In January 2016, a new standard for symmetric block encryption was established in the Russian Federation. The standard contains two encryption algorithms: Magma and Kuznyechik. In this paper we propose to consider the possibility of applying the algebraic analysis method to these ciphers. To do this, we use the simplified algorithms Magma ⊕ and S-KN2. To solve sets of nonlinear Boolean equations, we choose two different approaches: a reduction and solving of the Boolean satisfiability problem (by using the CryptoMiniSat solver) and an extended linearization method (XL). In our research, we suggest using a security assessment approach that identifies the resistance of block ciphers to algebraic cryptanalysis. The algebraic analysis of an eight-round Magma (68 key bits were fixed) with the CryptoMiniSat solver demanded four known text pairs and took 3029.56 s to complete (the search took 416.31 s). The algebraic analysis of a five-round Magma cipher with weakened S-boxes required seven known text pairs and took 1135.61 s (the search took 3.36 s). The algebraic analysis of a five-round Magma cipher with disabled S-blocks (equivalent value substitution) led to getting only one solution for five known text pairs in 501.18 s (the search took 4.92 s). The complexity of the XL algebraic analysis of a four-round S-KN2 cipher with three text pairs was 236.33 s (took 1.191 Gb RAM).

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

National innovation policy is part of socio-economic policy and is focused on improving state regulation, development and stimulation of innovation. It is implemented using economic, regulatory and other mechanisms of state support. Digital economy affects the growth of the country's economy and the measurement of gross domestic product, productivity and sustainability of economic entities in all financial spheres. The purpose of the article is to analyze the national innovation policy in the regulatory aspect, as well as to analyze the state of development of science and innovation in the Russian Federation. In the process of research, the main method employed was a comparative analysis method, which allowed to achieve the purpose by means of a comprehensive research of the identified issue. To achieve the purpose, the following objectives were set: to consider the legal regulation of the innovation field in the Russian Federation; to evaluate the implemented and existing programs for the development of science and innovation in the Russian Federation. A review of legal documents allowed to conclude that they are of high importance for the development of the innovation field, since they constitute a systemic basis for the implementation of modernization processes and the qualitative improvement of the country's socio-economic development.

This article presents an analysis of the study of the relationship between the level of economic activity, employment and unemployment from the demographic structure of the population in the subjects of the Russian Federation for 2015- 2017 based on data from the Federal Service of State Statistics. The interrelation of economic growth (including the level of economic development) and welfare of the population is considered, taking into account the influence of institutional factors on the historical development of the Russian economy. It is noted that the problems of regional tension in the labor market should be addressed through the development of regional employment programs, taking into account regional peculiarities. When considering the problem of differentiation of regions by the level of unemployment and the level of economic activity, it was concluded that measures taken by the Ministry of Labor and Social Protection to promote employment programs should be considered in the context of the most depressed and lagging regions. For the analysis of regional differentiation, the cluster analysis method was used using the IBM SPSS Statistics program.

The article discusses piggyback transportation and their role in modern logistics technologies, which make it possible to implement certain elements of the concept of sustainable development of both regional and international economies. The main aspects of the organization of piggyback transportation, their advantages and disadvantages have been studied, the problems of use in the conditions of the Russian Federation have been identified. The lack of experience in their implementation, the insufficient level of interaction between various sectors of the economy were noted as one of the main problems of using piggyback transportation in the formation of logistics chains, as well as the complexity and ambiguity of assessing the effectiveness of their implementation. The paper proposes an approach to assessing the effectiveness of piggyback transportation, based on the use of expert assessment methods, in particular, the Delphi method and the Saati hierarchy analysis method. The features of the implementation of piggyback transportation in the West Siberian region of the Russian Federation are noted.

The paper deals with nonlinear transformations of well-known symmetric block algorithms such as AES, Kuznyechik, SM4, BelT, and Kalyna. A brief description of the substitution boxes for these algorithms is given. The properties of nonlinearity of the described substitution boxes are investigated with the calculation of the corresponding values. Based on the property of nonlinearity, a method for generating a dynamic substitution box is proposed. The purpose of this method is to generate dynamic substitution boxes (S-boxes) that change depending on the values of some parameter obtained from the secret key of the algorithm. Considering that linear and differential cryptanalysis uses known substitution boxes, the main advantage of the new method is that S-boxes are randomly key-dependent and unknown. Experiments were also carried out to implement this method. The resulting dynamic substitution boxes were tested for nonlinearity and the results were compared with the original nonlinearity values of the same substitution boxes.
