Mechatronics systems, a macroscopic domain, aim at producing highly efficient engineering platforms, with applications in a variety of industries and situations. On the other hand, quantum technologies, a microscopic domain, are emerging as a promising avenue to speed up computations and perform more efficient sensing. Recently, these two fields have started to merge in a novel area: quantum mechatronics. In this review article, we describe some developments produced so far in this respect, including early steps into quantum robotics, macroscopic actuators via quantum effects, as well as educational initiatives in quantum mechatronics.

In the political field, Flanders experienced a very eventful year throughout 1996. The inauguration of the Flemish Parliament and the award for a 'Draft Constitution for Flanders ' made up two symbolic heights of the Belgian federalization. On the other hand, the deepening and the widening of the Flemish autonomy regularly led to tensions between the Flemish and the Walloon Community.In the policy fields as well, far-reaching changes took place. The most important ones are mentioned within the scope of this annual review article.

Abstract In Where Our Protection Lies, Dimitrios Kyritsis develops an innovative constitutional framework that aims to reconcile two commitments: democratic governance and the protection of fundamental rights. This review article argues that the reconciliation fails to provide fundamental rights with meaningful protection. On the one hand, the framework’s moral resources hollow out the duties that rights impose on legislatures. Instead of protecting persons from the abusive exercise of legislative power, the framework narrows what constitutes abuse. On the other hand, the framework’s institutional resources leave persons without the means of vindicating their rights. What Kyritsis terms protection consists in the ongoing susceptibility to the violation of one’s fundamental rights.

This report comprises two parts. On the one hand, I will, based on the talks at the CM4 parallel session "Quantum Cosmology and Quantum Effects in the Early Universe" which I chaired, point to interesting recent developments in quantum cosmology. On the other hand, some of the basics of supersymmetric quantum cosmology are briefly reviewed, pointing to promising lines of research to explore. I will start with the latter, finishing the report with the former.

In theory and applications, it is often inevitable to work with projectors onto convex sets, where a linear transform is involved. In this article, a novel projector is presented, which generalizes previous results in that it admits a broader family of linear transforms, but on the other hand it is limited to box-type convex sets in the transformed domain. The new projector has an explicit formula and it can be interpreted within the framework of proximal optimization. The benefit of the new projector is demonstrated on an example from signal processing, where it was possible to speed up the convergence of a signal declipping algorithm by a factor of more than two.

Cold forging is a highly efficient process to produce components. However, the occurring tribological loads are tremendous. Therefore, complex tribological systems are necessary. They can be influenced by numerous factors. Most important are the tribological loads, which can usually be investigated independently. On the other hand, the contact normal stress and the surface enlargement are coupled in tribometer tests. In order to investigate them independently, a new concept for the Sliding Compression Test is presented and verified. This procedure reveals that both values have an influence on the friction coefficient. However, the influence of the surface enlargement is with about two-thirds higher.

Increasing diversity of urban activity attracts many people to try their fate in urban areas so as to heighten the flow of urbanization. This resulted in a large demand for land supply to accommodate the increasing number of city dwellers. On the other hand, land is a very limited resource and cannot be created or renewed, so the problem that often arises is the proliferation of slum and squatter areas in urban areas. The solution to the problem is to produce a land use website. By using the prototyping method of land use website is generated in order to speed up the development of website and to really fit with the wishes and needs of the client

We show that, for any abstract complexity measure in the sense of Blum and for any computable function f (or computable operator F), the class of problems that are f-speedable (or F-speedable) does not have effective measure 0. On the other hand, for sufficiently fast growing f (or F), the class of non-speedable computable problems does not have effective measure 0. These results answer some questions raised by Calude and Zimand. We also give a quantitative analysis of Borodin and Trakhtenbrot's Gap Theorem, which corrects a claim by Calude and Zimand.

В статье рассматривается берлинский период творчества Н.А. Бердяева, который имеет значение, с одной стороны, как переходный в его интеллектуальной биографии между высылкой из России и окончательным укоренением во Франции, с другой – как один из наименее изученных в процессе эволюции учения русского философа. Авторы фокусируют внимание на идейно-теоретических и биографических аспектах написания и издания одного из наиболее резонансных произведений мыслителя, благодаря которому он получил популярность на Западе, – сборника эссе «Новое Средневековье» (1924 г.). В качестве идейного контекста учения о «новом Средневековье» в статье раскрывается отношение Бердяева к таким феноменам, как Церковь, Реформация, революция, эмигрантское Белое движение и т.д. Кроме того, дается анализ практических условий появления данной работы, к которым можно отнести общение и сотрудничество Бердяева с западными коллегами (А. Креслинг, Г.А. фон Кейзерлинг) и соотечественниками (П.Б. Струве, С.Л. Франк, Л.П. Карсавин, Н.О. Лосский и др.), нюансы его духовно-просветительской деятельности в Берлине, особенности написания и издания книг и статей. Ключевые слова: Н.А. Бердяев, теократический социализм, историософия, «Новое Средневековье», русская философия The article examines the Berlin period of Nikolai Berdyaev’s life which is significant, on the one hand, as a transitional in his intellectual biography between the expulsion from Russia and final settlement in France, on the other hand, as one of the least studied in the evolution of his philosophy. The authors focus on the ideological and biographical aspects of his work on the collection of essays “The new Middle Ages” (1924), one of Berdyaev’s most resonant works that brought him popularity in the West. The ideological context of the “new Middle Ages” doctrine is reconstructed by revealing Berdyaev’s attitude to such phenomena as Church, Reformation, revolution, émigré White movement, etc. Special attention is paid to the practical conditions of the appearance of this work, which include Berdyaev’s communication and cooperation with Western (A. Kresling, G.A. von Keyserling) and Russian colleagues (P.B. Struve, S.L. Frank, L.P. Karsavin, N.O. Lossky, etc.), the details of his educational initiatives in Berlin and the features of writing and publishing books and articles. Keywords: N.A. The poetry volume Mede-wete by Antjie Krog is a sustained questioning of ethical relations between self and other, an on-goingpreoccupation of Krog in both her poetry and literary non-fiction works. This review article of Mede-wete (also available as Synapse in translation from Afrikaans into English by Karen Press) traces four forms of interconnectedness or synapses that shed light on Krog’s project to establish ethical connections between the self, on the one hand, and, on the other hand, both the human and non-human other. Love and family bonds, reaching out to the cultural other, a sense of shared materiality with the environment, and, consequently, a longing for mystical unity constitute four of the synapses as announced in the title of the volume of poetry. The strength of the often challenging poetry emanates strongly from the daring use of language that includes syllable disturbances and surprising compounds. In many respects, Krog’s impressive volume belies her apparent pessimism that Afrikaans poets and writers today are little more than “thighshifters-in-flinching-language” (Synapse 113).

Speeding up of the processing of quantum algorithms has been focused on from the point of view of an ensemble quantum computer (EQC) working in a parallel mode. As a consequence of such efforts, additional speed up has been achieved for processing both Shor’s and Grover’s algorithms. On the other hand, in the literature there is scarce concern about the quantity of entanglement contained in EQC approaches, for this reason in the present work we study such a quantity. As a first result, an upper bound on the quantity of entanglement contained in EQC is imposed. As a main result we prove that equally weighted states are not appropriate for EQC working in parallel mode. In order that our results are not exclusively purely theoretical, we exemplify the situation by discussing the entanglement on an ensemble of n1 = 3 diamond quantum computers.
