Active labour market policy is connected with the necessity to account for the funds allocated for it. The conducted analysis forms a part of research on the evaluation of the effects of changes introduced by legal regulations. The aim of this research is to assess the impact of changes to the methodology of calculating on values of the cost and employment effectiveness of basic forms of economic activation in Poland. They were introduced in 2015 in connection with ongoing discussion regarding the effectiveness of the evaluation methods used. The Ministry of Economic Development, Labour and Technology is currently responsible for activating the unemployed in Poland, and funds come from the Labour Fund. The analysis used is the regression discontinuity design. This analysis showed that significant changes occurred only in the slope of the regression line for cost effectiveness after 2015 for both procedures of its calculation. This shows that the new, introduced methods of calculating effectiveness were cosmetic in nature and did not significantly affect their values. A good recommendation for improving the method of evaluating forms of economic activation of the unemployed could be to extend the time of required employment.

The assessment of the net effect of active labour market policy contributes to the effective use of public funds in order to achieve optimal results and provide opportunities for future changes in the priority areas of the employment action plans. The paper examines the basic concepts for assessing the net effect of active labour market policy and assesses the net effect of this policy in Bulgaria. In the process of assessing the impact of active labour market policy at the individual level for each program and measure included in the National Employment Action Plan in 2015 and funded from the state budget, the gross effect, deadweight effect, the substitution and displacement effects are estimated. The quasi-experimental design method is applied to assess the net effect of programs and measures on the labour market in Bulgaria. The estimation results demonstrate that the total net effect has the value of 14.5%. The net effect for women is significantly higher than for men. Regarding education, the highest net effect can be seen among those with primary or no education Regarding age, the highest net effect is observed among young people up to 24 years of age. As related to the duration of unemployment, the highest net effect can be seen among long-term unemployed people (over 24 months). In terms of working capacity, the highest net effect is observed among people with reduced working capacity. Regarding the type of settlement, the highest net effect can be seen in rural areas. The paper provides a number of conclusions and recommendations for increasing the effectiveness of active labour market policy and for improving the state of the labour market in Bulgaria. The analysis shows that in Bulgaria it is necessary to maintain the variety of different programs and measures on the labour market, covering different target groups.

Sweden has adopted an Active Labour Market Policy as a means of transitioning out of the economic crisis created by the 2020 COVID-19 pandemic. The approach is to a significant extent reminiscent of that adopted following the 2008 Global Financial Crisis (GFC). The article examines the effectiveness of active labour market policy in Sweden over the period 2007–2012. By analysing these earlier policy outcomes, the aim is to assess the success of active labour market policy more broadly. The hypothesis that greater labour market flexibility allows the labour market policy to be more efficient is evaluated. With a focus on the labour supply, possible reasons for the reduced efficiency of state interventions are outlined using regression models. Conclusions derived from the models point to the failure of earlier Swedish active labour market policy towards the vulnerable groups of the unemployed, unemployed women and men aged 15–19 years and the long-term unemployed. Knowledge on the determinants of Active Labour Market Policy (ALMP) spending accumulated during the 2000s. Despite these advances, the current research lacks a systematic approach to the relevant determinants. This article fills the research gaps by analysing simultaneously the 14 most frequently used determinants for the first time. In addition to these variables, this study introduces a new factor, namely the impact of economic crises. Through the analysis of the longest data period yet investigated of 20 Western countries and a comparison of methodological alternatives, this study both challenges and reinforces previous findings, as well as produces new ones. For example, it is the first investigation to reveal the positive effect of government indebtedness and economic crises on ALMP expenditure. However, the rivalry between the “usual suspects” continues, as the negative effects of budget deficits, foreign trade, and population ageing, and the positive effects of trade union density and GDP growth, were rediscovered in this analysis.

The aim of the article is to describe the impact of the implementation of a program to increase the efficiency of persons aged 45/50+. The author analyzes program implemented by the Labour Office in Szczecin in 2009 and 2010. Implementation of this program was to encourage the employment of people aged 45/50+, as well as to acquire or upgrade skills and qualifications of these people to work. These tasks are implemented through: training, internships, the provision of one-off financial support for starting a business, intervention works and public works. The aim of the study is to determine whether the proposed program contributed to the shortening of the job search. To examine the differences in the duration of unemployment is used survival analysis models and acute form of the Regression Discontinuity Design (RDD). RDD parameters enabled the evaluation of the effectiveness of the implemented program. The analysis was conducted based on data from individuals deregistered from the Office in years 2009 and 2010.

The effectiveness of active labour market policy on the example of the Kępno countyThe main goal of the article is to present important role of Active Labour Market Policy. For this purpose, ageneral concept of the role of active labour market policy on labour market is illustrated. It shows which labour policy tools have positive influence on labour market. Moreover, this article presents macroeconomic evidence on the impact of this policy on employment and unemployment rates. It concludes with statement that the usage of Active Labour Market Policy is important to the country development.
