World experience in using the program-targeted planning methods for high-tech industry development

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

The current Strategy of Innovative Development of the Russian Federation for the period up to 2020 and the Strategy of Scientific and Technological Development of the Russian Federation determine the goals, priorities and objectives of the state innovation policy and scientific and technological development of the country. A significant role is given to areas that allow us to obtain scientific and technical results that are the basis for increasing the innovative level of production and consolidating the country's position in the foreign market. Among the priority areas is the aviation industry, namely the sector of aircraft engine construction. The creation of aircraft engines is currently one of the most science-intensive and high-tech tasks of the domestic aircraft industry. However, the analysis of the current state of implementation of programms in this area shows that the problems of their functioning and development are not always solved taking into account a wide range of emerging risks, the negative impact of which can lead to significant financial losses. To develop effective methods for assessing and minimizing risks, it is necessary to first analyze and classify them. In the article, based on the analysis, a system of classification of risks arising during development aircraft engines. The results obtained will allow us to give a preliminary qualitative assessment of the negative events that occur at various stages of the development of aircraft engines.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

The implementation of the fifth technological order and the creation of conditions for the transition to the sixth is possible only on the basis of the production of innovative high-tech products. At the same time, the economies of many Russian regions still have a raw material orientation, which hinders their development. The predominance of mining and low production diversity is typical for the Russian North regions. Clustering can be one of the ways to increase the efficiency of production and economic activities of these regions, increase the stability of their economic systems to adverse impacts, and increase their competitiveness in the long term. The article analyzes the five-year experience of implementing Russian innovative territorial clusters in the context of the main socio-economic indicators of the region, and also provides an assessment of the opportunities for industrial development in the regions of the North of the Russian Federation. The variety of models for the development of innovation-territorial clusters determines the need to take into account the regional features of the development of each cluster localization territories and the use of management and support tools, taking into account the specifics of each specific region. The formation of stable cluster forms of joint activities organization on the territory of this region will be the basis for catalyzing innovation processes in it. The results of innovative activities are interrelated elements of the system at all stages of the value chain will allow the result of a synergistic effect to maximize the total utility level of the region as a whole. The study used methods of comparative and static analysis of socio-economic phenomena, econometric tools.

In order to implement The strategy of scientific and technological development of the Russian Federation, the state program of genomic research and the complex scientific and technological program “Postgenomic technologies: from genetic editing to synthetic biology” are planned to be implemented in the country. Noting the obvious prospects and expediency of the development of post-genome editing technologies and high-tech industries based on them, the authors of the article highlight the barriers and risks of the full life cycle projects: the lack of sufficient number of personnel, the low level of competitiveness of domestic scientific and technological reserves, the lack of modern instrumentation, the lack of industrial partners, as well as the problems of normative and legal regulation of genetic engineering activities in the Russian Federation. Made in the framework of the study the analysis of global competitive landscape in the technology of genome editing showed that by 2018, several multinational companies have established a strong portfolio of patent documents as a tool for the conquest of leading positions in the markets generated by the post-genomic technologies.

In recent years, Russia has taken a serious step towards innovative development, to a large extent by providing systematic incentives for innovation and technological development of sectors of the economy. Today, innovation, research, development and their implementation are an important part of the political ambitions of most developed and developing countries. Global spending on innovation continues to grow, and the share of business in it is increasing. The relevance of this topic is also due to the acceleration of the processes of digital transformation of the Russian and international economy, which is why the need to create conditions for innovation, information and communication technologies is increasing. Based on this, it is important for the Government of the Russian Federation to form a national innovation system that promotes the innovative activity of domestic enterprises and increases the scientific orientation of research activities of organizations. Developed countries achieve competitive advantages through the introduction of innovative technologies, a highly qualified workforce with creative thinking, efficient use of financial resources, and strong R&D. Identifying new market opportunities is easy for highly innovative companies. Currently, not only the emergence of new high-tech industries, but also the development of traditional ones is based on information and scientific potential. The development of science is closely related to the growing flow of information, which is both the result and the basis for the development of science, the results of which are subsequently embodied in economic development. The purpose of the article is to identify the main trends in the development of innovative processes in the Russian Federation. The active creation and modernization of technologies, introduction of various technological projects is one of the driving forces of the innovation process. In recent years, there has been a strengthening of innovative development in various sectors of the Russian economy, and a significant role in this development is played by the systemic stimulation of innovation and technological development. Materials and methods. The methodological basis of the study consists of works on regional statistics, mathematical modeling, and econometrics. Graphic and tabular methods of visualization of research results, statistical methods of analysis of economic phenomena were used. To solve the tasks of the study, application packages SPSS, Statistica were used. Results. The creation of new, unique advanced production technologies is an essential element of the innovative development of the country’s economy. The development of industrial design is one of the main stimulating factors for the innovative development of Russia. The increase in the number of issued patents for inventions with a high degree of probability predetermines an increase in the number of manufacturing technologies, which is the basis for progress in the field of manufacturing design. However, the main challenge remains the issue of financing. Conclusion. The article contains an analysis of the dynamics of the main indicators characterizing the innovative activity of organizations and provides forecast estimates of the indicator based on trend models.

Article presents the results of analysis of the most significant threats to Russia's economic security that materialized in late 2019 – early 2020. The non-commodity exports development issues from the Russian Federation to foreign countries have been considered. The main barriers, constraining the development of non-commodity exports have been analyzed. Also the classification of such “barriers of ignorance” has been developed and the measures, allowing to reduce the impact of these barriers have been proposed: creation of an electronic commercial site; creation of multifunctional centers, in which certification and licensing procedures would be carried out, customs and tax сonsultancy to potential exporters, advice and assistance in obtaining the necessary permission documentation in foreign countries; сounselling on the correct execution of foreign economic contracts to avoid double taxation and transfer pricing and other measures.

Space is the one of priority guidelines in many countries. Like any high-tech industry, space activities involve high costs and risks. An effective risk management system allows to minimize them, which determines the relevance of this article. In this study, the key areas of the development of space activities were identified. Furthermore, the basic risk management methods used abroad which can be adapted for the Russian Federation were proposed.
