The relevance of the study is explained by the fact that the spread of the coronavirus epidemic has become a serious challenge to achieve the goals and objectives set by the national project, especially taking into account the need to obtain relevant results already in 2030. The author analyzed the impact of the pandemic on the results of achieving the corresponding milestones of federal projects in the short term - in particular, the degree of achievement of the parameters of federal projects in the dock 2019 and in the crisis year 2020 was considered. The long-term implications of the coronavirus-related restrictions are also considered, including in the aspect of a qualitative change in the national project as a whole, associated with a change in the federal projects that fill it. Based on the results of studying the issue, the author presents scenarios about the possibility of implementing a national project by 2030, taking into account the existing market situation, and also gives recommendations on possible mechanisms for the successful completion of all project activities within the timeframes determined by the President of the Russian Federation.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

In our study, a comparative analysis is made between cities and regions of the Baikal natural territory and the Arctic zone of the Russian Federation. The main goals of sustainable development for the Baikal natural territory are outlined. By focusing on sustainable development, we focus on the long-term, not the short-term. Analyzing this complex concept, the article presents several aspects and constituent elements of sustainable development. Aim. The presented study aims to build a model for the efficient development of the oil and gas industry in the long term. Tasks. The authors investigate the peculiarities of the development of the oil and gas industry in the Russian Federation at the present stage when the COVID-19 coronavirus pandemic has had a significant impact on the reduction of oil production and global demand for oil and petroleum products; identify strategic directions for the development of the oil and gas industry in Russia and substantiate the need for government measures to support the oil and gas industry, including the possibility of forming innovative investment resources and reducing the tax burden in combination with a global shift away from fossil fuels, which will ensure more efficient use of oil and gas reserves. Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint as a basis for determining strategic directions and priorities for the development of the oil and gas industry. An economic and mathematical regression model for predicting the volume of oil production in the Russian Federation over the next five years is developed with allowance for the priorities of the methodology under consideration. Results. Substantiation of the projected values of oil production increases the preparedness of Russian oil companies and the government, allowing them to respond to various scenarios in the future and thus making it possible to develop an efficient strategy based on preventive measures to reduce the impact of oil price volatility on the Russian economy. Calculations show that Russia will most likely not be able to fully realize its production potential. In the long term, oil production will naturally decline due to the depletion of the resource base. One of the prerequisites for the successful operation of oil and gas enterprises is their orientation towards an innovative strategy in the context of sustainable development. Conclusions. The era of cheap oil and unexpected profits from hydrocarbons is gradually coming to an end. Therefore, strategically important directions for the oil and gas industry include the modernization of technologies and equipment by attracting investments in oil and gas enterprises and the development of the industry’s infrastructure, diversification of the refining industry, reduction of crude oil exports, and increased exports of finished petroleum products.

The purpose of this article is to study the dependence of the impact of international economic sanctions in the forecasts of entities of the Russian Federation on their economic characteristics. The international sanctions which were introduced by foreign states for the Russian Federation have a significant impact on regional economy. In the present circumstances regional economic forecasts should take into account the specificity, condition and possible threats of the external economic environment. The current regional documents of economic forecasting are a stable basis for regional strategies which in their turn ensure the implementation of integrated social and economic planning. The authors conduct the analysis of the way how economic sanctions are taken into account in regional forecasts. The researchers study namely forecasts of social and economic development of the Russian Federation entities for long term and short term periods and budget forecasts for a long term period as well. The paper analyzes legal acts and methodological documents for the development and approval of these documents. The authors compile regional ratings according to the following indicators: amount of foreign direct investments; export of goods; volume of shipped goods, work performed by domestic manufacturing industries; average rating positions. The researchers provide an assessment of the way the sanctions are taken into account in the documents according to the suggested variants: the sanctions are not taken into account and are not reflected in the documents; the sanctions are mentioned in the forecast and are taken into account; the impact from the sanctions is taken into account and the response of Russia is shown. On the basis of the analysis the authors make conclusions on the impact of regional economic performance on mentioning foreign economic sanctions in the corresponding economic forecasts. The paper shows that the inclusion of the influence of economic sanctions in the mentioned strategic documents depends on the quality of the documents under analysis and their inclusion into the strategic documents has a random nature.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

<p><em>Child abuse by parents is common in households. The impact of violence on children will bring short-term effects and long-term effects that can be attributed to their various emotional, behavioral and social problems in the future; especially in late adolescence that will enter adulthood. Resilience factors increase the likelihood that adolescents who are victims of childhood violence recover from their past experiences</em><em>,</em><em> become more powerful individuals and have a better life. The purpose of this study was to determine the source of resilience in late adolescents who experienced violence from parents in their childhood. This research uses qualitative research methods with in-depth interviews as a method of data collection. The result shows that the three research participants have the aspects of "I Have", "I Am", and "I Can"; a participant has "I Can" aspects as a source of resilience, and one other subject has no source of resilience. The study concluded that parental affection and acceptance of the past experience have role to the three sources of resilience (I Have, I Am, and I Can)</em></p><p><em> </em></p><p><strong><em>Keyword : </em></strong><em>Resilience, adolescence, violence, parents</em></p>
