Paris Agreement marks a total departure from it. Lacking an explicit redefinition of the principle of CBDRRC, it is misleading to contend that the Paris Agreement is still anchored in it.

In 2018, 70% of global fatalities due to pneumonia occurred in about fifteen countries, with Tanzania being among the top eight countries contributing to these deaths. Environmental and individual factors contributing to these deaths may be multifaceted, but they have not yet been explored in Tanzania. Therefore, in this study, we explore the association between climate change and the occurrence of pneumonia in the Tanga Region, Tanzania. A time series study design was employed using meteorological and health data of the Tanga Region collected from January 2016 to December 2018 from the Tanzania Meteorological Authority and Health Management Information System, respectively. The generalized negative binomial regression technique was used to explore the associations between climate indicators (i.e., precipitation, humidity, and temperature) and the occurrence of pneumonia. There were trend differences in climate indicators and the occurrence of pneumonia between the Tanga and Handeni districts. We found a positive association between humidity and increased rates of non-severe pneumonia (incidence rate ratio (IRR) = 1.01; 95% CI: 1.01–1.02; p ≤ 0.05) and severe pneumonia (IRR = 1.02; 95% CI: 1.01–1.03; p ≤ 0.05). There was also a significant association between cold temperatures and the rate of severe pneumonia in Tanga (IRR = 1.21; 95% CI: 1.11–1.33; p ≤ 0.001). Other factors that were associated with pneumonia included age and district of residence. We found a positive relationship between humidity, temperature, and incidence of pneumonia in the Tanga Region. Policies focusing on prevention and control, as well as promotion strategies relating to climate change-related health effects should be developed and implemented.

Lisbon is a European Mediterranean city, greatly exposed to heatwaves (HW), according to recent trends and climate change prospects. Considering the Atlantic influence, air temperature observations from Lisbon’s mesoscale network are used to investigate the interactions between background weather and the urban thermal signal (UTS) in summer. Days are classified according to the prevailing regional wind direction, and hourly UTS is compared between HW and non-HW conditions. Northern-wind days predominate, revealing greater maximum air temperatures (up to 40 °C) and greater thermal amplitudes (approximately 10 °C), and account for 37 out of 49 HW days; southern-wind days have milder temperatures, and no HWs occur. Results show that the wind direction groups are significantly different. While southern-wind days have minor UTS variations, northern-wind days have a consistent UTS daily cycle: a diurnal urban cooling island (UCI) (often lower than –1.0 °C), a late afternoon peak urban heat island (UHI) (occasionally surpassing 4.0 °C), and a stable nocturnal UHI (1.5 °C median intensity). UHI/UCI intensities are not significantly different between HW and non-HW conditions, although the synoptic influence is noted. Results indicate that, in Lisbon, the UHI intensity does not increase during HW events, although it is significantly affected by wind. As such, local climate change adaptation strategies must be based on scenarios that account for the synergies between potential changes in regional air temperature and wind.

AbstractThe present article describes the main insights deriving from the papers collected in this special issue which jointly provide a ‘room with a view’ on some of the most relevant issues in climate policy such as: the role of uncertainty, the distributional implications of climate change, the drivers and applications of decarbonizing innovation, the role of emissions trading and its interactions with companion policies. While looking at different issues and from different angles, all papers share a similar attention to policy aspects and implications, especially in developing countries. This is particularly important to evaluate whether and to what extent the climate policies adopted thus far in developed countries can be replicated in emerging economies.

Abstract Sustainable economic growth and identifying factors affecting it are among the important issues which have always received attention from researchers of different countries. Accordingly, one of the factors affecting economic growth, which has received attention from researchers in the developed countries over recent years, is the issue of environmental technologies that enter the economic cycle of other countries after being patented through technology transfer. The current research investigated the role of the environment-related patents and the effects of the patented technological innovations compatible with climate change mitigation on the economic growth and development in the Middle East countries within a specific time period. The required data were gathered from the valid global databases, including Organization for Economic Co-operation and Development and World Bank and have been analyzed using multi-linear regression methods and econometric models with Eviews 10 software. The obtained results with 95% confidence level show that the environmental patents (β = 0.02) and environment management (β = 0.04) and technologies related to the climate change mitigation (β = 0.02) have a significant positive impact on the sustainable economic development and growth rate in the studied countries. Such a study helps innovators and policymakers in policy decisions related to sustainable development programs from the perspective of environmentally friendly technologies by demonstrating the role of patents in three important environmental areas, namely environmental management, water-related adaptation and climate change mitigation, as one of the factors influencing sustainable economic growth.
