Taking China’s industrial land transfer data as the data source, this study quantitatively analyzes the transfer structure and spatial distribution of China’s industrial land from 2010 to 2019. By constructing the information entropy and the equilibrium degree model of industrial land-use structure, this study evaluates the transfer characteristics of industrial land of different functional types in various provinces of China, analyzes the scale advantages of various types of transferred industrial land by using the land transfer scale advantage index, and summarizes the spatial distribution characteristics of different types of industrial land transfer in China through the spatial center of gravity analysis and cold/hot spot regional distribution mapping. The following results were obtained. (1) There are significant differences in the transfer scale of industrial land among provinces in China. The transfer scale of Eastern and Central China is large, whereas that of Western China is small. (2) From the perspective of land-use structure, the transfer scale of industrial land in the central and western regions is more balanced than that in the east. (3) From the gravity center distribution of the standard deviation ellipse, the land transfer direction of the energy industry, and the mining industry, and other types of industries is more significant than that of the culture and sports hygiene industries, modern manufacturing industry, and high-tech industry. (4) From the analysis of cold and hot spots, the mining industry, the energy industry, and other types of industries in the western region with rich mineral resources are the hot spots of industrial land transfer, and the southeast coast is the cold spot; the eastern coastal area is a hot area for land transfer of modern manufacturing, the high-tech industry, and the culture and sports hygiene industries. The results reveal the regional differences and spatial distribution characteristics of industrial transfer in China and provide a reference for authorities to formulate industrial planning and industrial land collection, storage, and transfer plans.

Functional areas are the basic spatial units in which cities or development zones implement urban plans and provide functions. Internet map big data technology provides a new method for the identification and spatial analysis of functional areas. Based on the POI (point of interest) data from AMap (a map application of AutoNavi) from 2017, this paper proposes an urban functional areas recognition and analysis method based on the frequency density and the ratio of POI function types. It takes the Guangzhou Economic and Technological Development Zone as a case study to analyze the main function and spatial distribution characteristics of the detailed functional areas. The research shows the following: (1) The POI frequency density index and the function type ratio can effectively distinguish the functions of the grid units and analyze the spatial distribution characteristics of a complex functional area. (2) The single functional area is the most common area type in the Guangzhou Economic and Technological Development Zone. The largest proportion of all areas is allocated to traditional manufacturing industry functional areas, followed by high-tech enterprises, catering and entertainment, real estate, and education and health care, in descending order. The smallest proportion is allocated to finance and insurance functional areas. (3) The current layout of the functional areas in the Guangzhou Economic and Technological Development Zone conforms to the overall requirements and planning objectives of the central and local government. The layout and agglomeration of different blocks within the economic development zone are consistent with local industry’s target orientation and development history.

AbstractIn the Internet age, emotions exist in cyberspace and geospatial space, and social media is the mapping from geospatial space to cyberspace. However, most previous studies pay less attention to the multidimensional and spatiotemporal characteristics of emotion. We obtained 211,526 Sina Weibo data with geographic locations and trained an emotion classification model by combining the Bidirectional Encoder Representation from Transformers (BERT) model and a convolutional neural network to calculate the emotional tendency of each Weibo. Then, the topic of the hot spots in Nanchang City was detected through a word shift graph, and the temporal and spatial change characteristics of the Weibo emotions were analyzed at the grid-scale. The results of our research show that Weibo’s overall emotion tendencies are mainly positive. The spatial distribution of the urban emotions is extremely uneven, and the hot spots of a single emotion are mainly distributed around the city. In general, the intensity of the temporal and spatial changes in emotions in the cities is relatively high. Specifically, from day to night, the city exhibits a pattern of high in the east and low in the west. From working days to weekends, the model exhibits a low center and a four-week high. These results reveal the temporal and spatial distribution characteristics of the Weibo emotions in the city and provide auxiliary support for analyzing the happiness of residents in the city and guiding urban management and planning.

Abstract As a carrier to promote rural greening and beautification and further implement the rural revitalization strategy, it is of great significance to study the spatial distribution characteristics of China national forest villages and its influencing factors. Taking 7586 China national forest villages as examples, the spatial distribution characteristics and influencing factors of China national forest villages were studied by using such methods as nearest neighbor index, Tyson polygon, cold hot spot analysis, standard deviation ellipse and kernel density index. The results showed that: (1) the overall clustering distribution characteristics of China national forest villages were significant, and the distribution type was agglomeration. There was no breakthrough in the Hu Huanyong Line, and the southeast of the line was the main concentration area. (2) From the perspective of spatial clustering, it shows the distribution characteristics of "hot spots in the south and cold spots in the north". Hot spots are mostly located in the south, represented by Sichuan, Guangdong, Hunan, etc., while cold spots are mostly in the north, mainly in Xinjiang, Xizang, etc.(3) From the perspective of spatial distribution direction, the standard deviation ellipse coincidence degree of the two batches is relatively high. The two batches are distributed in a dense direction from northeast to southwest with Suizhou city, Hubei as the geometric center. The concentration degree of the second batch increases on the basis of the first batch, showing a trend of migration and distribution in the southwest.(4) From the perspective of the distribution characteristics of kernel density, the distribution of kernel density has a strong correlation with two factors, one is the forest vegetation coverage, the other is the distribution location of urban agglomeration;(5) Elevation, slope direction, river basin, traffic are important factors affecting the distribution of China national forest villages, which show the spatial distribution characteristics of "low altitude, positive, near water and convenient transportation". Based on the spatial distribution characteristics and influencing factors, the paper puts forward policy Suggestions for the evaluation and construction of China national forest villages in the future.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.
