Following the principles of sustainable development in the development of oil and gas fields in the Arctic will ensure that hydrocarbon production and transportation operations comply with stringent environmental regulations, the economies of the northern regions become integrated into the national economy of Russia, production systems in the oil and gas sector are upgraded in an innovative manner, and further development of this region is balanced from the environmental perspective. The purpose of the study is to develop and provide a rationale for a balanced system of environmental, socio-economic, and innovative indicators for assessing whether the development of the Arctic’s unique hydrocarbon reserves is sustainable. The theoretical framework of the study draws upon the foundations and key principles of the sustainable development concept and upon modern approaches and methods for assessing the sustainability of production systems. The study presents an analysis of conceptual approaches to defining sustainable development in reference to oil and gas resources, including those found in the Arctic, defines target priorities for the sustainable development of the Arctic’s resource potential, and identifies the relationship between the environmental, socio-economic, and innovative domains of sustainability in the context of Arctic resource development. The results of the study demonstrate how large-scale gas projects can influence regional development and provide for making informed conclusions about whether the development of the Arctic’s oil and gas reserves can be considered sustainable (in accordance with the basic principles of the sustainable development concept).

Development of hydrocarbon resources in the Arctic is one of the priority tasks for the economy of the Russian Federation; however, such projects are associated with significant risks for the environment of nearby regions. Large-scale development of hydrocarbon resources in the Arctic should be based on the principles of sustainable development, which imply a balance between socio-economic benefits and environmental risks. The purpose of this study is to analyze the gaps in scientific knowledge on the issues of assessing sustainability of Arctic oil and gas projects (OGPs) and systematize the key problematic elements of such assessments. The analysis was carried out in terms of four key elements that determine the feasibility of implementing Arctic OGPs in the context of sustainable development: economic efficiency, social effects, environmental safety and technological availability. The methodology for conducting bibliometric analysis, which included more than 15.227 sources from the Scopus database over the period of 2005-2020, was based on PRISMA recommendations for compiling systematic reviews and meta-analyses. Methodological problems of assessing sustainability of Arctic OGPs were mapped and divided into four key sectors: consideration of factors that determine sustainability; sustainability assessment; interpretation of assessment results; sustainability management. This map can serve as a basis for conducting a series of point studies, aimed at eliminating existing methodological shortcomings of the sustainable development concept with respect to Arctic OGPs.

The article analyzes the main causes of resistance to the principles of the sustainable development concept as the results of the research in the oil company "Bashneft". In addition, the article describes the main risks of the industry, which led to changes in strategy and, as a consequence, changes in project portfolio, including sustainable development projects. There is also a system of the implementation management of the changes related to the sustainable development concept developed and the main methods of combating and preventing resistance identified in the article.

Currently, the Russian oil and gas industry is characterized by significant reserves depletion and the late stage of development of most fields. At the same time, new fields that are brought into industrial development, in the majority of cases, have hard-to-recover reserves. Furthermore, most prospective oil and gas deposits are located in the Arctic and its offshore territories and their development is much more complicated due to regional peculiarities. This substantiates the necessity of a special approach to the development of the oil and gas potential of the Arctic, based on innovation. The goal of the paper is to reveal the role of innovation activity in the sustainable development of the oil and gas potential in the Arctic and its offshore zone. The paper briefly presents the main urgent factors of Arctic development, which highlight the necessity of innovation for its sustainability. Then, it introduces the methods used for the research: the Innovation Policy Road mapping (IPRM) method in accordance with Sustainable Development Goals (SDGs) concept for clarifying how innovations will lead to sustainable development. In terms of results, this paper presents an innovation policy roadmap for the sustainable development of oil and gas resources of the Russian Arctic and its shelf zone and identifies the role of innovation within this development.

Oil and natural gas have increasingly become potential resources for the socio-economic development of Tanzania. Understanding the factors on its sustainability remains of critical importance. This study intended to analyze the factors for the sustainable development of oil and gas resources in Tanzania. We collected quantitative data from 250 participants through a questionnaire, whereas data collected were analyzed using descriptive and inferential statistics. Results show that institutional development, enterprise development, and good governance are pertinent factors for the sustainable development of oil and gas resources in Tanzania. The study offers the implication that to realize the benefits of oil and gas resources for the long-term development of Tanzania, policymakers should ensure institutional and enterprise development, and promotion of governance framework to enhance transparency and accountability in the oil and gas sector. Moreover, we recommend that the realization of long-term extraction and sustainable development of oil and gas resources in Tanzania, robust policies, strategies, good governance frameworks and combined efforts of the government, oil companies, and private sector, civil organizations, and citizens’ participation in the management of oil and gas resources is of critical importance.

Ensuring the safety of oil and gas facilities and increasing their facility life are today one of the most important tasks. Emergencies related to rupture and damage of steel pipelines because of their wear and tear and external factors are still the most frequent cases of emergencies during the transportation of hydrocarbons. To expand the fuel and energy complex in the north, in the direction of the Arctic, alternative types of pipelines are needed that solve the problems of reducing energy and labor costs in oil and gas companies, reducing the risk of environmental disasters and depressurization of pipelines during hydrocarbon production. Fiber-reinforced thermoplastic pipes can be such an alternative. This article is devoted to a comparative analysis of the materials of a composite system consisting of a thermoplastic pipe (inner layer) and reinforcing fibers (outer layer); we are discussing the design of the structural system consisting of polyethylene (inner layer) and aramid fibers (outer reinforcing layer).

ABSTRACTAt least four littoral countries have Arctic strategies that address energy issues. However, US, Canada, Russia and Norway strategies up to 2020 and beyond, reveal different interests in exploring Arctic resources. While Arctic oil and gas are of strategic importance to Russia and to Norway, Canada and the US seem content with continuing their current extraction predominantly south of the Arctic Circle. Despite the different approaches, the outcomes seem strangely similar. Indeed, despite the hype concerning the Arctic in the last decade, and for very diverse reasons, it is unlikely that any of these four countries will increase hydrocarbon production in the Arctic during the period under analysis. This was true even before the recent drop in oil prices. For all its potential, it is unclear what lies ahead for the region.

Affected by the constant development of global economy and the imbalance in distribution of conventional oil and gas, oil and gas resources can no longer meet the demand in many countries. Development of unconventional oil and gas has begun to take shape. Shale gas and tight oil become the focus of global attention. Unconventional oil and gas resources are relatively abundant in China. Preliminary results have been achieved in the development of shale gas. Tight oil has been developed in small scale, and the main technologies are maturing gradually. Yet we face many challenges. Low in work degree, resources remain uncertain. Environmental capacity is limited, and large scale batch jobs will confront with difficulties.
