National innovation policy is part of socio-economic policy and is focused on improving state regulation, development and stimulation of innovation. It is implemented using economic, regulatory and other mechanisms of state support. Digital economy affects the growth of the country's economy and the measurement of gross domestic product, productivity and sustainability of economic entities in all financial spheres. The purpose of the article is to analyze the national innovation policy in the regulatory aspect, as well as to analyze the state of development of science and innovation in the Russian Federation. In the process of research, the main method employed was a comparative analysis method, which allowed to achieve the purpose by means of a comprehensive research of the identified issue. To achieve the purpose, the following objectives were set: to consider the legal regulation of the innovation field in the Russian Federation; to evaluate the implemented and existing programs for the development of science and innovation in the Russian Federation. A review of legal documents allowed to conclude that they are of high importance for the development of the innovation field, since they constitute a systemic basis for the implementation of modernization processes and the qualitative improvement of the country's socio-economic development.

Авторами предлагается определение криптовалюты, обосновывается востребованность использования цифровой валюты в экономике. Рассматривается специфика современного правового регулирования операций с криптовалютой и перспективы его развития в российской экономике. The article deals with the actual problem of integrating cryptocurrency into the banking system of the Russian Federation. The authors propose a definition of cryptocurrency, substantiate the demand for the use of digital currency in the economy. The article considers the specifics of modern legal regulation of cryptocurrency transactions and the prospects for its development in the Russian economy.

Purpose and objectives: analysis of legal regulation of cryptocurrency mining in the Russian Federation and abroad, identification of problems and gaps in this area and development of proposals aimed at their resolution. Scientific significance: the article reveals the current state and established doctrinal approaches to the legal regulation of cryptocurrency mining in Russia. For the first time, the necessity of strengthening and developing state regulation of mining is substantiated. The main attention in the article is paid to the system of legal regulation of the process of creating cryptocurrencies in the territory of the Russian Federation, taking into account the law of the Eurasian Economic Union. Methods: a dialectical approach to the cognition of social phenomena, allowing them to be analyzed in their historical development and functioning in the context of a set of objective and subjective factors, which determined the choice of the following research methods: formal logical, comparative legal, sociological, which allowed the author to ensure the reliability and validity of the conclusions. Key findings: The legal vacuum in the regulation of mining acts as a serious inhibiting factor at the current stage of its improvement and often itself becomes an offense. At the same time, cryptocurrency mining is one of the new types of entrepreneurial activity, in connection with which in the near future it is necessary to introduce state regulation of cryptocurrency mining in the Russian Federation, for which it is necessary: to develop a law regulating the organization and implementation of the production of cryptocurrencies using cryptographic algorithms; to supplement the classifier of the main type of carried out economic activity with a new type of activity — mining; to create a unified electronic register of crypto farms operating on the territory of the Russian Federation; supplement the existing legislation of the Russian Federation and the Eurasian Economic Union with the norms regulating the import of mining equipment. Thus, the important results of the study are: the development of the problems posed, which for a long time remained outside the attention of specialists, as well as the significant novelty of the factual material introduced into circulation.

Purpose: Harmonization of the Russian Federation legislation with current international recommendations Results: The concept of the radiation safety system has been significantly modified by recommendations of ICRP (2007) and IAEA (2014). An analysis of existing international regulatory framework for radiation safety allowed to identify the main provisions to be implemented in the Russian legal and regulatory framework. It’s showed that the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population» must be ultimately revised to be harmonized with international documents. General approaches to legal regulation of radiation safety should be essentially modified to create a strong relationship between this law and other regulatory and legal documents in force in the Russian Federation. Conclusion: An article-by-article analysis of the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population « showed the need to modify 22 existing articles and add 12 new articles in order to harmonize it with international documents. Given such a large volume of modification it is advisable to pass a new law with simultaneous abolition of the current federal law. A new name has been proposed: Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation». The enactment of the Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation» with the main by-laws approved by the Russian Federation Government – «Radiation Safety Standards» and «Basic Rules for Ensuring Radiation Safety» – will allow to establish an actual regulatory framework for ensuring radiation safety of personnel and population in Russia.

Важным аспектом в современной политике управления инновационной деятельностью в регионах является система информационного обеспечения и мониторинга исполнения ключевых индикаторов эффективности, характеризующих инновационный потенциал и развитие инновационных процессов в регионах Российской Федерации, на основе которых строятся прогнозные оценки и разрабатываются новые механизмы инновационного развития. Научная статья посвящена анализу инновационного развития на мировом уровне и оценке положения (рейтинговая) России с точки зрения инновационной составляющей. Также представлены результаты рейтинговая эффективности инновационной деятельности в субъектах Российской Федерации и анализ качества инновационных политик регионов, входящих в Приволжский федеральный округ. Автором статьи предложены основные направления и даны рекомендации по повышению инновационного развития на региональном уровне и трансформации системы государственного регулирования инновационной политики в аспекте систематизации ключевых индикаторов эффективности инновационной деятельности и инновационной активности предприятий и компаний регионов и на их основе прогнозирования инновационного развития, а также организации системы мониторинга исполнения инновационной политики в регионах. An important aspect in the modern policy of innovation management in the regions is the system of information support and monitoring of the implementation of key performance indicators characterizing the innovation potential and development of innovation processes in the regions of the Russian Federation, on the basis of which predictive estimates are built and new mechanisms of innovative development are developed. The scientific article is devoted to the analysis of innovative development at the world level and the assessment of the position (rating) of Russia in terms of the innovation component. Also presented are the results of the rating efficiency of innovation in the constituent entities of the Russian Federation and the analysis of the quality of innovation policies of the regions included in the Volga Federal District. The author of the article proposes the main directions and gives recommendations for increasing innovative development at the regional level and transforming the system of state regulation of innovation policy in the aspect of systematizing key indicators of the effectiveness of innovation and innovative activity of enterprises and companies in the regions and, on their basis, predicting innovative development, as well as organizing a monitoring system implementation of innovation policy in the regions.

The legislation in the field of e-health, adopted in 2017, opens fundamentally new opportunities in the development of medical care using telemedicine technologies. The article provides an analysis of regulatory legal documents that establish the legal framework for the provision of medical care using telemedicine technologies. An assessment is made of the current state of telemedicine legal regulation in Russia. The law on telemedicine requires adjustment and refinement of existing regulations, procedures, standards of medical care with a detailed regulation of tools and situations of their application.

If the general purpose of all work is to study problems of development and implementation of strategic programs of STD in regions of the Russian Federation with different level of modernization, at the first stage the question of organization of work in regions with external, infocommunicative side was raised, and at the second stage from subjective position, on the basis of assessment of the situation from the social and organizational side. Hence the similarities and differences in methodology, methods and outcomes at each stage. Each of them is of interest in assessing the work in this direction, but the comparison of the data obtained is of particular importance. If the first phase involved work to inform the public and potential participants about the forthcoming work on the STD and, Accordingly, on the readiness of the authorities and management to implement it on the materials of remote analysis of official sites of the regions, The second phase focused on finding out: How it is perceived by specialists in terms of creating a favourable social and organizational environment in the regions for the implementation of the adopted strategies.Purpose: obtaining an assessment of the readiness of regional authorities to create favorable social and organizational conditions for successful activities according to certain criteria and elements of innovative and technological systems.Methods: the methodology of the study takes into account the logic and content of the elements of the first stage of the program, but it is markedly different from them. General is the setting of the problem, the presence of related elements of the program (problem, object, subject, hypotheses, goal and tasks, nevertheless there is a difference in methods and procedures), in terms of using empirical scales and interpreting the results. However, if at the first stage the main method was remote (in this sense anonymous) scanning and analysis of data from official sites of authorities and administrations in the selected regions according to the criterion of the level of their sociocultural modernization, at the second stage the main method was personal remote interviews of qualified specialists about the real situation and potential to solve the outstanding issues in the social and organizational plan.Results: the tasks set by the Decrees will be difficult to solve positively without the organization of systematic sociological support for the implementation of the innovation policy of the SSTD of the Russian Federation in the regions as a link of feedback and corresponding organizational outputs on the materials of such studies.Conclusions and Relevance: at the first stage we concluded that the implementation of the Strategic Documents on the Implementation of Innovation Policy of the SSTD of the Russian Federation requires taking into account the state of affairs in regions with different levels of sociocultural modernization and proved this situation on the materials of remote analysis of official sites of their management and the allocation of various barriers as a subject of research and practice. At the second stage, we have shown that the problem is not only the differences between regions and barriers, but also the ability of authorities and administrations to adequately assess their contribution to the process of modernization of the country, and to overcome barriers by creating a favorable social and organizational environment. Today in the surveyed regions the orientation not on the case, as experts note, but on "good reporting".

The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

The article deals with public relations that affect controversial issues of subsoil use. The relevance of the topic is not in doubt, since article 9, paragraph 1 of the Constitution of the Russian Federation [1] defines that land and other natural resources are used and protected in the Russian Federation as the basis of life and activities of peoples living in the relevant territory. Among natural resources, a special place is occupied by subsoil resources, as they have a large amount of very valuable properties. In the modern Russian economy, the problem of effective subsoil use, which is associated with the need for advanced reconstruction of the mineral resource base and replenishment of strategic mineral reserves, should be one of the most important priorities of Russian state policy.

The legal side of subsoil use is one of the cornerstones of creating conditions for the transition to sustainable development. The will of the state - the guarantor of taking environmental measures should be implemented in the relevant legislative acts. The authors consider the main directions of legal regulation of the coal mining process in the territory of Russia. Basic legal documents regulating relations in the sphere of subsoil use of the Russian Federation are considered, problems of legislation on subsoil, water resources and land use are identified, and the main directions for its improvement are outlined. Also, a comparative analysis of the legal documents of the Russian Federation in this area is provided, that shows the obvious shortcomings of this issue from the point of view of the legislation.

The task of creating by 2030 at least 100 advanced modern universities – centers of scientific, technological and socio-economic development of the country, in order to achieve the global competitiveness of the Russian higher education system and practical failure of the 5-100 Program reinforce the need for a reasonable legislative consolidation of criteria indicators for achieving such an ambitious goal. Purpose: to analyze the criteria of the main international rating systems, regulatory legal acts of the Russian Federation and other legal documents in the field of higher education to identify groups of criteria for achieving global competitiveness by Russian universities. Methods: the author uses empirical methods of comparison, description, interpretation; theoretical methods of formal and dialectical logic. Such special scientific methods as comparative-legal and legal-dogmatic are used. Results: the study makes it possible, based on a comparative legal analysis of the main international rating systems, legal documents, Russian legislation and scientific literature, to conclude that it is necessary to introduce criteria provisions into the legislation of the Russian Federation that take into account not only international criteria aimed at the Anglo-American education system, but, above all, the National Security Strategy of the Russian Federation.
