The study aims to develop a dynamic model for the management of a strategic investment portfolio, taking into account the impact of crisis processes on asset value. A mathematical model of a dynamic portfolio strategy is developed, and guidelines for framing a long-term investment strategy based on the current state of the investment market are formalized. An efficient method of long-term ensemble forecasting to increase the accuracy of predicting financial time series is elaborated. A methodology for constructing and rebalancing a dynamic strategic investment portfolio based on a changing portfolio strategy that results from assessing the current market state and forecast is developed. The obtained strategic portfolio model has been estimated empirically based on historical data and its rate-of-return characteristics have been compared with those of the existing conventional models used in strategic investment.

The relevance of the study is explained by the fact that the spread of the coronavirus epidemic has become a serious challenge to achieve the goals and objectives set by the national project, especially taking into account the need to obtain relevant results already in 2030. The author analyzed the impact of the pandemic on the results of achieving the corresponding milestones of federal projects in the short term - in particular, the degree of achievement of the parameters of federal projects in the dock 2019 and in the crisis year 2020 was considered. The long-term implications of the coronavirus-related restrictions are also considered, including in the aspect of a qualitative change in the national project as a whole, associated with a change in the federal projects that fill it. Based on the results of studying the issue, the author presents scenarios about the possibility of implementing a national project by 2030, taking into account the existing market situation, and also gives recommendations on possible mechanisms for the successful completion of all project activities within the timeframes determined by the President of the Russian Federation.

Much effort has been concentrated in the eighties on IT strategy and many companies today have an IT investment portfolio. Managing the benefits of the investment portfolio presents new challenges. The author has previously published the first stage to a method for linking investment strategy to benefits and in this paper discusses the second of the process when it is necessary to identify benefits for specific investments to ensure their realization. The process ensures that sponsors not only understand the impact of the investment on key operating variables but also take responsibility for ensuring the improved performance.

After the beginning of the post-socialist transformation, the eastern German city of Leipzig underwent various changes within a short time span. These changes have been especially dynamic in its inner city. Whereas it was hit by the loss of large parts of its population and increasing housing vacancies in the 1990s, the 2000s brought about a revitalization and new attractiveness of many inner-city districts. Since then, reurbanization and – in some places – gentrification have become the predominant trends in a rising number of inner-city districts. This development has also reshaped patterns of socio-spatial differentiation in the city as a whole and its inner parts. Set against this background, the paper describes the development of Leipzig’s inner city after 1990. The focus of the paper is it to show how various concepts – reurbanization and gentrification – help to explain this development. Of particular interest thereby is the impact of Leipzig’s specific housing market situation that is characterized by long-term experiences of supply surplus and shrinkage.

Science may be humanity’s most important long-term investment. The effort to accumulate knowledge has profound consequences for growing the economy, security, and well-being of American society. Some of the impact of scientific investments are the direct aims of the project. But, much of the impact is indirect. Research often leads to unexpected insights and applications that are only appreciated after the discovery and produce many orders of magnitude return on investments. Examples include the creation of the Internet and the core search insights that led to the founding of Google. Science is a long-term investment strategy for the continuing vitality of society, and we can do an even better job with this investment. Today, I will discuss how promoting a culture of transparency and reproducibility will improve the speed and efficiency of scientific discovery.

The integration of ICT is the apparent goal of range of educational initiatives worldwide. To date, however, the impact of ICTs has lagged behind the rhetoric. Rather than technology transforming teaching and learning it appears that teachers often assimilate it into existing practices. This chapter uses Douglas Engelbart’s (1992) notion of an improvement infrastructure to explore and explain the factors that have framed and shaped New Zealand teacher access to, adoption of, and resistance to the use of laptops. Engelbart posits that organizations should aspire to creating three levels of infrastructure for improvement: a core capability infrastructure, an infrastructure that enables the improvement of core work, and an infrastructure that enables the on-going improvement of the improvement processes. Improvement of improvement typically receives the least long-term strategic investment. For teachers with laptops improvement of improvement is what enables teachers to enhance their ability to use their laptop. In this chapter we show that this involves the system of teacher confidence and expertise, teacher professional development opportunities, teacher access to a reliable technological infrastructure, and the existence of a supportive school leadership and culture for ICT/laptop use.

The life management of a nuclear power plant raises several major issues amongst which ranks the aging management of the key components of the plant, both from a technical and an economic point of view. Decision-makers are thus faced with the need to define the best strategy in order to achieve the best possible performance while meeting all regulatory requirements. EDF R&D is therefore deeply involved in developing advanced decision-making support tools so the EDF Engineering and Generation Divisions can optimize the long-term management of NPP components. In this paper we wish to provide the reader with an overview of how advanced information processing techniques such as signal and image processing algorithms and knowledge-based information systems recently contributed to the improvement of in-service inspections, condition-based maintenance, and asset management. First we focus on how multi-dimensional image reconstruction techniques increase component durability as they dramatically improve defect positioning and sizing when applied to radiographic data or ultrasonic data. We then detail current research work regarding the development of next generation prognostics systems which allow condition-based maintenance to take simultaneously into account monitoring data (for early fault detection), time-dependent aging models (for degradation kinetics), expert opinion as well as a quantified evaluation of the impact (on reliability and costs) of every potential decision. Lastly we describe how knowledge-based systems can help top level decision-makers get a transverse, long-term view on how a life-management investment strategy translates into plant availability, avoided costs and improved component durability.

The aim of the article is to assess the relations between the Chinese and Japanese stock exchanges in relation to the American and European markets represented by the German market and to assess the impact of price fluctuations of the S&P500 and DAX indices on Asian stock exchange indices. In the study, the ADF test was used, according to which the degree of integration of the studied processes was determined and an appropriate class of distributed lag models and error correction was selected for the assessment of short- and long-term dependencies. The results of the conducted analysis clearly indicate that Asian exchanges are linked to both the American and German markets, but only in the case of index pairs NI225-DAX and SSEC-SP500 was the co-integration of processes confirmed, i.e. their joint pursuit of a long-term balance. In the case of the remaining pairs, co-in-tegration has not been confirmed, which means that there is a spurious correlation and therefore, a correct analysis of the mutual relations in these cases allows only short-term relationships to be detected. The results of the article may be helpful in choosing an investment strategy on Asian ex-changes adapted to its time horizon.

This study investigates the impact of thought suppression over a 1-week interval. In two experiments with 80 university students each, we used the think/no-think paradigm in which participants initially learn a list of word pairs (cue-target associations). Then they were presented with some of the cue words again and should either respond with the target word or avoid thinking about it. In the final test phase, their memory for the initially learned cue-target pairs was tested. In Experiment 1, type of memory test was manipulated (i.e., direct vs. indirect). In Experiment 2, type of no-think instructions was manipulated (i.e., suppress vs. substitute). Overall, our results showed poorer memory for no-think and control items compared to think items across all experiments and conditions. Critically, however, more no-think than control items were remembered after the 1-week interval in the direct, but not in the indirect test (Experiment 1) and with thought suppression, but not thought substitution instructions (Experiment 2). We suggest that during thought suppression a brief reactivation of the learned association may lead to reconsolidation of the memory trace and hence to better retrieval of suppressed than control items in the long term.
